APPROVAL OF THE MINUTES OF THE AUGUST 2, 2010 MEETING APPROVED MR. GREENE MOVED TO AMEND AND MEETING A AUGUST AMENDMENT: 5 CHANGE DATE FROM PARK AND RECREATION BOARD M 020 T0 2010. MR. RODRIGUEZ SECONDED THE MOTION. MOTION TO APPROVE CARRIED 5 -0. 3. CITIZEN COMMENTS None Page l of 6 4. ELECTION OF CHAIR & VICE -CHAIR APPROVED Each year the Park and Recreation Board hold elections for the position of Chair and Vice Chair, normally in the month of August, after City Council finalizes appointments to the Boards and Commissions. City Council finalized their appointment at the October 25 Council meeting. MR. MCELROY NOMINATED MS. MARTY KUSMIERSKI FOR THE POSITION OF CHAIR. WITH NO OTHER NOMINATIONS, BOARD MEMBER GREENE MOVED TO CEASE NOMINATIONS. Chair Kusmierski closed nominations and called for the vote. MOTION TO APPROVE CARRIED 5 -0. MR. MILLER NOMINATED MR. GREENE FOR THE POSITION OF VICE CHAIR; MR. GREENE DECLINED. MR. MILLER WITHDREW HIS MOTION. MR. MCELROY NOMINATED MR. TITO RODRIGUEZ FOR THE POSITION OF VICE CHAIR, MR. CRANE SECONDED THE MOTION. Chair Kusmierski closed nominations and called for the vote. MOTION TO APPROVE CARRIED 5 -0. Chair Kusmierski announced that the Board will delay discussing Item #5 & #6 until Mr. Mike Fills' arrival. 7 -a. LITTLE BEAR CREEK AND CALLOWAY CREEK HIKE & BIKE TRAILS UPDATE Mr. Bill Thornton presented a PowerPoint Presentation providing a project overview and status update of the Little Bear Creek Trail and Calloway Branch Trail projects. The Little Bear Creek Trail was designed according to the limits set forth in the Little Bear Creek Flood Plain Management Ordinance. Revisions to the limits of the Corridor have been made as development has occurred. Also, new updated software was used to perform hydraulic calculations and allowed revisions to the limits of the fully developed flood plain. Due to these revisions it is necessary to amend the professional services contract with Newman, Jackson, Bieberstein to realign approximately 12,000 linear feet trail. Although the professional services contract will be amended, the total amount of the grant and the total project costs for the City will remain unchanged. RECREATION CENTER UPDATE Mr. Bill Thornton presented a PowerPoint Presentation providing a project overview and status update on the Recreation Center Project. City Council, at their November 8 Council meeting, approved the Guaranteed Maximum Price for the new Recreation Center in the amount of $20,970,645. Council also approved the final plat of the property. A "Notice to Proceed" was issued to Byrne Construction on November 9, 2010. Construction should begin within 10 days. A ceremonial Ground Breaking will be scheduled around the middle of December. Mr. Thornton presented a short video showing a "Flythrough" of the new Recreation Center. 8 -b. ASSISTANT DIRECTOR'S REPORT ON LISTED ITEMS UPDATE ON PARKS CAPITAL PROJECTS Mr. Bill Thornton updated the Park and Recreation Board on the following: Significant progress is being made on the construction of the Boulevard 26 Trail. The Richland Tennis Center received fence, gate and roof repairs as part of RTC's Infrastructure Maintenance. Bids were received for the 2nd Phase Attraction and New Food Services Building at NRH2O. The bids received were all over budget. Staff believes the contractors did not fully understand the project. It was decided to separate out the 2nd Phase Attraction from the Food Services Building, with the City purchasing the components for the new attraction while having the contractor complete the installation. Schrickel Rollins & Associates will then redesign the Food Services Building, at no cost to the City, to fit within the available budget. The new attraction will open in Summer 2011 while the Food Services Building will be delayed until after the 2011 season. ASSISTANT DIRECTOR'S REPORT ON LISTED ITEMS CURRENT PROGRAMS AND SERVICES Ms. Adrien Pekurney, Recreation Center Manager, updated the Park and Recreation Board on the following: The Richland Tennis Center Ladies 3.5 Senior Team advanced to the USTA nationals which was held in Indian Wells, California. The Junior Tennis Team comprised of 18 year old advanced players is advancing to the state competition which will be held in New Braunfels on November 20 -21. The annual Hoot n' Howl was held on Saturday, October 30 at Green Valley Community Park. New this year was age appropriate interactive activities for toddlers through tweens. The event received $4,416 in cash sponsorships from Life Church, Children's Courtyard and Apex Academy and received $5,000 in in -kind donations from Wal -Mart on North Tarrant Parkway. The 3 annual Veterans Day Celebration is scheduled for Thursday, November 11, 2010 at 11:00 a.m. at Liberty Park. Jeff Bolton, 570 KLIF Radio Station, is the keynote speaker. Preparation is underway for the 11 Annual Night of Holiday Magic which is scheduled for Saturday, December 4, 2010 from 4:00 — 8:00 p.m. at NRH2O Family Water Park. Extended hours will also be offered on December 10 -12 from 6:00 — 9:00 p.m. This gives people the opportunity to visit Santa, shop in the Holiday Market and take photos with the decorated scenes. The snow tubing hill is being sponsored by Chesapeake Energy in the amount of $5,000. Recreation Center staff hosted four focus group meetings with 48 patrons from the Recreation Center. All the meetings yielded good information which is still being analyzed. Mr. Mike Filis was present at 6:51 p.m. 8 -c. AQUATIC PARK MANAGER'S REPORT Mr. Chris Swartz updated the Park and Recreation Board on the following: NRH2O finished the 2010 season with approximately 242,000 in attendance. Final revenue numbers are still being calculated, but initial efforts show the 2010 season as the best year in revenue collection in the history of the park. RECOMMENDATION FOR NAMING OF THE RECREATION CENTER APPROVED The Naming Board met on October 25, 2010 to consider names for the new Recreation Center. Naming Board members include Councilman Scott Turnage, Councilman Tom Lombard and Councilman Tim Barth. BrandEra presented a PowerPoint presentation with a list of names and associated themes for consideration. The Naming Board requested that a narrowed down list of five names be presented to the Park and Recreation Board for their input. The names include: 1. The Union 2. NRH Union 3. Union Centre 4. NRH Place 5. NRH Centre Comments received from the Park Board included concern for the spelling of "Centre" and the need to include "NRH" in the name. Mr. Greene preferred the name NRH Union Building so it could be abbreviated to the HUB. MR. MILLER MOVED TO FORWARD THE NAMING RECOMMENDATION OF "NRH UNION CENTRE" TO THE NAMING BOARD FOR THEIR CONSIDERATION AND REQUEST DISCUSSION ON THE SPELLING OF "CENTRE ". MR. CRANE SECONDED THE MOTION. MOTION TO APPROVE CARRIED 5 -1. 6. RECOMMENDATIONS FOR WALKWAY INSCRIPTIONS BETWEEN THE LIBRARY AND NEW RECREATION CENTER APPROVED The Park and Recreation Board were requested to select ten quotes which will be considered for inscription in the walkway between the NRH Library and the future Recreation Center. The Library Board also selected 10 quotes. All the quotes selected will be forwarded to City Council for their consideration. The Park and Recreation Board selected the following quotes to be forwarded for consideration: 1. "Life is a great adventure... accept it in such a spirit." — Theodore Roosevelt 2. GREENE MOVED TO FORWARD THE SELECTED QUOTES TO CITY COUNCIL FOR THEIR CONSIDERATION. MR. MILLER SECONDED THE MOTION. MOTION TO APPROVE CARRIED 6 -0. 9. INFORMATIONAL ITEMS Mr. Marlin Miller complimented staff on "what a whale of a job staff is doing ". 10.
