CALL TO ORDER
Chairwoman Kusmierski called the meeting to order April 4, 2011 at 6:03 p.m.

APPROVAL OF THE MINUTES OF THE FEBRUARY 7, 2011 MEETING
APPROVED
VICE -CHAIR RODRIGUEZ MOVED TO APPROVE THE MINUTES OF THE FEBRUARY 7, 2011 PARK
AND RECREATION BOARD MEETING, AS AMENDED. MR. MCELROY SECONDED THE MOTION.
MOTION TO APPROVE CARRIED 7-0.

PRESENTATION — YOUTH ASSOCIATION'S ANNUAL REPORTS
Darren West, from the Birdville Area Youth Futbol Alliance, provided the annual report
to the Park Board outlining programs and financials of the organization.

REVIEW OF REVISED AND PROPOSED NEW PARK ORDINANCES
Staff reviewed both revised and new proposed park ordinances with the Park and
Recreation Board. Discussion was held and comments were received from the Board
on the following:
a. Hours of operation: Hours for park sites revised from 8:00 a.m. to 11:00 p.m. to
5:00 a.m. to 11:00 p.m.;
b. Revision throughout Ordinance for "his designee" to "their designee ";
c. Weapons: it was suggested to include Fireworks and Hobby Rockets in the title
d. Restroom use; prohibiting anyone over the age of 8 to use the restrooms and
washrooms designated for the opposite sex unless assistance needed for
disability;
e. Environmental disturbance: revised to include "intentionally ". Park, parkway,
greenbelt, or other recreational area or facility revised to "Public Property ";
f. Swimming, boating and fishing in parks: small hobby remote controlled boats will
be allowed;
g. Motor vehicle and motorized device use: radio controlled airplanes, gas powered
model hobby rockets by permit only;
h. Unattended children under the age of seven: too young, staff will do additional
research on this subject;
i. Sale of goods and services: revise to include tennis lessons in parks or "for
personal gain ";
j. Establishment of other rules and regulations as needed: for example bounce
houses, the dog park, large gatherings.
Comments will be incorporated into the revised and proposed new park ordinances and
presented to the Board for further review.

NRH2O CONSTRUCTION AND OPERATIONS UPDATE
Mr. Chris Swartz, NRH2O Park Manager, presented a PowerPoint highlighting
operational enhancements for the 2011 Season. Some of the enhancements highlighted

included: the Viper, new point of sale system and a change in operating hours. Mr.
Swartz also updated the Board on the construction progress of the Viper.

NRH CENTRE CONSTRUCTION UPDATE
Mr. Bill Thornton, Assistant Director of Parks & Recreation, presented a PowerPoint
presentation updating the Board on the construction progress for NRH Centre. Mr.
Thornton presented a "fly through" of the new facility, reviewed the timeline for the
finish -out projects, and presented shots from the on -site construction camera showing
construction progress.

PARK MAINTENANCE — SPRING PREPARATION
Mr. Michael Salazar, Parks Maintenance Crewleader, presented a PowerPoint
presentation on the extensive process it takes to maintain and prepare the city's thirty
competitive sports fields.

CURRENT PROGRAMS AND SERVICES
Ms. Sharon Davis, Assistant Director of Parks and Recreation, presented an update on
activities and events offered through the Recreation Center, Tennis Center, Senior
Centers and Cultural Arts.

PARKS CAPITAL PROJECTS
Mr. Bill Thornton, Assistant Director of Parks and Recreation, presented updates on the
following capital improvement projects:
• Boulevard 26 Trail
• Calloway Branch and Little Bear Creek Trails
• Davis Boulevard Streetscape Project

Mr. Chris Swartz, NRH2O Park Manager, presented an update on the hiring process of
seasonal staff for the 2011 season. He also reviewed the Dive -In Movie schedule.
6.
INFORMATIONAL ITEMS
Mr. Marlin Miller commented that the Community Garden is going great.
Ms. Adrien Pekurney, Recreation Center Manager, announced the winners of the
Mayor's Health & Fitness Initiative. The Red District won with Park Board Member, Mike
Filis and his wife taking the No. 2 & No. 3 places of the most steps taken.

Chairwoman Kusmierski adjourned the meeting at 8:34 p.m.
