CITIZEN COMMENTS None Ms. Vickie Loftice, Managing Director of Community Services announced the resignation of Mr. Ricky McElroy from the Park and Recreation Board. Mr. McElroy resigned due to his work schedule. Ms. Loftice introduced two new future members of the Park and Recreation Board: Mr. David Nelson and Mr. Paul Pena. Appointments by City Council are pending. Page 1 of 5 3-a. APPROVAL OF THE MINUTES OF THE APRIL 4, 2011 MEETING APPROVED MR. MILLER MOVED TO APPROVE THE MINUTES OF THE APRIL 4, 2011 PARK AND RECREATION BOARD MEETING. MR. CRANE SECONDED THE MOTION. MOTION TO APPROVE CARRIED 4-0. 3 -b. ELECTION OF VICE CHAIR APPROVED With the recent election of Tito Rodriguez to the NRH City Council, the position of Vice - Chair for the Park and Recreation Board is open. The Park and Recreation Board normally hold their elections for Chair and Vice Chair at the August meeting each year. MS. TRACYE TIPPS MOVED TO NOMINATE MR. MARUN MILLER AS VICE CHAIR FOR THE TIME PERIOD OF JUNE 8 THROUGH AUGUST 1, 2011. There being no other nominations, Ms. Tipps moved to cease nominations. MR. CRANE SECONDED THE MOTION. Chair Kusmierski closed the nominations and called for the vote. MOTION TO APPROVE CARRIED 4-0. 3-c. SECOND REVIEW OF REVISED AND PROPOSED NEW PARK ORDINANCES Ms. Vickie Loftice, Managing Director of Community Services, reviewed the revised and proposed new park ordinances. At the April 4, 2011 Park and Recreation Board meeting, staff presented the revised park ordinances and proposed new park ordinances for future inclusion in the Parks and Recreation Chapter of the Municipal Code. The City Attorney has reviewed and approved the revised and proposed ordinances. Discussion was held and comments were received. Ms. Loftice stated that the requested revisions will be made and forwarded to city management for review. Upon approval of city management, a work session will be scheduled with City Council for their review and input. A final version of the revised and proposed park ordinances will be presented to the Park and Recreation Board for their final review at a future meeting. Page 2 of 5 • 3-d. RECOMMENDED PRICING FOR NRH CENTRE APPROVED Ms. Vickie Loftice, Managing Director of Community Services, reviewed the proposed pricing structure for the new NRH Centre. The NRH Centre is expected to open in April 2012. The facility will include the following amenities: Fitness Center Double Gymnasium Two Youth Classrooms Aquatic Center Fitness Studios Birthday Party Rooms Kids Club Banquet/Events Space Second Floor Terrace Massage Room Family Changing Rooms Suspended Walking Track Civic Plaza Main Street Corridor Locker Rooms & Showers Senior Center The recommended pricing takes into consideration the established operational cost and recapture rate of 75 %. Consideration was also given to the following in determining the recommended pricing: 1. Pricing Philosophy, Principle and Perspective 2. The Pivot Study 3. Heller and Heller Consulting — Pricing Template Guide 4. Cost Recovery Goals — 75% 5. Market Position and Value of Product and Service 6. Price Comparison Survey with other Municipalities and Private Providers Proposed Annual Membership Rates are as follows: Category Resident Non - Resident Business Youth Ages 3 -18 $150 $200 N/A Adult 19 -59 $290 $385 $340 Senior 60 & Up $190 $285 $240 Family* $545 $735 N/A Proposed Drop In Passes are as follows: Category Resident Non - Resident Business Youth Ages 3 -18 $7 $9 N/A Adult 19 -59 $8 $10 $10 Senior 60 & Up $7 $9 $7 Family* $20 $25 N/A *Family is defined as: up to six people who live in the same residence. More than six individuals will include additional fees. Proposed pricing for the NRH Centre is comparable, and in most instances less than, other similar municipal and private facilities. There will be two options for payment (a) payment in full up front or (b) electronic transfer monthly payment plan. Page 3 of 5 Ms. Loftice reminded the Board that there is not a charge for seniors to attend the Senior Center; but if they want to use the rest of the facility, they will need to purchase a membership. Proposed Operating Hours Monday - Thursday 5:30 a.m. to 10:00 p.m. Friday 5:30 a.m. to 9:00 p.m. Saturday 7:00 a.m. to 6:00 p.m. Sunday 10:00 a.m. to 6:00 p.m. Ms. Loftice presented the new logo for the NRH Centre. MR. CRANE MOVED TO FORWARD THE PRICING RECOMMENDATIONS FOR THE NRH CENTRE, AS OUTLINED IN THE PRESENTATION, TO CITY COUNCIL FOR CONSIDERATION. MR. FILIS SECONDED THE MOTION. MOTION TO APPROVE CARRIED 4 -0. 4 -a. NRH2O CONSTRUCTION UPDATE Mr. Bill Thornton, Assistant Director of Parks & Recreation, presented an update on the construction progress for the new attraction at NRH2O, the "Viper ". 4 -b. NRH CENTRE CONSTRUCTION UPDATE Mr. Bill Thornton, Assistant Director of Parks & Recreation, presented graphics on the construction progress of the NRH Centre. The Naming Board is scheduled to meet on June 7 to discuss additional names for various components of the facility. 5 -a. ASSISTANT DIRECTOR'S REPORT ON CURRENT PROGRAMS AND SERVICES Ms. Sharon Davis, Assistant Director of Parks and Recreation, presented an update on activities and events offered through the Recreation Center, Tennis Center, Senior Centers and Cultural Arts and included the following: • Art Immersion Project • Family 4th Fireworks Show • NRH Championship Major Zone Tennis Tournament • National Recreation and Parks Month Park and Recreation Board Minutes June 6, 2011 Page 4 of 5 r 5 -b. ASSISTANT DIRECTOR'S REPORT ON PARKS CAPITAL PROJECTS Mr. Bill Thornton, Assistant Director of Parks and Recreation, presented updates on the following capital improvement projects: • Randy Moresi Trail • Calloway Branch and Little Bear Creek Trails • Park Infrastructure Maintenance 5-c. AQUATIC PARK MANAGER'S REPORT Mr. Chris Swartz, NRH2O Park Manager, presented an update on the 2011 Season for NRH2O that included the following: • Centaman — New Point of Sale System • June 1, 2011 - NRH2O's 16 Birthday 6. INFORMATIONAL ITEMS Mr. Marlin Miller asked if we have an estimate of how much damage we received during the recent storm. Mr. Thornton responded that it was mostly tree limb damage. 7.
