HomeMy WebLinkAboutCCPD 2009-08-07 MinutesMINUTES OF THE NORTH RICHLAND HILLS CRIME CONTROL AND PREVENTION DISTRICT BOARD WORK SESSION HELD AT THE AMERICAN AIRLINES TRAINING AND CONFERENCE CENTER, 4501 HIGHWAY 360 SOUTH, FORT WORTH, TEXAS -AUGUST 7-8, 2009 Mayor Trevino announced on August 7, 2009 at 8:30 a.m. that the Crime Control and Prevention District Board would meet in conjunction with the City Council Budget Work Session and jointly called to order the Crime Control and Prevention District Board Budget Work Session and the City Council Budget Work Session. Mayor Trevino convened the Crime Control and Prevention District Board Budget Work Session at 12:45 p.m. on August 7, 2009. MEMBERS PRESENT: Oscar Trevino Scott Turnage John H. Cunningham Karen Bostic Jimmy Perdue Mike Curtis Vickie Loftice Patricia Hutson Larry Koonce Mark Mills Chief Operating Officer/City Manager Assistant City Manager Assistant City Manager Managing Director Managing Director Secretary Treasurer Director of Budget Others Present: Elizabeth Reining Patrick Hillis Mary Peters Jennipher Castellanos Shirley Hoover Assistant to City Manager Director of Human Resources Public Information Officer Budget Analyst Financial Analyst Mr. Larry Koonce reviewed the sales tax revenues of the District since inception and summarized the District's financial history, programs and accomplishments since inception. The proposed budget includes the continuation of Alliance for Children and the Special Investigations Unit. Expenditures of $4.45 million include CCD personnel costs, direct costs to the General Fund, and costs for supplies, maintenance and sundry. Included in the proposed budget is a proposal to apply sales tax to both electric utility and gas utility consumption in the District. A law passed during the 2009 legislative session gives the option for Crime Districts to begin collecting this tax. The Board was advised that all goals and objectives as set out in the original CCD proposal and renewal referendum have been met and are being maintained. Mr. Koonce discussed with the Board the Transition Fund and the Contingency Plan. The Board discussed their desire to begin planning for the 2011 referendum for the reauthorization of the District and requested Staff to gather information on the timeline and the regulations to begin planning for reauthorization. The Board concurred with information presented by Staff and the Crime Control District Fund as proposed and submitted by Staff.
