CALL TO ORDER On the 11th day of January, 2010 at 5:30 p.m. the North Richland Hills Crime Control and Prevention District convened in the Pre-Council Council Chambers at the North Richland Hills City Hall, 7301 Northeast Loop 820, North Richland Hills, Texas with the following members present: Oscar Trevino John Lewis Ken Sapp Tom Lombard Tim Barth David Whitson Scott Turnage Timothy J. APPROVAL OF MINUTES OF AUGUST 24, 2009 MEETING ~PPRC)VFII Board Member Turnage moved, seconded by Board Member Sapp, to approve the minutes of the August 24, 2009 meeting. Motion prevailed by the following vote: Aye: 8 votes No: 0 votes 3. CCD 2010-01 PUBLIC HEARING ON IMPOSITION OF CRIME CONTROL & PREVENTION DISTRICT SALES TAX ON RESIDENTIAL GAS AND ELECTRIC USE - RESOLUTION NO. 2010-A APPROVED President Trevino opened the public hearing on the imposition of the sales tax on residential gas and electricity. Ms. Karen Bostic, Assistant City Manager, presented the item. This item was previously discussed with the Crime District Board of Directors at the August 7 Budget Work Session and a public hearing was held on August 24, 2009. At that time the belief was that the public hearing could be held with an effective date of January 1, 2010. Since August the State Comptroller sent out information advising that all actions necessary to implement the sales tax must occur after January 1, 2010. To impose the tax, the Crime Control & Prevention District Board of Directors is required to hold a public hearing, adopt a resolution approving the imposition of the tax, send a copy of the resolution to the Comptroller, send a copy of the resolution and the district's boundaries to each gas and electric company located within the CCD and to publish notice of the resolution. The resolution will become effective on July 1. The Board was advised that if someone has an electric consumption that equates to a $150 electric bill, the additional sales tax will only equate to about 75 cents. President Trevino called for public comments on the imposition of the sales tax on residential gas and electricity. There was no one present wishing to comment. Board Member Sapp commented on an article in the Star Telegram and that he felt it was important to clarify that that the financial impact on an individual basis is relatively small, but the assistance of the CCD to the support of the Police Department makes it a worthwhile venture. Board Member Lombard moved, seconded by Board Member Sapp, to approve Resolution No. 2010-A. President Trevino advised that he had received two emails from citizens who were opposed to any additional taxes and that a response would be sent to the citizens. Motion prevailed by the following vote: Aye: 8 votes No: 0 votes President Trevino closed the public hearing.
