ZONING CASE ZC 2011 -06
AN ORDINANCE AMENDING THE COMPREHENSIVE PLAN AND THE
COMPREHENSIVE ZONING ORDINANCE OF THE CITY OF NORTH
RICHLAND HILLS; AMENDING THE ZONING MAP OF THE CITY OF
NORTH RICHLAND HILLS, TEXAS, AND REZONING A 7.69 ACRE
TRACT OF PROPERTY FROM AG (AGRICULTURAL) TO R -1 -S
(SPECIAL SINGLE FAMILY RESIDENTIAL) ZONING; ESTABLISHING
A PENALTY; PROVIDING FOR PUBLICATION; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, notice of a hearing before the Planning and Zoning Commission was sent
to real property owners within 200 feet of the property herein described at
least 10 days before such hearing; and,
WHEREAS, notice of a public hearing before the City Council was published in a
newspaper of general circulation in the City at least 15 days before such
hearing; and,
WHEREAS, public hearings to zone the property herein described were held before
both the Planning and Zoning Commission and the City Council, and the
Planning and Zoning Commission has heretofore made a
recommendation concerning the zone change; and,
WHEREAS, the City Council is of the opinion that the zone change herein effectuated
furthers the purpose of zoning as set forth in the Comprehensive Zoning
Ordinance and is in the best interest of the citizens of the City of North
Richland Hills; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND
HILLS, TEXAS:
Section 1: THAT the Comprehensive Plan, the Comprehensive Zoning Ordinance
and the zoning map of the City of North Richland Hills are hereby
amended by rezoning a 7.69 acre tract of land located in the City of North
Richland Hills, Tarrant County, Texas, more particularly described in the
legal description attached hereto as Exhibit A and the site plan as Exhibit
B from AG (Agricultural) to R -1 -S (Special Single Family Residential)
zoning.
Section 2: Any person, firm or corporation violating any provision of the
Comprehensive Zoning Ordinance as amended hereby shall be deemed
guilty of a misdemeanor and upon final conviction thereof fined in an
amount not to exceed Two Thousand Dollars ($2,000.00). Each day any

such violation shall be allowed to continue shall constitute a separate
violation and punishable hereunder.
Section 3: The City Secretary is hereby authorized and directed to cause the
publication of the descriptive caption and penalty clauses of this ordinance
as an alternative method of publication provided by law.
Section 4: This ordinance shall be in full force and effect immediately after passage.
AND IT IS SO ORDAINED.

EXHIBIT A
WHEREAS Michael W. Morrow & Charlene Morrow are the owners of that certain tract of land situated in the Richardson
Survey, Abstract Number 1266 in the City of North Richland Hills, Tarrant County, Texas, according to the deed to Michael
W. Morrow & Charlene Morrow recorded under Instrument No. D211282280 of the Official Public Records of Tarrant
County, Texas; the subject tract being more particularly described by metes and bounds as follows:
COMMENCING at a %I inch capped rebar stamped "JPH LAND SURVEYING" set at the southwest corner of the tract
described in the deed to Michael W. Morrow & Stephen K. Morrow recorded in Volume 8770, Page
652 of the Deed Records of Tarrant County, Texas, said Place of Commencing being 950 varas west
and 237 varas north of the southeast corner of the Richardson Survey, Abstract No. 1266;
THENCE SOUTH 89 DEGREES 22 MINUTES 14 SECONDS EAST, with the south line of the said tract
recorded in Volume 8770, Page 652 of the said Deed Records, a distance of 250.00 feet to a Mag Nail
with a metal washer stamped "JPH LAND SURVEYING" recovered at the southwest corner of the tract
described in the deed to Michael W. Morrow & Charlene Morrow recorded under Instnunent No.
D211282280 and being the PLACE OF BEGINNING;
THENCE NORTH 00 DEGREES 24 MINUTES 57 SECONDS EAST (bearing basis), with the west line of the
said Michael W. Morrow & Charlene Morrow tract, a distance of 954.00 feet to a 1/2 inch capped rebar
stamped "JPH LAND SURVEYING" recovered at the northwest comer of the Michael W. Morrow &
Charlene Morrow tract;
THENCE SOUTH 89 DEGREES 22 MINUTES 14 SECONDS EAST, a distance of to a 1/2 inch capped rebar
stamped "JPH LAND SURVEYING" recovered at the northeast corner of the Michael W. Morrow &
Charlene Morrow tract;
THENCE SOUTH 00 DEGREES 24 MINUTES 57 SECONDS WEST, a distance of 954.00 feet to a Mag Nail
with a metal washer stamped "JPH LAND SURVEYING" recovered at the southeast corner of the
Michael W. Morrow & Charlene Morrow tract;
THENCE NORTH 89 DEGREES 22 MINUTES 14 SECONDS WEST, a distance of 351.20 feet returning to the
Place of Beginning and enclosing 7.6916 acres.
