Councilwoman JoAnn Johnson seconded the motion. Motion carried. 2006 Preventive Jimmy Cates, Public Works Operations Manager, Mike Curtis/ Street Maintenance gave a presentation of the proposed 2006 program. Jimmy Cates Program The program for 2006 consists of 12 streets to be asphalt overlaid, 25 streets for slurry seal, and 31 streets to be crack sealed. The cost for the proposed 2006 Preventive Street Maintenance Program is $579,436. A total of $600,000 was approved by Council in the 2005/2006 Capital Projects Budget. Mr. Cates explained that the streets with the lowest condition rating are generally the ones designated for overlay. Other considerations are budget and rate of deterioration. Minutes of C/P Meeting 2/23'2006 Page 1 of 3 a j Mr. Cates explained that overall the streets in North Richland Hills are holding an average overall condition rating of 79, which is considered good. Committee Chairman, Mayor Pro Tern Welch asked Mr. Cates how the asphalt streets compared to concrete streets when comparing the life of the street versus the cost. Mr. Cates explained that the PW staff could do the work for the asphalt streets, but not the concrete streets. When labor is factored in, even though the street life is longer using concrete, the cost/benefit savings are greater using asphalt with staff providing the labor. Councilwoman Johnson asked Mr. Cates what tracking process was used in measuring the effectiveness of the preventive street maintenance program. Mr. Cates explained that staff utilizes a Pavement Asset Management Program in measuring the effectiveness and the American Public Works Association Standards in evaluating the life of a street. Staff presented a yearly condition rating comparison for the program from 1999 through 2006, which shows that staff has been successful in "maintaining" a "good" condition rating. Mayor Trevino pointed out that when the overall condition rating in the table was calculated, there were 3 factors to consider. The overall condition rating level is due to: 1. The $600,000 approved by Council for the program in the CIP Budget. 2. Investing in new roads and reconstruction. 3. New developments. The above 3 factors all contribute to the "good" condition rating. Mayor Trevino suggested that during the upcoming 2006/07 CIP budget preparation, the Committee should point out that more funds may need to be budgeted towards the Preventive Street Maintenance Program. When factoring in #2 and #3 above, there are more streets which will need to be maintained (new and newly reconstructed streets all start with a high level, and will steadily o down). Motion carried. Staff should present the 2006 Preventive Street Maintenance Program to Council for approval. Mayor Pro Tem Welch, CIP Committee Chairman, adjourned the meeting at 4:33 p.m. Minutes of C/P Meeting 2 Page 3 of 3 CITY OF NORTH RICHLAND HILLS Department: Public Works Department Meeting Date: 4/24/07 Subject: 2007Preventive Street Maintenance Program Case /Item Number: 2 The Public Works Department has developed a 2007 Preventive Street Maintenance Program. The program consists of asphalt overlay (16 streets), slurry seal (36 streets), and crack seal (32 streets). Attached you will find a listing of the streets being considered. The streets identified to be overlaid are generally the streets that have the lowest condition rating. Public Works staff has looked at the streets with the lowest condition rating and made a determination as to which streets are eligible for a 2" HMAC Overlay. Staff also considered budget and the rate of pavement deterioration to develop the recommended list of streets to be overlaid. Of the 16 streets that will be overlaid, 2 will have the subgrade stabilized and 5 inches to 6 inches of new asphalt will be placed. The remaining 13 streets will be resurfaced with 2 inches of asphalt. The estimated cost for the 2007 Preventive Street Maintenance Program is $799,988. City Council approved $800,000 in the 2006/2007 Capital Projects Budget. Attached is a list of the specific streets selected by staff with location maps for the 16 overlay streets and 36 slurry seal streets. Staff will be available at the meeting to answer any questions.
