Meeting Minutes
1. Call to order
Chairperson Kathy Luppy called to order the meeting of the Keep NRH Beautiful
Commission at 6:50 p.m. on January 20, 2009 in the Neighborhood Services Office.

2. Aaaroval of minutes from last meetins~
Kathy Luppy moved to approve the minutes of the November 18, 2008 meeting.
Dianne Spradling motioned to approve the minutes. Doris Tipps seconded the
motion and the minutes were accepted as written.
3. Governor's Community Achievement Award Aoulication
Copies of last year's application were distributed to members and each selected a
section to update for this year. The draft of the updates are to be sent to Debbie
York by February 1, 2009. The sections are as follows:
Leadership/Coordination
Youth Education
Litter Prevention and Cleanup
Litter Law and Illegal Dumping
Solid Waste Management
Public Awareness
Beautification & Property Imp
Doris Tipps
Kathy Luppy

Debbie York explained the application process, stating that awards will be presented
at the Annual Conference held the 2"d week of June this year in Houston. Debbie
will work on the scrapbook, using as much material from the past year as possible
and adding new, more current information.
4. Environmental Education Awards Aaplication
Guidelines were reviewed and program explained to new members. Debbie York
will distribute applications on 2/2/09 and judging will be held at the March 17, 2009
meeting. Debbie will also try to scan some photos from past winners to make
available to applicants.
5. Discover: Proiect Green Soonsorshia
It was noted that the location and time has changed for this event from last year.
Debbie York also advised that there will be a band this year to help increase
attendance. In order to have a booth, sponsors must donate $500 this year. Darla
Batchler made a motion that the Commission increase its donation amount to $500.
The motion was seconded by Dianne Spradling. The motion was passed
unanimously. The Commission will have a booth from 1:00 - 4:OOpm.
6. Recycle More School Art Contest
The packets were reviewed and it was decided to split the current one for grades 6-
12 into 2; one for grades 6-8 and one for grades 9-12. Kathy Luppy advised that she
and Debbie York had met with Dr. Ledbetter with BISD about meeting with principals
to explain the contest. He agreed to put them on the agenda for the Birdville cluster
meeting for 1/22/09 and the Richland cluster meeting on 2/17/09. It was decided
that the Commission would provide all copies of contest materials for the elementary
schools and 100 each for the high schools and middle schools. These copies will be
delivered to the schools. Requests will be made that all information be passed
out/made available to students and teachers by 2/19/09. Dianne Spradling
suggested that a mass email be sent to all teachers in the eligible schools advising
the packets will be arriving. It was also suggested that something be put on the
BISD website and the NRH website. Debbie York will find out this information when
she gets permission to distribute the information from BISD. New entry deadlines
are:
Grades 1-5 due by 3/13/09
Grades 6-8 due by 3/27/09
Grades 9-12 due by 3/13/09
The artwork by grades 6-8 should be delivered to the library either on 3/26/09 or
3/27/09, between 3:00 - 6:OOpm. (Dianne Spradling will be in attendance to accept
entries on Thursday and Doris Tipps will be at NRH Library on Friday to do the
same.) All Commission members will be at the judging which will be at 6:15pm
Friday at the library. The artwork will be on public display between 10:OOam -
12:OOpm on 3/28/09 at the library. The other contest entries will be judged at the
Commission's regular meeting on 3/17/09. That meeting time will be changed to
6:00 pm to allow more time for judging. Dinner will also be served to the members.
Winning items may be displayed at the Commission's Project Green booth. Kathy
Luppy advised the members about a letter received from Lori Newman of the NRH
Parks Department asking whether the Green Teens group is eligible to enter the
media contest. Debbie York explained that if the Green Teens entry meets the
criteria it will be eligible. Kathy will advise Lori Newman of the decision.
7. Staff Resort
Debbie York read a thank you letter received from Mayor Trevino thanking the
Commission for volunteering at the Night of Holiday Magic. She also advised there
were 2 new Adopt-a-Spot volunteers for parts of Rufe Snow and Holiday Lane.
8. Adiournment
The meeting was adjourned by Kathy Luppy at 8:05pm.
