Approval of December 9, 2010 Gas Board of Appeals Meeting Minutes.
APPROVED
Garry Cope, seconded by Randy Shiflet, motioned to approve the minutes from
December 9, 2010 with stated changes. The motion carried unanimously (5 -0).

Public Hearing and consideration of a rquest from Chesapeake Energy
Corporation for a deviation from distance requirements from existing structures
to gas wellheads at the proposed Graham B2 -H, B3 -H, Ender 3H and Hightower
1H gas wells located in the 7000 block of Hightower. Distance requirements are
established in Section 104 -6 of the City of North Richland Hills Code of
Ordinances.
John Pitstick said that we have a request from Chesapeake for a deviation on distance
requirements for Graham B2 -H, B3 -H and Hightower 1H gas wells. We currently have
50 wells in the city. Mr. Graham's property is the only structures that are affected. He

has a house and 2 barns that fall within the 600 ft. Mr. Graham is the one who originally
sold them the rights for the well site therefore we do not see any issues. We have not
received any letters or comments in regards to this matter.

Scott Castaneda representing Chesapeake Energy, 100 Energy Way, Fort Worth, TX
76102. I come before you seeking on well permit for the Graham pad site. The
Graham pad site is a private property with an entrance to the site from Hightower Drive.
We have drilled 8 wells previously. Six wells by Chesapeake and 2 by Harding. We are
seeking 4 well variances for Graham B2 -H, B3 -H, Ender 3H and Hightower 1 -H. We will
be using the previously approved transportation route from 820 to 377 onto Mid Cities
Blvd, Rufe Snow to Hightower to pad site. We do have a letter of support from Mr.
Graham. Some of the key beneficiaries for these additional wells include the City of
North Richland Hills and BISD and over 3308 residents and businesses. The potential
economic benefit of these wells include close to 21 million in local royalties, 9.3 million
in increased tax revenue to the city and to the state and more than 23 million to local
workforce and businesses. With the drilling of these wells brings in workers and people
from outside the community to work and will be eating and shopping in our local
businesses. This in turn could result in the sustainability or increase of jobs within in our
community. Chesapeake respectfully asks the North Richland Hills Gas Board of
Appeals to unanimously approve gas well variances for the Graham B2 -H, B3 -H and
Ender 3H and Hightower 1 -H. I would be happy to answer any of your questions at this
time.
