CALL TO ORDER The meeting was called to order by Chairman Randy Shiflet at 6:37 p.m. 2. CONSIDERATION OF THE MINUTES FROM THE JANUARY 7, 2010 MEETING APPROVED Bill Schopper motioned to approve the minutes of January 7, 2010, seconded by Steven Cooper. The motion was approved (6-0). 4. Consideration and/or Action Regarding Approval of the Land Use Assumptions to be Used for Updating the Impact Fee Program Greg Van Nieuwenhuize, Assistant Director of Public Works introduced Jessica Brown, P.E. with Freese and Nichols, Inc. who provided the presentation. Cullen Page 1 01/21/10 Capital Improvement Advisory Committee Carlson, Freese and Nichols and Keith Reed, Reed Municipal Services were also present at the meeting. Jessica Brown gave a power point presentation which discussed Land Use Assumptions including historical growth, residential growth and non-residential growth. APPROVED Mike Benton motioned to approve the Land Use Assumptions as presented, seconded by Don Bowen. The motion was approved (6-0). 5. Consideration and/or Action Regarding Approval of the Water and Wastewater Impact Fee Capital Improvement Plans Jessica Brown continued the presentation regarding the Impact Fee Program which included water demand projections, wastewater flow, model development, hydraulic modeling and analysis, water and wastewater impact fee CIP's. Steven Cooper asked what are the projections based on. There was a general discussion regarding trends and daily demands which are used to determine the projections. Steven Cooper asked if the 820 widening would have an affect on the water and wastewater projects? Greg VanNeiuwenhuize answered yes it would, but these projects are not impact fee related. There was a general discussion regarding upcoming construction and how it would affect the impact fees. Chairman Shiflet began a general discussion on how many water meter applications the City is receiving which are just for irrigation systems compared to water meter applications for domestic use in order to plan for the future based on historical data. APPROVED Steven Cooper motioned to approve the Water and Wastewater Impact Fee Improvement Plans as presented, seconded by Mark Haynes. The motion was approved (6-0). 6. Impact Fee Calculations Page 2 01/21/10 Capital Improvement Advisory Committee Jessica Brown gave a power point presentation on how the Impact Fees are calculated, potential impact fees for North Richland Hills and how such potential impact fees would compare with other cities. Keith Reed indicated that the City's audit was fairly close to completion and upon its completion, the numbers yielded from this audit would have an affect on the potential impact fees that the City would charge. Greg VanNeiuwenhuize said on Monday, January 25, 2010 the City Council will meet and on of the items on their agenda is to set the Public Hearing for March 8, 2010 to adopt the Land Use Assumptions, the Capital Improvement Plans for Water and Wastewater and Impact Fee Rate. This date will give Council time to review these items since the current program will end at the end of March. We are required by state law to advertise at least 30 days prior to the hearing date on March 8, 2010. 7.
