CALL TO ORDER
On the 12th day of April, 2010 at 5:45 p.m. the North Richland Hills Crime
Control and Prevention District convened in the City Council Workroom at the North
Richland Hills City Hall, 7301 Northeast Loop 820, North Richland Hills, Texas with the

APPROVAL OF MINUTES OF FEBRUARY 8, 2010 MEETING
APPROVED
Board Member Sapp moved, seconded by Board Member Barth, to approve the
minutes of the February 8, 2010 meeting.

CCD 2010-03 AMENDING RESOLUTION NO. 2010-B TO ESTABLISH
EARLY VOTING LOCATIONS FOR MAY 8, 2010 ELECTION -
CCD RESOLUTION NO. 2010-C
APPROVED
Ms. Patricia Hutson, Secretary, recapped for the Board State law requires the election
order and notice to list all early voting locations. When the Board approved in February
the Resolution ordering the election, the early voting locations to be used throughout
Tarrant County for the joint election were tentative and could not be finalized until after
the March filing deadline to allow those entities with unopposed candidates the
opportunity to cancel their elections. The list has been finalized by Tarrant County and
Staff is recommending the Board approve Resolution No. 2010-C amending the
resolution ordering the election by listing all early voting locations to be used in the joint
election.
Board Member Welch moved, seconded by Board Member Lewis, to approve
Resolution No. 2010-C.
Motion prevailed by the following vote:

for Continuation of Crime Control & Prevention District -
Resolution No. 2010-D

Summary:
The Board of Directors is being asked to canvass the votes cast at the Referendum Election held May
8, 2010 by approving Resolution No. 2010-D accepting the results of the election.
General Description:
An election was held on May 8, 2010 for voters to vote on the reauthorization of the Crime Control
District and the Crime Control District sales tax for 20 years. The reauthorization was approved by 88
percent of the voters. The Election Code requires the Board of Directors to meet following the
election to canvass the votes. Tarrant County Elections provided on Election night the following
unofficial results:

Because there are some provisional votes that were cast and several outstanding overseas ballots,
the unofficial results are subject to change prior to the canvass. Provisional voting is part of the Help
America Vote Act of 2002 and is designed to allow persons who might not otherwise qualify to vote at
a polling place to cast a provisional ballot. Some of the reasons a voter may cast a provisional ballot
include a voter who asserts he is registered to vote but whose name does not appear on the voter
registration list, a voter who was unable to produce his voter registration certificate or another form of
voter identification, or a voter who is registered to vote but is attempting to vote at a precinct other
than the precinct in which the voter is registered. The Early Voting Ballot Board will determine, based
on State regulations, whether the provisional ballots can be accepted or rejected.
Those voters who were outside the United States and who received an overseas ballot must have
placed their ballot in the mail by Election Day and the ballot must be received by May 13 to be
counted by the Early Voting Ballot Board. By law, the Early Voting Ballot Board must reconvene on or
before May 14 to qualify and count the provisional ballots and late ballots that were submitted from
outside the United States. Once the Board has completed these two processes, the unofficial results
will be updated to reflect any changes. Should there be changes, the Board will be provided prior to
the canvass the revised unofficial results and a revised resolution.
Resolution No. 2010-D canvases the returns and declares the results of the Referendum election.
Recommendation:
To approve Resolution No. 2010-D.

RESOLUTION NO. 2010-D
NORTH RICHLAND HILLS CRIME CONTROL
AND PREVENTION DISTRICT
WHEREAS, a referendum was duly held on May 8, 2010 wherein the eligible voters
within the North Richland Hills Crime Control and Prevention District voted on the following
proposition:
"Whether the North Richland Hills Crime Control and Prevention District
should be continued for twenty years and the Crime Control and Prevention
District sales tax of one-half cent should be continued for twenty years";
and
WHEREAS, a canvass of the votes cast in such election showed the following
results:

"AGAINST" 140
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
NORTH RICHLAND HILLS CRIME CONTROL AND PREVENTION DISTRICT that:
1.
The above canvass be, and is hereby approved.
2.
It is ORDERED that the proposition did carry and the North Richland Hills Crime Control
and Prevention District is hereby continued for twenty years and the sales and use tax of one-
half cent shall be continued for twenty years.
PASSED AND APPROVED this 17t" day of May, 2010 by a vote of for and
against.
