ZONING CASE ZC 2009-01
AN ORDINANCE AMENDING THE COMPREHENSIVE PLAN AND THE
COMPREHENSIVE ZONING ORDINANCE OF THE CITY OF NORTH
RICHLAND HILLS; AMENDING THE ZONING MAP OF THE CITY OF
NORTH RICHLAND HILLS, TEXAS, AND REZONING A 1.961 ACRE
TRACT OF PROPERTY FROM AG (AGRICULTURAL) TO R-1-S
(SPECIAL SINGLE FAMILY RESIDENTIAL) ZONING; ESTABLISHING
A PENALTY; PROVIDING FOR PUBLICATION; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, notice of a hearing before the Planning and Zoning Commission was sent
to real property owners within 200 feet of the property herein described at
least 10 days before such hearing; and,
WHEREAS, notice of a public hearing before the City Council was published in a
newspaper of general circulation in the City at least 15 days before such
hearing; and,
WHEREAS, public hearings to zone the property herein described were held before
both the Planning and Zoning Commission and the City Council, and the
Planning and Zoning Commission has heretofore made a
recommendation concerning the zone change; and,
WHEREAS, the City Council is of the opinion that the zone change herein effectuated
furthers the purpose of zoning as set forth in the Comprehensive Zoning
Ordinance and is in the best interest of the citizens of the City of North
Richland Hills; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND
HILLS, TEXAS:
Section 1: THAT the Comprehensive Plan, the Comprehensive Zoning Ordinance
and the zoning map of the City of North Richland Hills are hereby
amended by rezoning a 1.961 acre tract of land located in the City of
North Richland Hills, Tarrant County, Texas, more particularly described in
the legal description attached hereto as Exhibit A from AG (Agricultural) to
R-1-S (Special Single Family Residential) zoning.
Section 2: Any person, firm or corporation violating any provision of the
Comprehensive Zoning Ordinance as amended hereby shall be deemed
guilty of a misdemeanor and upon final conviction thereof fined in an
amount not to exceed Two Thousand Dollars ($2,000.00). Each day any
such violation shall be allowed to continue shall constitute a separate
violation and punishable hereunder.

Section 3: The City Secretary is hereby authorized and directed to cause the
publication of the descriptive caption and penalty clauses of this ordinance
as an alternative method of publication provided by law.
Section 4: This ordinance shall be in full force and effect immediately after passage.
AND IT IS SO ORDAINED.

WHEREAS Richard Wooldridge and Silvia Wooldridge are the owners of a tract of land situated in the John Condra
Survey, Abstract Number 311 in the City of North Richland Hills, Tarrant County, Texas, as evidenced by the deed
recorded in Document Number D203232229 of the Official Public Records of Tarrant County, Texas, said tract
being more particularly described as follows:
BEGINNING at a found 518 inch rebaz at the southeast corner of Lot 7, Block 2 of Northridge Meadows, Phase II
according to the plat recorded in Cabinet A, Slide 9516 of the Plat Records of Tarrant County, Texas,
THENCE SOUTH 00 degrees 24 minutes 22 seconds WEST, a distance of 458.59 feet to a found I/2 inch rebaz
located at the northeast comer of a parcel of land described in the deed to the City of North Richland Hills recorded
in Volume 9024, Page 1648 of the Dccd Records of Tarrant County, Texas;
THENCE NORTH 89 degrees 35 minutes 3 8 seconds WEST, along the North line of said parcel of land described in
the deed to the City of North Richland Hills, a distance of 1$G23 feet to a found 1/2 inch rebar for the northwest
comer of said Righi-of--Way deed to the City of North Richland Hills, also being in the East line of a parcel of land
recorded in deed to James A. Bellomy and wife, Sheryl Bellomy recorded in Volume 6088, Page 86 of the Dccd
Records of Tarrant County, Texas;
THENCE NORTH 00 degrees 24 minutes 22 seconds EAST, along the East line of a said pazcel of land recorded in
deed to James A. Bellomy and wife, Sheryl Bellomy, a distance of 458.59 feet to a set 1/2 inch capped rebar stamped
"JPH LAND SURVEYING", in the South line of Lot 8R, Block 2 Northridge Meadows, Phase II, according to the
plat recorded in Cabinet A, Slide 1 i 391 of the Plat Records of Tarrant County, Texas from which a found 1/2 inch
capped rebar stamped "BEASLEY RPLS 4050" for the southwest comer of Lot 9R, Block 2 of said Northridge
Meadows, Phase lI recorded in Cabinet A, Slide 11391 of the Plet Records of Tarrant County, Texas bears NORTH
$9 degrees 35 minutes 38 seconds WEST, a distance of 111.76 feet;
TRENCH SOUTH 89 degrees 35 minutes 38 seconds EAST, along the said South line of said Lot 8R, Block 2
Northridge Meadows, Phase II, passing at 46.62 feet a found 1/2 inch rebar at the southeast comer of said Lot 8R,
and continuing along the South line of said Lat 7, for a total distance of 186.23 feet to the POINT OF BEGINNING,
