Discussion Items for Council/Teen Court Board Meeting City Council Teen Court Board • Increased number of volunteers • Recognition of Teen Court for Court Night and activities attorneys • More visibility for teen attorney volunteers. • Council should be aware of our volunteer teens and the training and bar exam, etc. and also volunteer judges. • Scholarship • resident requirements • We are having problems with facilities on Monday nights - need more space. City won't "share ". • Need input on ideas for more adult volunteers and possibly a part time staff person on court nights. • Clerical Help • Turnover rate. • Thank them for their interest and encourage them to visit Teen Court. • Increase Ly if Coordinator has a Masters Degree. NRH GOALS OF NORTH RICHLAND HILLS Goal 1: People feeling safe and secure • Low crime rate, low fire loss, favorable ISO rating • People feeling safe any place any time: public perception • Safe schools and community for youth • Active presence in the community — high police visibility, work with citizens in a preventive approach • Safe streets Goal 2: Quality development and planning through buildout • Raised standards: streetscape, zoning, codes, landscaping • Balanced mixed use development integrating residential and commercial • Effective code enforcement — maintaining and enhancing quality -- both commercial and residential areas • Revitalized older areas of City — commercial and residential • Plans and zoning to reflect City goals • Protection of home value and ownership • Community pride and identity — increase our image to ourselves (community) and to others outside North Richland Hills Goal 3: Self sustaining local economy • Expanded, diversified tax base, reducing the burden on homeowners • Successful Town Center- community focal point • Retention of local business • Redevelopment and revitalized commercial areas, including the mall and commercial strips • Attractive, high quality business along major corridors (interstate/highways) • Work through public private partnerships • International relations/business /cultural exchange (sister cities) Goal 4: Financially sound city government providing cost effective services affordable for our citizens • Lower tax rate for homeowners; provide diversified sources of revenues • Reduced /minimal debt -- strong financial resources • Well maintained City facilities and infrastructure • Valuing municipal employees • Strive for excellence in all that we do • Cost effective and quality delivery of quality services • Use of community resources — private sector, community organizations, citizens NRH Goal 5: A variety of amenities for families: recreational, leisure, cultural, and educational. • Range of recreational programs available for all ages provided by City and private sector. • Strong library as an educational /learning center and informational center • Expanded cultural opportunities — work with the private sector and community • Quality parks, open space and trails available to citizens • Strong support and partnership with the community • Recognize regional resource — financial break for our citizens. Tap our community resources for priority and productive approach Goal 6: Effective transportation system for moving people and integrating multiple modes of transportation • Well maintained quality streets for city, county and state. • Effective use of rail as a link to the Metroplex. • Expand use of trails as a mode of transportation • Reduced congestion on major interstate/highways • Improved traffic safety • Explore new financing methods for major projects ORDINANCE NO. 1478 COP BE IT ORDAI`"D BY TH CITY COUNCIL OF THE CITY OF NORTH RICL�_nNL 1. Ordinance No. 324, Ordinance No. 327 and Ordinance No. 423 are hereby repealed. 2. The Library Commission established by Ordinance No. 324 shall be known as the Library Board and such Board is hereby reestablished. 3. The Library Board of the City shall consist of seven (7) members and one alternate, each of whom shall be a resident of the City. Each member shall serve in a designated place numbered one (1) through seven (7). The following persons, presently serving, shall have the following place designation: Polly Brinkley Place 1 Jan Daniels Place 2 Mickey Oxford Place 3 Mattie Belle Lewis Place 4 Clyde Zellers Place 5 Kay Schmidt Place 6 Michael Fritz Place 7 Roxy Hamilton Alternate. The terms of office shall be for two years except for the first appointments made to comply with this ordinance. Terms shall run from September 15th and expire on September 15th. The terms of those persons serving or appointed to odd numbered places shall expire in odd numbered years. The terms of those persons serving or appointed to even numbered places shall expire in even numbered years. All members shall serve without compensation. Vacancies shall be filled in the same manner as set out herein. The alternate shall be entitled to set and vote in the event of absence of a regular member. 4.. The City Council Member elected to the City Council Place corresponding to the board member's number shall be responsible for nominating the person to serve in such place on the Library Board. The Mayor shall be responsible for nomination of the alternate. The nomination by a particular Council Member shall be subject to approval of a majority Ordinance No. 1418 Page 2 of the City Council, so that the composite board shall be appointed by the City Council. The Board shall elect its own chairperson annually with the term ending on September 15th. The Board shall act in an advisory capacity to the Mayor and City Council and shall also act in an administrative capacity under the supervision of the City Council in carrying out the Council's instructions, directiogs, and policy with reference to the needs and necessities of the Library. it shall be the duty of the Board to immediately and at all times thereafter make continuous study of the needs of the City for the establishment of public Library facilities, to investigate and determine the location of a public Library and determine the type of needs of Library facilities, suggest means of acquiring and developing such facilities and furnish the City Council with over -all plans and specifications for development and improvement of all such facilities and to report to the City Council the result of its studies, recommendations, plans and specifications into effect, but only upon the specific approval and under the specific directions of the Council. In the performance of these duties said Board shall act in an administrative capacity and is hereby given such specific authority as may be required in carrying out the directions, orders and general policy of the City Council, and in carrying out these duties said Board is hereby authorized to employ such personnel as may be required. It is, nevertheless, there specifically provided that said Board shall have no authority to spend nor to commit the City to the expenditure of any funds or monies whatsoever, except under the specific authorization and direction of the City Council. 6. The Board shall hold regular meetings at such time and place as it may fix, and such special meetings as may be called by the Chairman or at the request of any two (2) members of the board The Board is hereby authorized to provide for the election of a Vice - Chairman, who shall preside in the absence of the Chairman, and is further authorized to prescribe such rules and regulations governing its own proceedings as it may deem advisable. 7. Should any section or part of this ordinance be held to be invalid for any reason, such holding shall not be construed as affecting the validity of any other section or part thereof, it being the intent that the remainder of any such or part hereof shall stand, notwithstanding the invalidity of any such section or part hereof. 8. This ordinance shall be in full force and effect from date of passage and approval. Library accessibility during the Service road construction - Possible alternative service areas. 2. What is your opinion on building a new library in the proposed Town Center development? Do you think we could just add a second library building for growth and remain in the present library also? 3. In the event that a new library is built, I hope that space for a local history museum, perhaps run by volunteers from a historical society, will be included in library plans. 4. If the Town Center concept is adopted, would you vote to build a new city hall in the development? 5. Do you personally use the present library? If so, what services do you find useful, and what do you see as areas that need to be improved? 6. Y2K issues - How will they be communicated to NRH citizens? 7. There is hereby established "The Teen Court of North Richland Hills, Texas ". 2. There is hereby established "The Teen Court Advisory Board" for the City. The said "Board" shall be composed of five persons each of whom shall be a resident of the City of North Richland Hills. The term of office for said "Board shall be from one year from May 15th until the following May 15th. The appointees for the first year are as follows: Place 1 Anthony Scoma High School Student Place 2 Dennis Horvath Sponsor Place 3 Becky Thorne - Sutton Sponsor Place 4 Cindy Martin General Public Place 5 Dan Echols General Public 3. It shall be the duty of the Municipal Judge of the City to nominate persons to serve on said "Board" by May 1st of each year. The appointments to said Board shall be made by the City Council from nominations made by the Municipal Judge or on motion of the Council if it rejects one or more of the Judge's nomination. 4. Place 1 on the Board shall be filled from the list of North Richland Hills residents who are students at Richland High School. Places 2 and 3 on the Board shall be filled from a list of persons who are connected with the Teen Court Program as Sponsors which list shall be kept by the Municipal Judge. Place 4 and 5 on the Board shall be filled by appointing residents from the general public. 5. The function of the Board created by this ordinance shall be to approve practices and procedures of the Teen Court which are initially drawn and promulgated by the Municipal Judge. After such practices and procedures have been approved by the Board, the Municipal Court shall enter its order officially adopting same as the "Rules of The Teen Court of North Richland Hills ". Ordinance No. 1539 Page Two 6. In the event that any matter arises in the operation of The Teen Court which is not covered by the said "Rules ", the Municipal Judge is given the discretion to rule on such matter. Final interpretation of the "Rules" shall be within the province of the Municipal Court. PASSED AND APPROVED this 23rd day of May, 1988. Mayor ATTEST: ..G CiV Secretary APPROVED AS TO FORM AND LEGALITY: A torney for the City CITY OF NORTH RICHLAND HILLS Postponed 5 -9 -88 Department: Municipal Court Council Meeting Date: 5 -23 -88 I Subject: Teen Court - Ordinance No. 1539 Agenda Number: GIN 88 -30 As you recall, the Council approved the Teen Court concept based on Judge Thorn's previous presentation to the Council. Teen Court is an alternative program for teenage defendants who have violations filed in the Municipal Court. By establishing a Teen Court in North Richland Hills our young citizens will be afforded an opportunity to "pay" for their wrongs while at the same time contributing to the overall well being of our community. Implementation of the Teen Court program in North Richland Hills would require action by the City Council by way of officially endorsing and authorizing the program. Additionally, the City Council would need to appoint a Teen Court Advisory Board to oversee the operation of the Teen Court. The costs for implementation and operation of Teen Court is relatively small since all of the time spent in operation and administration of Teen Court will be volunteered. However, because of legislation which allows the charging of a fee not to exceed $10.00 per defendant who requests to go through the Teen Court alternative, the entire estimated costs can be recouped through the collection of this fee. Recommendation: It is recommended that the City Council authorize the implementation of the Teen Court program and approve Ordinance No. 1539. Finance Review Source of Funds: Acct.
