CALL TO ORDER The meeting was called to order at 2:02 p.m. 2. CONSIDERATION OF MINUTES Garry Cope: The first order of business is the consideration of the minutes from our last meeting. Are there any questions or comments about the minutes? If not, do I hear a motion? Deryl Brown: I make a motion that we accept the minutes. Tom Moreau: I second the motion. Garry Cope: I have a motion and a second to accept the minutes of our last meeting. All those in favor say aye. Let the record show that it was a unanimous aye. 4. SSB2011 -34 PUBLIC HEARING FOR BLOCK 1 LOT 17 EMERALD LAKES ADDITION KNOWN AS 8365 EMERALD CIRCLE Garry Cope: Our first hearing today is SSB2011 -34 Block 1 Lot 17, Emerald Lakes Addition, known as 8365 Emerald Circle. Tim Horvath: Presented a power point presentation for SSB2011 -34. Garry Cope: Is there anyone who wishes to speak on behalf of this property? Gayle Follett: 8333 Emerald Circle. Gayle Follett expressed how happy they were to see this house be demolished. She asked who the new owner would be. Tim Horvath: Raza Mian has purchased the property and plans to get a permit to begin demolition. Bill Woodrow: 8352 Emerald Circle. Mr. Woodrow stated that he also was glad to hear that the property has been purchased and that there were plans for demolition. He stated it was an unsafe structure. Garry Cope: I now close this public hearing and open it to the board. Do I hear a motion? Tom Moreau: I make a motion that the Board determines that the structures on this property are substandard and hereby order that: (1) Miguel A Molina, owner of the property located at 8365 Emerald Circle, in North Richland Hills, Texas, Block 1 Lot 17 Emerald Lakes Addition, North Richland Hills, Tarrant County Texas shall within thirty (30) days; obtain a building permit to repair the structure to minimum standards or obtain a demolition permit from the Building Official and demolish the structure to foundation. (2) The lien holder, if any, of said property shall within thirty (30) days, should the property owner(s) fail to do so, repair the structure to minimum standards or obtain a building permit and demolish the structure to foundation. (3) If the repairs are not made or if a permit is not obtained and work is not completed in the time referenced in the preceding paragraph, the City of North Richland Hills shall demolish the structure to foundation and charge all expenses incurred by the city to the owner and place a lien upon the property for the amount owed. The costs, together with interest accruing at 10% per annum will be assessed as a charge against the land and will be a personal obligation of the owner. Bob McCary: I'll second the motion. Garry Cope: All those in favor? Let the record show it was a unanimous aye. 5. SSB2011 -35 PUBLIC HEARING FOR BLOCK 5 LOT 2 DIAMOND OAKS SOUTH ADDITION KNOWN AS 3325 WILLOWCREST DRIVE Garry Cope: The next case is SSB2011 -35 Block 5 Lot 2, Diamond Oaks South Addition, known as 5749 Rufe Snow Dr. Dena Milner: Presented a power point presentation for SSB2011 -35. Garry Cope: Is there anyone who wishes to speak regarding this property? Lisa Rowland: Regional Manager, 2561 SW Grapevine Pkwy Ste 200, Grapevine TX 76051. Lisa Rowland passed out a handout with the general points timeline. She spoke briefly about the repairs that plan to take place. She stated that the owner hopes to have all the repairs made within 120 days. George Staples: Stated that the city would need a copy of the timeline in order to grant an extended extension. Todd Pitts: Taylored Construction 18208 Preston Rd. Ste D9 -356 Dallas TX 75252. Mr. Pitts stated that he believes he can bring the property back into compliance within 120 days. He stated that insurance has been dragging their feet but once they hear from their insurance company they will hire and architect. George Staples: We need to get this building secured so that kids won't be able to get in. Do you plan to immediately secure this property? Lisa Rowland: She stated they will immediately secure this property. Dave Pendley: Do you have a timeline for bringing this property back into compliance? Todd Pitts: We will need approximately 28 days to work on the roof, 60 days to sheetrock and we will finish up the final repairs within the 120 days. Garry Cope: Is there anyone else who wishes to speak on behalf of this property? Seeing none I now close this public hearing and open it to the board. Do I hear a motion? Bob McCary: I make a motion that the Board determines that the structures on this property are substandard and hereby order that: (1) Ronald V. Franco, owner of the property located at 3325 Willowcrest Drive, Lot 2, Block 5, Diamond Oaks South Addition, North Richland Hills, Tarrant County Texas, shall within 45 days obtain all necessary building permits, repair the roof within 28 days, complete the drywall within 60 days and complete all required repairs within 120 days. (2) If the property owner fails to carry out either of the actions set forth above within the time provided, the lien holder(s) shall be allowed the same additional time as provided above to complete such required actions. (3) If this order is not complied with, procedures shall be instituted for assessment of a civil penalty of up to $1,000.00 per day against the property as provided by Section 98 -470 of the North Richland Hills Code of Ordinances. Brian Crowson: I'll second the motion. Garry Cope: All those in favor? Let the record show it was a unanimous aye. 6. ADJOURNMENT The Chairman adjourned the meeting at 2:58 p.m. Chairman;
