CONSIDERATION OF MINUTES Garry Cope: The first order of business is the consideration of the minutes from our last meeting. Are there any questions or comments about the minutes? If not, do I hear a motion? Thomas Moreau: I make a motion that we accept the minutes. Philip Orr: I second the motion. Garry Cope: I have a motion and a second to accept the minutes of our last meeting. All those in favor say aye. Let the record show that it was an unanimous aye. 4. SSB2011 -27 PUBLIC HEARING FOR BLOCK 15 LOT 10 SNOW HEIGHTS ADDITION KNOWN AS 7021 OAKLAND LANE Garry Cope: Our hearing today is SSB2011 -27 Block 15 Lot 10, Snow Heights Addition, known as 7021 Oakland Lane. Tim Horvath: Presented a power point presentation for SSB2011 -27. Garry Cope: Is there anyone who wishes to speak on behalf of this property? John Ross: 5216 Rufe Snow Drive. Spoke briefly about how he was trying to purchase the property and then get the repairs done. He stated that he plans to buy this property and bring it up to code. As of right now he does not legally own the property but stated that he planned to have the brick removed from the damaged wall on Saturday. Mr. Ross mentioned that he did not want this house to be condemned. Garry Cope: Is there anyone else who wishes to speak regarding this property? Seeing none I now close this public hearing and open it to the board. Do I hear a motion? Thomas Moreau: I make a motion that the Board determines that the structures on this property are substandard and hereby order that: (1) Federal National Mtg Assn, owner of the property located at 7021 Oakland Lane, in North Richland Hills, Texas, Block 15 Lot 10 Snow Heights Addition, North Richland Hills, Tarrant County Texas shall barricade and remove the brick veneer from the west elevation that is in imminent failure. Should the property owner fail to make these repairs by May 26, 2011, the City shall have the structure demolished. (2) Should the property owner make immediate repairs as stated in preceding paragraph the property owner shall, within thirty (30) days, repair the structure to minimum standards or obtain a demolition permit from the Building Official and demolish the structure to grade. (3) If the repairs are not made or a permit is not obtained and work is not completed in the time referenced in the preceding paragraphs, the City of North Richland Hills shall demolish the structure and charge all expenses incurred by the city to the owner and place a lien upon the property for the amount owed. The costs, together with interest accruing at 10% per annum will be assessed as a charge against the land and will be a personal obligation of the owner. Brian Crowson: I'll second the motion. Garry Cope: All those in favor? Let the record show it was a unanimous aye. 5. SSB2011 -28 PUBLIC HEARING FOR BLOCK 9 LOT 1 CLEAR VIEW ADDITION KNOWN AS 5101 GROVE ST. Garry Cope: Our hearing today is SSB2011 -28 Block 9 Lot 1, Clear View Addition, known as 5101 Grove Street. Tim Horvath: Presented a power point presentation for SSB2011 -28. Garry Cope: Is there anyone else who wishes to speak regarding this property? Seeing none I now close this public hearing and open it to the board. Do I hear a motion? Garry Cope: I make a motion that the Board determines that the structures on this property are substandard and hereby order that: (1) Gerardo and Magdalena Soto, owners of the property located at 5101 Grove St, in North Richland Hills, Texas, Block 9 Lot 1 Clear View Addition, North Richland Hills, Tarrant County Texas shall within thirty (30) days obtain a building permit to repair the structure to minimum standards or obtain a demolition permit from the Building Official and demolish the structure to grade. (2) The lien holder, if any, of said property shall within thirty (30) days, should the property owner(s) fail to do so, repair the structure to minimum standards or obtain a building permit and demolish the structure to grade. (3) If the repairs are not made or if a permit is not obtained and work is not completed in the time referenced in the preceding paragraph, the City of North Richland Hills shall demolish the structure and charge all expenses incurred by the city to the owner and place a lien upon the property for the amount owed. Estes Subdivision AKA: 3810 Rufe Snow Drive (according to Tarrant County Appraisal District) Block 2 Lot 2 N66'2 Blk 2 Jack M. Estes Subdivision in North Richland Hills, Texas, Tarrant County AKA: 3812 Rufe Snow Drive (according to Tarrant County Appraisal District) Block 2 Lot 1 S1/2 1 Less Row BIk 2 Jack M. Estes Subdivision in North Richland Hills, Texas, Tarrant County Garry Cope: Our hearing today is SSB2011 -29. The property is located at 3810 & 3812 Rufe Snow Drive. Tim Horvath: Presented a power point presentation for SSB2011 -29. Garry Cope: Is there anyone who wishes to speak on behalf of this property? Joe Johnson: 316 Mountain View Hurst TX. Mr. Johnson stated that the buildings are in a trust. He said that the buildings have been there (7) seven years before N. Richland Hills was formed. He stated that he came to support Bob MCGee and that he would like to be able to repair these buildings but due to it being in a trust he was unable. Bob McGee: 3810 Rufe Snow Drive, North Richland Hills TX. Mr. McGee stated that he knows that the building is not up to code and he does not have the funds to repair it. He stated that he does not own the buildings but has been working there for 54 years. He is currently (68) sixty eight years old and he wanted to be able to work for another 2 years. He stated that he would like time to move out and find another place to start his business back up. Garry Cope: Is there anyone else who wishes to speak regarding this property? Estes Subdivision, North Richland Hills, Tarrant County Texas, also known as Block 2 Lot 2 N66'2 Blk 2, Jack M. Estes Subdivision, shall within eighty -five (85) days obtain a demolition permit and demolish the structure to grade, clearing all debris. (2) Helon Calloway Trust, owner of the property located at 3812 Rufe Snow Drive, Lot 2, Block 2, Jack M. Estes Subdivision, North Richland Hills, Tarrant County Texas, also known as Block 2 Lot 1 S1/2 1 Less ROW BIk 2 Jack M. Estes Subdivision, shall within eighty -five (85) days obtain a demolition permit and demolish the structure to grade, clearing all debris.
