CALL TO ORDER The meeting was called to order by Chairman Randall Shiflet at 7:OOp.m. 2. Pledge of Allegiance Bill Schopper led the Pledge of Allegiance. 4. Approval of Minutes from the November 4, 2010 Planning & Zoning Commission Meeting. APPROVED Bill Schopper, seconded by Diana Madar, motioned to approve the minutes of the November 4, 2010 meeting. The motion carried unanimously (4 -0). Page 1 11/18/10 P & Z Minutes 5. SUP 2010 -08 Public Hearing and Consideration of a Request from Gary and Marie Rabel for a Special Use Permit for a Two Car Detached Garage and Shop at 6800 Little Ranch Road. Gary Rabel, 6800 Little Ranch Rd, NRH came forward with a request for a Special Use Permit to add a two car detached garage and shop in order to convert the existing garage into a bedroom. The detached garage is necessary because of the configuration of the house. John Pitstick said the applicant is requesting an SUP due to the ordinance which states any structure greater than 500 sq. ft. requires and Special Use Permit. After discussing the proposed building with the applicants, he will also build the structure to match the existing residence and it is recommended to be part of the motion. Don Bowen asked if the roof should match the existing pitch as well? John Pitstick said yes, it will meet the architectural requirements of the existing house. Chairman Shiflet asked if there were anyone else wishing to speak for or against the case? Seeing none he closed the Public Hearing and entertained a motion. APPROVED Don Bowen motioned to continue the SUP 2010 -08 with the provision that the elevation of the proposed building meet the architecture of the existing house. The motioned was seconded by Bill Schopper. The motion carried unanimously (4 -0). 6. ZC 2010 -05 Continue Public Hearing and Consideration of a Request from The City of North Richland Hills for changes to the Town Center Regulating Plan and the Town Center Zoning Ordinance for the eastern portion of Home Town generally located in between Boulevard 26 and Mid Cities Boulevard. Mike Curtis said the City has hired the engineering firm of Kimley Horn & Associates to conduct a traffic impact analysis for Hometown based on the developer's most current proposed plan. The developers plan has been presented previously and this one includes the maximum of 936 multifamily apartments, maximum of 328 townhomes and minimum of 94 single family detached homes on the east side. This TIA is being conducted to see how the developers proposed plan will impact the east side of the lake as well was the west side. The main purpose of the meeting tonight is to hear the traffic related concerns that the residents and public may have pertaining to the proposed development plan. Representatives from Kimley Horn are here tonight to hear the concerns and comments. They have not started the analysis of the TIA yet, but at this time just collecting the data. This would be a good time to hear any concerns that can be worked into the TIA being done. Page 2 11/18/10 P & Z Minutes Mr. Curtis gave a power point presentation of the history of the TIA's that have been done for this development. Since this development has been underway for over ten years, as different phases have come in, the Thoroughfare Plan and Regulating Plan have changed in addition to the TIA's. The first TIA submitted was December 21, 1999, which impacted the Davis Blvd, Mid Cities and State Highway 26 of Phase I on the west side and primarily the residential property that fronts Bridge Street. The next TIA was September 2001 and impacted Phase I & II intersections at Davis and Bridge, Winterpark and Mid Cities and Hwy 26 and Walker. In 2002 there was a TIA of a build out of the subdivision of Hometown based on the developer's original plan. He stated these are the original street configurations from the developer from the original plans based on the densities with the perimeter intersections. These intersections projected turning movements, traffic volumes and analysis made. In 2003 and 2004 is when the developer approached the City about changing the Thoroughfare Plan, so the original plan does not include Walker Creek only the operational aspects of the elementary. The next TIA came a month later and included the complete Hometown development based on the developers original plan, with the addition of the elementary school and the changed Thoroughfare Plan. In July 2008, this is the time frame when the developer was going to change the street configurations again which are similar to the ones being planned today. During this TIA the developer went away from the original plans in terms of the development plan, but this TIA considered a higher residential density. Presently, we are working on a new TIA and would like to hear the concerns from the public. The turning movements and volumes and other counts will be considered with the developer's current plan. Chairman Shiflet said that since tonight's meeting will mostly be for traffic comments, he asked if Kimley Horn will be provided with comments and emaiis that have been received prior to this meeting? Mr. Curtis said yes, anything relating to traffic. As of right now, we have just been collecting the data and counts. Mr. Curtis introduced Brian Shamburger and another representative from Kimley Horn. Chairman Shiflet opened the Public Hearing. Jennifer Matthews, 5813 Lakeway, NRH, came forward with concerns around the civic area and parking on the grass, the crossing guard from the school asked if there could be a one way street. She suggested that someone come out on Tuesday for Grandparents Day to see the impact of limited parking. Page 3 11/18/10 P & Z Minutes , Don Bowen asked if Nytex had an agreement with the school district for parking several years ago. Steve Keetering, 8605 Hudson, NRH said they oppose the whole concept, but in regards to traffic getting out past NYTEX is his main complaint. There was a discussion regarding the road in front of NYTEX. Mary Iler, 8620 Bridge Street, NRH commented about traffic on Hawk Street, no one parks on the school parking but along the street. Don Bowen asked if parking on Hawk Street was legal there? Mike Curtis answered yes it was, it is a 40 ft wide street. Charles Koonce, 6113 Lakeway, NRH asked can they explain how they are doing the TIA and what equipment they are using and what is the time frame. Regarding parking on the ice rink, when there is a game they park past the school and all down Hawk Dr. Ivan Iler, 8620 Bridge St, NRH, asked didn't they extend Bridge Street to Mid Cities? William Livesey, 5950 Lakeway Mews, NRH doesn't agree with the city making recommendations that will devalue his property so the developer can be successful. He commented on the amount of traffic studies and how many changes have taken place to the street plans. Chairman Shiflet said he wanted him to know that if and when we get to the point of making recommendation to the City Council and Mayor that this will be locked into something other than a concept plan. Kathy Jennings, Riverdale Dr, NRH, commented on concerns about parking on where the turn goes into the parking area, stating she cannot make a turn on Riverdale to get out. When parking is being done on the curb, it creates more trouble getting out and not being enforced. Colette McGinley, 8605 Bridge St. NRH, commented on the possibility of disaster in the Hometown area that no one could get in or out with no evacuation plan in place. Steve Jackson, 8320 Euclid, NRH commented that the Tight at Bridge is not light sensitive and needs attention. He asked who gets the money when they charge to park at Birdville High School during hockey events? Regarding the traffic study he commented that someone should be there at different times while school and work traffic is flowing. Sam Akins, 8600 Beetlenut, NHR, commented that 10 -15% of the population is too many apartments, traffic concerns on the west side of elementary. Steve Jackson, 8320 Euclid, NRH, asked how can the citizens believe what the developers say? Page 4 11/18/10 P & Z Minutes Jennifer Mathews 5813 Lakeway, NRH commented on the footbridge and how you cannot go around the lake and suggested a footpath around the lake. She stated that adding commercial to Parker and Bridge along the elementary school it would create more parking issues. She asked how 2000 cars move through a neighborhood at peak times. Caroline Curtis, Winter Park Drive, NRH commented on the traffic flow, combination of types of homes, etc. will change the quality of life for the residents. Jennifer Mathews, 5813 Lakeway, NRH, asked about the economic impact study and what the status is on that. Mike Curtis addressed the Regulating Plan presented and said it shows public right of way and not trees. Regarding Franklin Park parking is they are allowed to park on the street, part of the parking was calculated to be on street parking because it is shared parking. If there are problems and there is not enough room for turns, then we can go in and designate some spaces as not parking. Brian Shamburger, Kimley Horn and Associates, 801 Cherry St, Ft. Worth, said that the locations were the 24 hour directional counts were made at the 3 locations on the perimeter at Davis, Mid Cities and Blvd 26, Winter Park, Bridge, etc. had actual people making the peak hour turning accounts. He said the counts are being delivered for all hours of the day and night with the other equipment they have. Mr. Shamburger clarified the comment for the 2000 vehicles stating they are going to go through and look at all the undeveloped property and come up with new traffic projections for that. Based on how current the roads are configured and any planned roadways in place between now and build out will make an assignment. Because the roadways are not built out all the way, some of the problems now may not be the ones in the future once this is completed. Sean McGaughey, 6229 Sherbert, NRH said the question about the 2000 cars was in reference to how do you assign a value to the proposed density being proposed? Mr. Shambuger said based on the proposed plan and the maximum allowable densities depending on the land use, we will go by the Institute of Transportation Engineers manual with industry standard statistics based on thousands of other developments across the country. Trip generation rates will apply based on single family, multifamily, retail, etc and other factors will be considered based on the uses and times of peak hours. Jared Smith, 8608 Newman, NRH commented about the footbridge not on the concept map and if there would be any traffic bridges in the plan? Will there be increased population with the school based on the proposed development? Chairman Shiflet said no, a bridge is not proposed. BISD would make that determination based on their boundary lines and it would depend on open enrollment. Page 5 11/18/10 P & Z Minutes Kathleen Jennings , 8632 Riverdale, NRH commented about not being able to see the picture of cottages on the website and not approving of them in the proposed development. John Pitstick said there are regulations for cottages but no pictures for single family at this time, they are private regulations. What is being proposed is smaller lot single family detached unit in lieu of town homes. Don Bowen asked John Pitstick to address the non masonry requirements on the cottages? John Pitstick said that the current regulations for single family homes do not require masonry standards. There are some requirements we have updated for the townhomes and multifamily that does require masonry standards, but not required for single family homes. The current single family homes can be built with cementious siding. APPROVED Bill Schopper motioned to continue the Public Hearing until December 16, 2010, seconded by Don Bowen. The motion carried unanimously (4 -0). 7.
