CALL TO ORDER Vice-C hair Marty Kusmierski called the meeting to order June 1, 2009 at 6:02 p.m. 2. CITIZEN COMMENTS There were no citizen comments. 3. APPROVAL OF THE MINUTES OF THE APRIL 6, 2009 MEETING APPROVED MR. C~NE MOVED TO APPROVE THE MINUTES OF THE APRIL 6, 2009 PARK AND RECREATION BOARq MEETING. MR. GREENE SECONDED THE MOTION. MOTIOC! TO APPROVE CARRIED 4-O. Page 1 of 4 ~'' 4-a. DIRECTOR'S REPORT Ms. Vi ~kie Loftice, Managing Director of Community Services presented the report. Updat on the Recreation Center Location -The location for the new Recreation Center was identi d. The 10 acre site is adjacent to the new Library. TCC will also be building a perfor ing arts center next to the Library as well. Recre~ tion Center Public Input Meetings & Focus Groups -The public input and focus group meeti~gs are wrapping up. The Architect will be compiling all the comments and information receiv~;d and will bring several plans of the new facility back to the Board for consideration. Staff ~n~ill also explore the possibility of including senior center services at the new Recreation Centel . Requ t from the Mason's for a Cornerstone in the Recreation Center -The Mason's have reque ted putting a cornerstone in the new Recreation Center. The Mason's also made this reque t for the new Library, but the Library Board declined the request due to religious conno ation. Staff will do more research before making a recommendation. Astronaut Training Center Update -The opening of the Astronaut Training Center will be on June 2~2, 2009. Vickie thanked Sharon Davis for moving the project along. Exhibits include a 40 x 2 ~ foot theater with multiple stations. The Astronaut Training Center has backing from NASA for some of their displays. Beach: side Bay Ribbon Cutting -The ribbon cutting for Beachside Bay will be held on June 9, 2009 at 6:00 p.m. Vickie thanked Bill Thornton and Joe Pack for managing the project well. Cost Caving Measures Implemented as a Response to the Economy -Due to the current economy, the City has implemented several cost saving measures including a budget contingency plan that had already been established. There is also a hiring freeze for all full- time staff. Parks and Recreation has three positions open and we may or may not be able to fill those until next fiscal year. 4-b. ASSISTANT DIRECTOR'S REPORT ON LISTED ITEMS CURRENT PROGRAMS AND SERVICES Ms. Sharon Davis, Assistant Director of Parks and Recreation presented the report. Richland Tennis Center held their annual NRH Adult Open May 8 - 10 with 237 participants. This is twenty-seven more entries than last year. The tennis courts at Richland Tennis Center are being resurfaced. The colors chosen are "US Olen Blue" and "Florida Green". Studies have found that the visibility of the tennis ball is much t etter with a blue court. The project is scheduled to be complete on June 13. Richland Tennis Center held a free tennis clinic for kids ages 6 - 18 on Saturday, May 30 with 100 kids in attendance. Page 2 of 4 ~, -.,~ Tipps Canine Hollow Park Pals held their 2"d annual Fido Fest on May 2. There were appro Kimately 150 in attendance for the event which had 15 vendors. The astronaut Training Center was scheduled to open on June 15, but have pushed that back 1o June 22. ICI A "7 Gn 7" football tournament was held on April 11 at North Richland Middle School. There were ' 0 teams and approximately 200 people in attendance. The B ~rsey Road Senior Center held their annual Garage Sale on May 15 & 16. The Cyan Echols Senior Center held a Spring Senior Prom on May 13 with 146 seniors enjoyii ~g dancing, refreshments and socializing. The Gary Lee Band provided entertainment. The Dan Echols Senior Center annual Garage sale will be held on June 12 from 8:00 a.m. to 3:00 p . m. 4-c. ASSISTANT DIRECTOR'S REPORT ON LISTED ITEMS PARKS CAPITAL PROJECTS Mr. Bil I Thornton presented the report and showed a video clip of the capital projects. Highlic hts included Beachside Bay which is scheduled for its ribbon cutting on June 9. The new a raction has a sandy beach and because of this uses a special filtration system called the D~ender. Playgr-~und shade structures have been completed at Dick Faram Park and will be complete at Wal cer's Creek Park in the near future. Staff and the Board have received good comments about :he shade structures. Staff will include a shade structure project each year in the CIP Budge: to add shade at various parks. The to ~nis courts at Richland Tennis Center are being resurfaced. The stairs leading to the roof of the restroom/concession building have been replaced at Cross Timbers Park. 4-d. AQUATIC PARK MANAGER'S REPORT ON LISTED ITEMS Mr. Ch pis Swartz presented the report. Beach~~ide Bay is up and running and has an actual sand beach which uses a special filtratio system, the Neptune Benson Defender System. L_ _., . i r""1 s Ms. Tr acye Tipps presented at 6:48 p.m. NRH2~) has had some challenges with weather and rain, but is actually starting to see some good attendance numbers. During the off season, NRH2O replaced all their drain covers to comply with the Virginia Graen ~e Baker Spa and Pool Safety Act (VGB). The VGB Act was established after the grandc laughter of former Secretary of State James Baker tragically died while in a spa at a family Friend's house after becoming lodged against a suction inlet. Under this federal law, all public pools and spas must have compliant drain covers installed for all fully submerged grates The law went into effect on December 19, 2008. NRH2O is fully compliant and has not had airy incidents remotely resembling an entrapment of this type of situation in the park's prior 14 seasons. As a r suit of last year's experiences with Cryptosporidium and in conjunction with NRH2O's comm ment to safety, the park installed an Ultraviolet (UV) System for all filtration systems at the pa .The UV system uses illumination to disrupt cryptosporidium's DNA which disables its abi ity to replicate inside of a human being. Although nothing is completely effective in remov ng cryptosporidium directly from recreational water at the pool level, the use of UV systen is greatly improves the park's ability to lessen the potential for guest exposure. 5. INFORMATIONAL ITEMS Mr. Miler asked about the Youth Programs Standards of Care Ordinance. Staff responded that Ci ~ Council approved and adopted the Ordinance. Ms. D~ivis announced that July is National Recreation and Parks Month. A Proclamation will be presented at the June 22 City Council Meeting. 6.
