SUBJECT: City Council /Beautification Committee Meeting — Tuesday, November 17,
6:00 p.m.
DATE: October 27, 1998

The North Richland Hills City Council wants to meet with all Boards and Commissions
of the City to discuss matters of mutual interest and /or concern. We believe that such
meetings will help us to have better communications with our citizen's Boards and
Commissions. Our plan is to schedule meetings with our citizen's boards once each
month throughout the year until we have an opportunity to visit with each board.
We would like to meet with the Beautification Committee on Tuesday, November 17 at
6:00 p.m. in the Pre - Council room at City Hall. We anticipate the meeting to last one -
hour. We would very much appreciate your attendance and will look forward to meeting
with you.
In an effort to prepare for the meeting, we request that you identify any topics or subject
areas that you would like to discuss at the November meeting, and include it on the
attached Board and Commission Response Sheet. Please return this response sheet
to Tim Hightshoe by November 5 , so that it can be compiled and returned to the City
Council prior to the meeting.
Would you also please advise Mr. Hightshoe as to whether or not you will be able to
attend. We would like to have all the board present if possible.
Again, we anticipate the meeting lasting approximately one hour and to be concluded at
least by 7:00 p.m. We look forward to meeting you. Thank you in advance for meeting
with us.

Over the course of the next year, the City Council would like to meet with each of the
North Richland Hills Boards and Commissions in an effort to better communicate goals
and to give guidance as well as to receive feedback about current issues or matters of
concern.
To help us prepare an agenda for such a meeting, please list any topics or issues you
would like to discuss with the City Council about your Board.

GOALS OF NORTH RICHLAND HILLS
Goal 1 : People feeling safe and secure
• Low crime rate, low fire loss, favorable ISO rating
• People feeling safe any place any time: public perception
• Safe schools and community for youth
• Active presence in the community — high police visibility, work with citizens in a
preventive approach
• Safe streets
Goal 2: Quality development and planning through buildout
• Raised standards: streetscape, zoning, codes, landscaping
• Balanced mixed use development integrating residential and commercial
• Effective code enforcement — maintaining and enhancing quality -- both commercial
and residential areas
• Revitalized older areas of City — commercial and residential
• Plans and zoning to reflect City goals
• Protection of home value and ownership
• Community pride and identity — increase our image to ourselves (community) and to
others outside North Richland Hills
Goal 3: Self sustaining local economy
• Expanded, diversified tax base, reducing the burden on homeowners

• Redevelopment and revitalized commercial areas, including the mall and
commercial strips
• Attractive, high quality business along major corridors (Interstate /highways)

Goal 4: Financially sound city government providing cost effective
services affordable for our citizens
• Lower tax rate for homeowners; provide diversified sources of revenues
• Reduced /minimal debt -- strong financial resources
• Well maintained City facilities and infrastructure
• Valuing municipal employees
• Strive for excellence in all that we do
• Cost effective and quality delivery of quality services
• Use of community resources — private sector, community organizations, citizens

Goal 5: A variety of amenities for families: recreational, leisure,
cultural, and educational.
• Range of recreational programs available for all ages provided by City and private
sector.
• Strong library as an educational /learning center and informational center
• Expanded cultural opportunities -- work with the private sector and community
• Quality parks, open space and trails available to citizens
• Strong support and partnership with the community
• Recognize regional resource — financial break for our citizens. Tap our community
resources for priority and productive approach
Goal 6: Effective transportation system for moving people and
integrating multiple modes of transportation
• Well maintained quality streets for city, county and state.
• Effective use of rail as a link to the Metroplex.
• Expand use of trails as a mode of transportation
• Reduced congestion on major interstate /highways
• Improved traffic safety
• Explore new financing methods for major projects

• Homeowner Christmas Decoration contest • To take more active role in planning for landscape and
signage designs within the City.
• Yard of the Month for Christmas Decorations? • Wish to offer interested citizens the opportunity to plant
and maintain small beds of annual color as Adopt -A-

• Wants to have Beautification Commissio Adopt -A -Spot
• Commission members need to be informed concerning
rules of consent and request within the "chain of
command" as to publicity, pl bud get and - finances
• Wants to recognize neighborhood entrance designs for
a "Spotligh P ".
• Continue to aid Marty Wieder with the Business
Landscape Awards _
• What further role can the Commission fill towards the
development of the Fossil Creek Arboretum / Nature
preserves?
• Define status: Are we a commission as in our charter or
a "committee" as we are referred to in the letter? What
is the difference? _
• If NRH is to continue in the KTB program a staff person
should be assigned full time, as a minimum.
Coordination with other departments, communication
with KTB and grant application writing is required.
• Should the Commission (and other city commissions)
have term limits for the officers?
• How can we distinguish between volunteer duties and
staff responsibilities insuring that our activities do not
overlap? J

• Parks being subject to P & Z approval. Reasons P & Z
feels like they need approval and has there been a
problem in the past causing the need to consider it.
• Town Center Project. What does the Council envision
r egarding the Recreation C Small Park Areas, e tc?
• Council's thoughts regarding Youth Associations using
NRH P ark Facilities.
• A City Council member present (periodically) at our
board meetings, as to better communicate between the
Parks & Recreation Board and the City Co
• A defined budget that would allow board members and
P & R Staff members to travel to neighboring cities
within the state to see and review what they are doing
that can or would be incorporated into our own plans
_ that would improve our Parks System
• An expanded role in the decision making process of the
acquisition of parkland, land utilization, and park land
use design.
