CALL TO ORDER Mayor Trevino called the meeting to order July 25, 2011 at 7:15 p.m. 2. APPROVAL OF MINUTES OF JUNE 13, 2011 SIGN REVIEW BOARD MEETING APPROVED Mayor Trevino called for a motion. COUNCILMAN TURNAGE MOVED TO APPROVE THE MINUTES OF THE JUNE 13, 2011 SIGN REVIEW BOARD MEETING. COUNCILMAN WHITSON SECONDED THE MOTION. MOTION TO APPROVE CARRIED 7 -0. SRB 2011 -05 PUBLIC HEARING TO CONSIDER DIGITAL BILLBOARD REQUEST BY CLEAR CHANNEL OUTDOOR NEAR THE 8800 BLOCK OF AIRPORT FREEWAY /SH -121 PER CODE OF ORDINANCES SECTION 106(12)B APPROVED Mayor Trevino opened the public hearing. Mr. Jake Smith, representing Clear Channel Outdoor came forward and presented a request to modify an existing 672 square foot non - conforming conventional billboard with digital technology. Mr. Dave Pendley, Building Official, summarized the item. The applicant is requesting permission to convert a billboard with digital technology. The billboard is located east and adjacent to the two -story CVS office building (near 8821 Airport Freeway) on the north side of the freeway and will be visible to west -bound traffic only. The proposed billboard meets current standards with the exception of the following two requested variances. 1. Current ordinance requires a minimum separation of 300 feet from the nearest residential zoning line. The center post of the billboard will be approximately 30 feet from the zoning line; with the closest edge being approximately 6 feet from the zoning line. The applicant is requesting to maintain the current adjacency to multi - family residential zoning. 2. Current ordinance requires a minimum separation of 1,500 feet. This billboard is located approximately 750 feet away from another conventional billboard. Applicant is requesting to maintain the current separation of 750 feet from the nearest conventional or digital billboard on the same side of the freeway. Staff has reviewed the application and visited the site, and believes that the proposed billboard conversion with requested variances will meet the Highway Beautification Act of 1965 as well as city requirements, and does not believe the conversion of the billboard with digital technology will have a negative impact on the surrounding properties provided strict lighting levels are adhered to during evening hours. Mayor Trevino called for comments in support of or opposition to the request to come forward. There being no one wishing to speak, Mayor Trevino closed the public hearing. COUNCILMAN WELCH MOVED TO APPROVE SRB 2011 -05 WITH THE TWO VARIANCES REQUESTED. COUNCILMAN WHITSON SECONDED THE MOTION.
