and Prevention District convened in the Pre-Council Council Chambers at the North Richland

APPROVAL OF MINUTES OF JANUARY 11, 2010 MEETING

Board Member Lombard moved, seconded by Board Member Sapp, to approve the minutes of
the January 11, 2010 meeting.

CCD 2010-02 ORDERING REFERENDUM ELECTION FOR
CONTINUATION OF CRIME CONTROL & PREVENTION DISTRICT -
CCD RESOLUTION N0.2010-B
APPROVED
Ms. Patricia Hutson, Secretary, advised the Board that the District will dissolve on July 1, 2011
unless it is reauthorized by the voters. The Board previously directed Staff to proceed with a
reauthorization election on May 8, 2010. The proposed resolution orders a referendum
election for May 8, 2010 for the voters to vote on the reauthorization of the District and the
CCD sales tax for 20 years. The election will be held jointly with the City's General Election of
Officials and other cities and school districts holding an election on May 8. The City will enter
into a contract with the Tarrant County Elections Administrator to administer the joint election.
Voters in North Richland Hills will vote early at the Tarrant County Elections Center located at
2700 Premier, Fort Worth, the North Richland Hills Recreation Center, 6720 Northeast Loop
820 and other branch early voting locations throughout Tarrant County to be established by the
Tarrant County Elections Administrator. Because Senate Bill 1970 requires the election order
and notice to state each early voting location, the Board will be requested to approve an
amended resolution after Tarrant County has finalized all early voting locations that lists all
early voting locations throughout the County.
Board Member Barth moved, seconded by Board Member Lewis, to approve Resolution No.
2010-B, ordering a referendum election for May 8, 2010.

Voting Locations for May 8, 2010 Election -Resolution No. 2010-C
The passage of SB 1970 during the last legislative session required that election orders
and notices list each early voting location. At the time the Crime Control District Board
approved Resolution No. 2010-B ordering the election, the early voting locations to be
used throughout Tarrant County for the joint elections were tentative. The locations could
not be finalized by Tarrant County until after the March filing deadline to allow those
entities with unopposed candidates the opportunity to cancel their elections. Tarrant
County has now finalized the list of early voting locations. Resolution No. 2010-C amends
the resolution ordering the election by listing all early voting locations to be used
throughout Tarrant County for the May 8, 2010 joint election.

RESOLUTION NO. 2010-C
WHEREAS, the North Richland Hills Crime Control and Prevention District ordered
the submission to the voters of the city a referendum on extending the
Crime Control and Prevention District and the Crime Control and
Prevention District sales tax for an additional ten years, which election
was held May 5, 2001, and such measure was duly approved by a
majority of the persons voting at such election; and,
WHEREAS, the Board of Directors of the North Richland Hills Crime Control and
Prevention District has heretofore by passage of Resolution 2010-B
called such election, but at the time the early voting locations had not
been finally established by Tarrant County and such locations have
now been established; NOW, THEREFORE,
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE NORTH RICHLAND
HILLS CRIME CONTROL AND PREVENTION DISTRICT:
Section 1: THAT Section 5 of Resolution 2010-B is hereby amended to read as
follows:
"Section 5: Early voting will be held jointly with other Tarrant County public entities at
the dates, times and locations established by Tarrant County as set forth on
Exhibit A hereto."
AND IT IS SO RESOLVED.
