CALL TO ORDER The meeting was called to order by Vice Chairman Schopper at 6:32 p.m. 2. ROLL CALL PRESENT Vice Chairman Bill Schopper Don Bowen Steven Copper Kathy Luppy Mike Benton Mark Haynes Ex- Officio Jerry Tyner ABSENT Chairman Randall Shiflet CITY STAFF Director of Planning and Dev. John Pitstick Senior Planner Clayton Comstock Assistant Planner Chad VanSteenberg Recording Secretary Teresa Koontz 3. PLEDGE OF ALLEGIANCE Bill Schopper led the pledge of allegiance. 4. CONSIDERATION OF MINUTES FROM THE JANUARY 19, 2012 PLANNING AND ZONING COMMISSION MEETING APPROVED Steven Cooper motioned to approve the minutes of January 19, 2012, seconded by Don Bowen. The motion passed unanimously (6 -0). Februaryl6, 2012 P&Z Minutes Page 1 5. DISCUSSION OF PROPOSED REVISIONS TO THE COMPREHENSIVE LAND USE PLAN MAP Chad VanSteenberg came forward stating that it has been three years since we have made revisions to the Comprehensive Land Use Plan map. Tonight we will go over the draft version and will not be asking to make a decision to approve at this meeting but will come back to the Planning and Zoning Commission in March. The last update was August 2009 and this would not be a revision to the entire Comprehensive Plan just the map. The proposed changes are (1) RPD's and RIPD's, designated on the old map as medium density, changing to low density (2) Iron Horse TOD John Pitstick said things are changing as of today in talking to the property owner because he is hesitant about ... (3) Little Bear Creek Corridor, showing on the map because development has now occurred (4) Town Center, showing the Recreation Center on the correct location at Hawk and Bud Jensen (5) Oncor owned property north of Country Place Drive and Davis, now designated for retail, changing to Parks, Public — Semi Public Open Space (6) Town Center Regulating Plan, adding the approved streets to map to show what has been approved (7) Zoning Changes, change of categories after rezoning (8) Northeast Loop 820 right of way along 820 /SH 121/183. John Pitstick said we felt this as far as we felt we could take it without having formal public hearings, we are not trying to take rights away from anyone, but all these were related to zoning changes or physical changes. We would like to go back and have a Comprehensive Plan Update, but it could be much later before that occurs. Don Bowen asked if there had been any calls on the old U -Haul building on Boulevard 26? There was a general discussion about the few calls that have been taken lately and the uniqueness of the building. 6. Adjournment There being no other business, the meeting adjourned at 7:00 pm.
