DISCUSS RECREATION CENTER DESIGN DEVELOPMENT Ms. Vickie Loftice, Managing Director of Community Services, briefed the Park and Recreation Board on the design development to -date on the new Recreation Center. • Design is 75 — 80% complete. • Staff hopes to have a "fly through" available in late August or September to show the Park Board. • Ground breaking and construction are still on schedule for late October. • GreenScaping has moved out of the space where the Recreation Center will be located. • Staff is working with a Company to help strategically position the facility with naming and pricing. Mr. Bill Thornton, Assistant Director of Parks and Recreation, continued the presentation which is the same one shared with City Council at their June 14 meeting. Page 1 of 6 Staff has been working with Brinkley Sargent Architects in the design development phase for the new Recreation Center. Design development entails documentation of functional space and site infrastructure requirements and enables a cost evaluation ahead of final design. Areas focused on to -date are code studies — building, fire, energy, health, land; spatial coordination of systems using the BIM Method; establishing sustainable design goals and strategies to receive a LEED Certification level of "Silver ", food service requirements, constructability review and maintenance considerations and scoping of budget. Byrne Construction has been hired at the Construction Manager at Risk and has been involved during the design of the project to provide accurate pricing options and offer suggestions on construction materials and supplies as well as design practicality from a contractor point of view and experience. The Construction Manager at Risk will provide a Guaranteed Maximum Price before issuing bidding documents at the end of August. Applications have been submitted to the Development Review Committee for a zoning change request and site plan review. The zoning is requested to be changed from agricultural and industrial to institutional. Mr. Bill Thornton reviewed the current site plan and presented a spatial rendering of the overall plan. Site Amenities on the first floor will include the following: • Administrative Area • Aquatics • Child Care Room • Fitness Area • Gymnasium • Multi- purpose Room • Preschool Room • Reception Desk • Senior Component • Banquet Facility • Family Changing Rooms Site Amenities on the second floor will include the following: • Fitness Cardio Area • Two Fitness Studios • Running Track (10 laps equals 1 mile) • Roof Top Terrace Park and Recreation Board Work Session Minutes July 6, 2010 Page 2 of 6 Exterior of Recreation Center The sidewalk theme established near the Library is proposed to be carried forward along Hawk next to the Recreation Center. A portion of the Library parking lot will be repositioned to incorporate a walkway to the Recreation Center. The repositioning of some parking spaces will result in a net gain of available parking spaces. Currently, there is not an entrance on the south side of the facility — facing the Library, but the Consultant is exploring the option of adding one. A Special Use Permit has been submitted for building materials substitution of high quality architectural panels, replicating masonry. An outdoor common area, in between the Recreation Center and Library parking lot, will be able to accommodate up to 1,000 people. Questions regarding the exterior of the building: • Concerns of materials fading due to all the windows and sunlight exposure • Tornado Safety • Trail Connection • Could this facility have fit in 4 acres • Is Hawk wide enough to handle all the traffic Mr. Thornton advised that the glass windows will have a specific rating to prevent sun exposure within the building. The orientation of the building is also very specific to take full advantage of the Center's design and in meeting energy requirements. The Recreation Center will have procedures for a location within the building to send people during a tornado. The sidewalks circling the building will connect to the trail system. The Recreation Center's footprint is close to four acres by itself. Moving the facility to the 10 acre site gives us the ability to use the additional property to design the parking lot to meet the LEED certification criteria. A traffic impact analysis of Hawk has been completed, and the findings show that Hawk would support the traffic. Park and Recreation Board Work Session Minutes July 6, 2010 Page 3 of 6 , Banquet Facility The Banquet Facility is being designed to seat 300 people and can be subdivided into three individual spaces. A banquet/convention person will be hired to coordinate the Banquet space. The City has begun the process of applying to serve alcohol within the Banquet Facility. At this point, there are no indications that this will be a problem, but staff will need to work through all the details. Questions regarding the Banquet Facility: • Will anyone be able to use the Banquet Facility • Will the seniors have to walk through the Banquet Facility to get to the Recreation Center The Banquet Facility will be available to be rented out; you do not have to be a member of the Recreation Center to do so. Reservations will also be required to use any of the party rooms located near Aquatics. The Senior Center will have a separate entrance from the Recreation Center, but will be connected by "Main Street ". The Consultant is working on fine - tuning the entrance to Main Street from the Senior Center and Banquet Facility. Most of the Senior Center's activities are during the day so it is not anticipated that this will impact rentals of the Banquet Facility. It was suggested that staff look into obtaining wheelchairs or scooters to help seniors that are unable to walk from the Senior Center over to the Recreation Center. Aquatics Amenities in the Aquatic Area include the following: • Zero depth entry • Resistance Channel • Lap Channels • Slide • Climbing Wall • Jacuzzi Questions regarding the Aquatic Area include: • Will there be adult only time for the lap pool and spa area • Is there deck space or tables and chairs for seating in the aquatic area • Can someone swim laps at 5:00 a.m. • Will there be lifeguards on duty • Is there a sauna Park and Recreation Board Work Session Minutes July 6, 2010 Page 4 of 6 Specific programming details such as swim time for adults only, seniors, or swim lessons are still being worked out. Lifeguards will be on duty whenever the Aquatic area is open. Mr. Thornton advised that there will be some deck space for seating, but not a large amount. There is a party room just outside of the Aquatics area that can be used for seating when not in use, or reserved. There will also be some tables and chairs for seating located in the Main Street area. There is not a sauna in the aquatics area, but there is a Jacuzzi. Memberships The new Recreation Center will be shifting to more fitness driven focus and memberships. There will be a limited number of classrooms available compared to the current Recreation Center. There may be an opportunity to use the Banquet Facility or the Senior Center for classes, when they are not in use. Fees for joining the Recreation Center are still being considered, but according to the strategic plan and recovery model, they are anticipated to be approximately $290 per year for residents, with seniors receiving a discount to $220 per year. The Recreation Center's fees will be based on cost recovery of 75 %. Staff is also evaluating three month and annual memberships. A guest will not be required to have a membership to enter the Recreation Center, unless they are using one of the aquatic party rooms and those will need to be reserved. Some fitness classes would be included in the membership fee, but not all. Children's classes would be charged separately. Hours of the facility are proposed to be: Monday — Thursday 5:00 a.m. to 10:00 p.m. Friday 5:00 a.m. to 9:00 p.m. Saturday 7:00 a.m. to 7:00 p.m. Sunday 10:00 a.m. to 6:00 p.m. Staff is working on policies on extended hours for rentals. There is $150,000 budgeted for security cameras and $123,0000 for Audio Visual Equipment for the Recreation Center There will not be a snack bar in the Recreation Center, but water, juice and other items will be sold at the Reception desk. Park and Recreation Board Work Session Minutes July 6, 2010 Page 5 of 6 Main Street The Main Street area is the connection between the Banquet Facility, Senior Center, Gymnasium and Recreation Center. This area is wide open and will have seating areas. Park Board suggestions for this area include: • Card swipe to access the Recreation Center from the Senior Center • Charging Stations along the corridor • Wireless access Staff will be amending the Professional Services Agreement with Brinkley Sargent Architects to include the revised site requirements, boundary and tree survey, addition of the senior component, engineering for Bud Jenson widening, storm retention analysis and LEED Certification. Following Council's direction, staff will proceed with amending TIF #2 to include the funding for the senior component. Mr. Thornton will be putting together a report of key milestone meetings to date. Substantial completion is scheduled for the end of 2011; Move -in to the new facility January 2012, with a Grand Opening in March 2012. 3.
