CALL TO ORDER Chairwoman Kusmierski called the meeting to order February 1, 2010 at 6:00 p.m. 2. APPROVAL OF THE MINUTES OF THE DECEMBER 7, 2009 MEETING APPROVED MR. GREENE MOVED TO APPROVE THE MINUTES OF THE DECEMBER 7, 2009 PARK AND RECREATION BOARD MEETING. MR. MCELROY SECONDED THE MOTION. MOTION TO APPROVE CARRIED 7 -0. 3. CITIZEN COMMENTS None Park and Recreation Board Minutes February 1, 2010 Page 1 of 4 4. INFORMATION ON THE 2010 CENSUS Ms. Sharon Davis, Assistant Director of Parks and Recreation, provided information on the upcoming Census. The Census will be mailed in March with April 1 St as Census Day. She encouraged everyone to be aware of the Census and help encourage others to complete their forms and return them. 5a. PRESENTATION OF YOUTH ASSOCIATION'S ANNUAL REPORTS The Parks and Recreation Department provides athletic facilities for three youth sports associations. Each year the youth associations are required to make a presentation to the Park and Recreation Board outlining the programs and services they provide and the status of their association. The following youth associations made their presentations at the February 1, 2010 meeting: Rick Miller — Birdville Area Youth Futbol Alliance Orlando Ochoa - North Richland Girls Softball League Lonnie McKay - Richland Youth Association 6a. DIRECTOR'S REPORT Ms. Vickie Loftice, Managing Director of Community Services, presented an update on the following items: The new Recreation Center is moving forward. Mr. Bill Thornton presented information that was recently shared with the City's Department Heads. Information included: milestones to -date, design progress, geotechnical work, the use of sustainable material and future facility development meetings. Ms. Tina Earle, Marketing /Special Projects Coordinator, presented a PowerPoint Presentation on the Department's Annual Report for Fiscal Year 2009. The Annual Report will be available soon on the City's website. Ms. Tina Earle presented information on the kick off event of the Mayor's Health & Fitness Initiative; the "Mayor's Fun Walk" will be held on Saturday, April 10 at Walker's Creek Park. There is also an invitation to the community to join Team NRH in the Race for the Cure to be held on Saturday, April 24 in downtown Fort Worth. Ms. Loftice also noted that the Social Transportation for Seniors Program is continually looking for volunteer drivers as well as other funding opportunities. Page 2 of 4 6b. ASSISTANT DIRECTOR'S REPORT ON LISTED ITEMS CURRENT PROGRAMS AND SERVICES Ms. Sharon Davis updated the Park and Recreation Board on the following: The 2010 Sounds of Spring website, www.soundsnrh.com, is officially live. The concerts kick off with the University of North Texas' famous One o'Clock Lab Band. Other performances include: Me and My Monkey, The Les Elgart Orchestra and Django Walker. This year's concert series will end with a three minute fireworks show donated by Illumination Fireworks. The 19 Annual Daddy Daughter Valentine Dance is scheduled for Saturday, February 6. The dance will be held at the BISD FAAC and is sponsored by Wal -Mart, Sam's Club, Chick- fil -A, Dr Pepper and Sir Speedy. Ms. Davis also handed out brochures for the Artsploration Exploration classes and camps offered this summer. 6c. ASSISTANT DIRECTOR'S REPORT ON LISTED ITEMS PARKS CAPITAL PROJECTS & INPUT FOR 2010/11 CIP PROJECTS Mr. Bill Thornton distributed the current fiscal year Capital Projects Budget Summary highlighting continuing projects and new projects within the CIP Budget. Currently, available funding has not been determined for CIP projects, but staff would like input regarding any potential projects that the Park and Recreation Board would like to consider. Some of the top priorities already identified are: the Recreation Center, Skateboard Park, Shade Structures and Educational /Interpretative Signage. Mike Filis suggested a Skateboard park such as the one in Azle. Other potential future projects include the annual tree planting, park infrastructure improvements, redevelopment of Northfield Park, gateways to trails, and updated park signage. Staff noted that these projects would need to be spread out over time. Mr. Filis commented about the Cottonbelt Trail which has an area (near Smithfield Rd & the lumber yard) that is washed out and muddy and sustained damage from a tree trimming truck. Staff is aware of the damage and is working with the company to have the trail repaired. Mr. Miller asked about the redevelopment of Northfield Park. Ms. Loftice commented that before we can redevelop Northfield Park, we need to complete the four adult fields at Walker's Creek Park in order to relocate the Adult softball program, which would then free up Northfield for a complete redevelopment. Pending available funding, staff may be able to begin design of the Walker's Creek Park expansion this fiscal year. Park and Recreation Board Minutes February 1, 2010 Page 3 of 4 Ms. Loftice asked the Board to think about any projects that they would like to be considered and forward those suggestions to staff. Staff is also in the process of acquiring the final necessary easements for the Little Bear Creek Trail. 7. INFORMATIONAL ITEMS 8. ADJOURNMENT Chairwoman Kusmierski adjourned the meeting at 8:40 p�m.
