HomeMy WebLinkAboutResolution 2009-037RESOLUTION NO. 2009-037 SUPPORTING THE TEXAS HIGH SPEED RAIL AND TRANSPORTATION CORPORATION'S EFFORTS TO IMPROVE CONNECTIVITY IN THE STATE OF TEXAS THROUGH THE DEVELOPMENT OF HIGH-SPEED INTERCITY PASSENGER RAIL AT DALLAS/FORT WORTH INTERNATIONAL AIRPORT WHEREAS, the City of North Richland Hills actively participates as an owner and is represented on the Board of Directors of Texas High Speed Rail and Transportation Corporation (THSRTC); and WHEREAS, the City of North Richland Hills' continued growth, economic development efforts and congestion mitigation objectives would be enhanced by the timely and successful development of high-speed intercity passenger rail in North Texas; and WHEREAS, the City of North Richland Hills appreciates the value of regional cooperation and collaboration in delivering critical services and transportation solutions to the residents of North Texas; and WHEREAS, over 7,500,000 people live and work within a 50-mile radius of Dallas/Fort Worth International Airport due to the quality of life made possible by a low cost, high quality of living and growing employment opportunities, recreational activities and business opportunities; and WHEREAS, high-speed intercity passenger rail is defined as passenger rail capable of operating at speeds in excess of 185 miles per hour; and WHEREAS, Dallas/Fort Worth International Airport is the regional international airport for the Dallas-Fort Worth region and the third busiest airport in the world; and WHEREAS, the planned North Texas regional rail network would benefit from the development of high-speed intercity/interstate passenger rail through increased ridership and greater connectivity to locations outside of the Fort Worth/Dallas area; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS: Section 1: THAT North Texas should be connected to the state's major metropolitan areas via a safe, economical and efficient high-speed intercity passenger rail and multi-modal transportation corridor; and Resolution No. 2009-037 Page 1 of 2 THAT North Texans should be served by a high-speed intercity passenger rail station between Terminals A and B at Dallas/Fort Worth International Airport property, thereby providing seamless intermodal connectivity not only to the airlines served by the Airport but also seamlessly serving the regional commuter rail system; and THAT Dallas/Fort Worth International Airport be encouraged to support the development of high-speed intercity passenger rail into Terminal Area between Terminals A and B and to become actively involved as a dues- paying member of the THSRTC Board of Directors; and THAT, the Regional Transportation Council should likewise formally endorse and fully support the timely and successful development of the Texas T-Bone High Speed Rail Corridor and become a THSRTC Cooperating Agency. THAT this resolution be adopted and circulated to the Texas Congressional Delegation, the Governor of Texas, members of the Texas Legislature, the Texas Transportation Commission, the Texas Department of Transportation, Cities, Counties, Chambers of Commerce, Economic Development Corporations and Metropolitan Planning Organizations along the federally designated South Central and Gulf Coast High-Speed Rail Corridors, and to the media and others, and is accordingly so ordered.
