The Economic Development Advisory Committee was called to order at 11:51 a.m. by
Mike Rigby. Minutes from our March 21, 2012 meeting were approved unanimously_
Mike Rigby turned the meeting over to Mr. Hulse at which point he welcomed everyone
and proceeded to ask the Committee to introduce themselves_
YEAR I N REVIEW
City Highlights
• Voters supported building a New City Hall at the former mall site. This will
revitalization the unsightly mall site and should revitalize Boulevard 26 south of
NE Loop 820
• NRH is currently having a comm construction rebound
• NRH rises above region in new single family residential permits & investment
• The new NRH Centre exceeds expectations
• The North Tarrant Parkway expansion from Davis to Denton highway is complete

Economic Development Highlights
• City agrees to purchase 12 acres of land at the former mall site.
• The City had 18 participants in the BIG Program with $2 million in private
investment
• Floor and Decor will occupy 89,000 square feet in NRH. Largest lease in the
DFW area so far this year
• More revitalization on Boulevard 26, a new design for QuikTrip
• Two businesses that relocated to their own new building in the City were Office
Depot and Liberty Bank. Conway Freight located to a larger space at 9151
Boulevard 26
• More revitalization at the Boulevard 26/820 corridor were three large auto
dealerships; Allen Samuels, Bankston and Huggins.
Notable New Businesses
• Mooyah Burgers, Sushi Nikko, and Sweet Frog are all located at Boulevard 26
and Hometown
• Fantastic Sam's, Clothes Mentor (great upscale resale) E -Care Emergency,
Dollar Tree, located on Davis Blvd and N. Tarrant Parkway
• Red Barn BBQ, Zonga's Mediterranean Restaurant, Buffet Palace, Dickie's BBQ
and My Dentist all have provided great renovations in previously vacant spaces
UPDATES:
North Tarrant Express
• On schedule time wise and budget wise
• The ramp sequencing forecast will be very heavy in 2013 with the most red
closures of entire project
• Holiday Lane eastbound off ramps will be closed permanently
• Most of the frontage road will be three lanes
• Holiday Lane will have a Texas U -turn
• Completion date of mid 2015 still looks good
• The Iron Horse eastbound ramp will be closed almost one year but will not be
closed until frontage road is constructed
• A two minute video of updates by TxDOT shows a 13 mile stretch of what the
new road will look like from 35 to 114
Hometown
• The Enclave will consist of 260 high -end apartment units (multi - family) right off of
Mid Cities Boulevard and Cardinal
• Soon to be built in the southern portion of Hometown will be 450 high -end single
family town homes

Big Program
• To date 17 total businesses have been part of the BIG Program. While the City
has invested $179,327 the 17 businesses have made over $2.4 million in
improvements
• The initial BIG Program started off with $100,000. To continue the program on
an additional $100,000 was added in 2010. The additional $100,000 came from
the natural gas lease funds
• Examples of businesses that have participated in the BIG Program are;
Red Lobster, HME of Texas (the old Green Mama's) Zonga's Restaurant and the
most recent is Niki's on Davis with the most dramatic renovation so far. They
pushed the renovation figure to over 2 million.
Boulevard 26
• The revitalization south of the loop begins with Boulevard 26, Rufe Snow and
Glenview. These locations reflect the beginning of the City of North Richland Hills
• The improvements will begin with burying the utility lines, adding decorative lights
and upgrading the three following intersections; Boulevard 26 @ Glenview,
Boulevard 26 @ Rufe Snow and also Rufe Snow @ Glenview
• Cobb Fenley will be doing the work
• The City is working at obtaining the public utility easement agreement with each
of the property owners
• The State ROW acquisition has run out of money regarding Highway 26. The
Grapevine /Colleyville border is where the funding stopped
City Facilities Project
• All of the old mall site property owned by Kest will need to be replatted because
of the City purchasing the 12 acres for the New City Hall. The City would like it
rezoned as a planned development and not just commercial.
• The entrance to the old mall site will be updated
• Three partners are ready for burial of the utilities
• The City has hired Brinkley- Sargent Architects to design the new municipal
complex. They are also the firm that designed the NRH Centre
Site Selection Feature on NRHED.com
The new NRHed.com website was launched in May 2012 and is managed by Robert
Lung. Because the new site is more user friendly the department continues to see more
hits. Not having to dig for information and having it readily available saves research
time since it has been done for you. The interactive map is highly popular. There is an
interactive land tool, where you can look up deeds. There is also a map and
transportation map.
