APPROVE MINUTES OF APRIL 24, 2007 CIP MEETING APPROVED Councilman Sapp moved to approve the minutes of the April 24, 2007 CIP Meeting. Councilman Whitson seconded the motion. Motion carrried. ITEM #2 2008 PREVENTIVE STREET MAINTENANCE PROGRAM APPROVED Mike Curtis, Public Works Director presented the 2008 Preventive Street Maintenance Program. Mr. Curtis started the presentation by explaining that there are two parts to the presentation this year. After presenting the 2008 Preventive Street Maintenance, he will give an overview of Preventive Street Maintenance for concrete streets. Mr. Curtis presented the life cycle of an asphalt street. He indicated that if a street is deemed good or fair it may be a slurry seal candidate. Streets rated poor are candidates for an overlay, and very poor streets generally need to be reconstructed. Mr. Curtis explained that the cost to re-surface an asphalt street depends on the condition of the street, but the biggest challenge facing the City is inflation. Mr. Curtis stated that this year the 2008 Preventive Street Maintenance Program included two possible options for the Committee. The City Wide Program, which is a list of streets selected based on their Overall Condition Rating and being "scattered" throughout the City. The other option is the Neighborhood Initiative Program, where the focus would be on streets within neighborhoods. Mr. Curtis explained that regardless of which program is selected, there will still be the same number of streets overlaid (13), slurry sealed (14) and crack sealed (29). Mayor Trevino indicated that he believes the Neighborhood Initiative Program would have a more positive impact on neighborhoods. By concentrating on specific neighborhoods, it may encourage residents within the neighborhood to provide improvements such as landscaping, home improvement, etc. Councilman Sapp stated that he agreed. He also said that by improving several streets within a neighborhood that it may minimize or eliminate complaints about why certain streets are being selected. Mayor Trevino would also like to see all 2008 Preventive Maintenance on one map to realize the full impact of the Program on the neighborhood(s). Mr. Curtis agreed stating that when the Program is presented at the Council meeting on July 28, 2008, staff will have one map showing the overlay streets, slurry seal streets and the streets that are part of the Bond Program. Councilman Whitson believes that the Neighborhood Initiative Program should be chosen for the 2008 Preventive Street Maintenance Program, although he does not want to leave anyone out who has been needing to have their street re-surfaced. Mr. Curtis stated that he does not believe that anyone will be left out. Mayor Trevino stated that he would be surprised not to see a positive impact on the resident questionnaire that the City has been conducting. Mr. Curtis stated that the cost for the Program is $800,000. Mr. Curtis presented the Overall Condition Rating as 81.7%. Councilman Sapp moved to approve the 2008 Preventive Street Maintenance Program (Neighborhood Initiative Program) as presented. Councilman Whitson seconded the motion. Motion carrried. Staff will present the 2008 Preventive Street Maintenance Program (Neighborhood Initiative Program) to the City Council for approval at the July 28, 2008 City Council Meeting. Mr. Curtis began the second part of the presentation, discussing a possible Concrete Street Maintenance Program. The life cycle of a concrete is preservation, restoration, major rehabilitation and reconstruction. Preservation consists of sealing pavement cracks and re-sealing the joints. The down-side of sealing the cracks is the material put into the cracks is a different color and residents may complain. Next year staff may have portions of Mid-Cities on the Concrete Street Maintenance Program. Mr. Curtis stated that gray silicon is quite higher in cost and that may be able to be used at specific locations where aesthetics is important and asphalt may be used on streets where the color of the sealant is not as critical. The first step in preserving concrete streets is to seal the joints and cracks. The second step is Pavement Restoration, which may need to be done if there is settlement due to curb cutting or standing water. There are different methods to restore concrete pavement such as: Dowel Bar -The repair/replacement of the rebar to transfer the load properly. Full-Depth Patching -The sub-grade can be done in-house and the concrete patched by a concrete contractor. Portland concrete would be used. Slab Stabilizing and Leveling -Which entails drilling holes and pumping a polymer into the failure. This is not very expensive and it may be beneficial to use this when having to close a major thoroughfare. Mr. Curtis stated that as of this time, Public Works is preserving and restoring concrete streets and are not aware of any streets that need major rehabilitation. Mayor Trevino stated that if we can take care of the cracks, the streets should hold up. Mr. Curtis explained the final step is reconstruction and that as concrete streets start needing more attention, we will incorporate them into our Preventive Street Maintenance Program. Councilman Whitson commented that going to a 6" depth will help in keeping concrete streets in good shape and that it is important to stay on top of concrete streets to avoid deterioration. He also stated that Public Works is doing a good job and this will show the citizens that concrete streets are being monitored. CIP Committee Chairman, Councilman Welch, adjourned the meeting at 5:22 PM. CITY OF NORTH RICHLAND HILLS Department: Public Works Department Meeting Date: 7/28/09 Subject: 2009 Preventive Street Maintenance Program Case/Item Number: 2 The Public Works Department has developed a recommendation for the 2009 Preventive Street Maintenance Program. The recommended program consists of an asphalt overlay on 12 streets, a slurry seal on 21 streets, and crack sealing 18 streets. Attached you will find a listing of the streets being proposed for this year's program. Because of the success of targeting and concentrating the program in specific neighborhoods as was the case last year, this year's program for selecting streets will be similar. This year's program will focus on two neighborhoods. One of the neighborhoods is in the southern portion of the city which was also emphasized last year. Staff is recommending this neighborhood again since we are getting very close to completing the majority of the poorly conditioned streets in this area. The southern portion of the City also has a larger concentration of older streets that are poorly rated and are in need of an asphalt overlay or slurry seal. A total of six streets will be overlaid and thirteen streets will be slurry sealed in this neighborhood. A neighborhood in the northern portion of the City is the second area being recommended for this year's program. This neighborhood is north of Hightower Drive and bound by Douglas Lane to the east, Rufe Snow Drive to the west and Bursey Road to the north. Two streets will be overlaid and three streets will be slurry sealed in this area. In addition to these two areas there are 2 streets being recommended for an overlay in the neighborhood off of Martin Road and Crane Road. The remaining seven streets are not part of a specific neighborhood program. The remaining streets were selected by staff based upon their poor condition and previous concerns from residents and motorists who live on the streets. Two of the streets will receive an asphalt overlay and five will be slurry sealed. Attached are tables identifying the specific streets being recommended fora 2" Overlay, a Slurry Seal, and a Crack Seal. There are also two maps indicating the location of the streets being recommended for an Overlay and Slurry Seal.
