The meeting was called to order by Chairman Randy Shiflet at 6:30 p.m.

CONSIDERATION OF THE MINUTES FROM THE NOVEMBER 5, 2009
MEETING
APPROVED
Steven Cooper motioned to approve the minutes of November 5, 2009
seconded by Don Bowen. The motion was approved (6-0).

Report to Capital Improvement Advisory Committee - "Impact Fees,
Land Use Assumptions, and Water /Wastewater Capital Improvement
Plans"
Greg Van Nieuwenhuize, Assistant Director of Public Works, reminded the CIAC
that at the last CIAC meeting we discussed updating the impact fee program.
The City Council had previously hired the firm of Freese and Nichols to evaluate

the impact fee program, which includes the land use assumptions, population
projections, capital improvement plans for water and sanitary sewer.
The main purpose of the meeting tonight is to look at the Land Use Assumptions
which are the basis for projecting population growth and ultimately the necessary
public infrastructure that will be needed to serve such growth. This will also
determine what we will be able to charge for impact fees.
Jessica Brown with Freese and Nichols came forward with a PowerPoint
presentation. She stated tonight is for information only; no action will be taken at
this meeting.
The agenda presented is as follows:
• Impact Fee Basics
• Land Use Assumptions
• Water System Impact Fee CIP
• Wastewater System Impact Fee CIP
• Action Items
After the presentation, Ms. Brown said the next CIAC would be January 21, 2010
where the Impact Fee Calculations and potential fees would be discussed. The
Public Hearing is scheduled to be at the City Council Meeting on March 8, 2010
where the LUA, CIP and Impact Fees will be presented at that meeting.
Greg Van Neiuwenhuize stated that it is important for the CIAC to review the
Land Use Assumptions, Population Projections and potential Capital
Improvement Plans and call or email asap if anything does not look correct.
