SEPTEMBER 24, 2012 — 7:15 P.M.
The City Council of the City of North Richland Hills, Texas met as the Sign Review
Board on the 24th day of September 2012 immediately following the 7:00 p.m. Council
meeting.

SIGN REVIEW BOARD MEETING. COUNCILMAN TURNAGE SECONDED THE MOTION.

SRB 2012 -04 PUBLIC HEARING TO CONSIDER A REQUEST FROM THE HILLS
SURFACE RIGHTS FOUNDATION FOR PERMISSION TO RECONSTRUCT
A FORMERLY EXISTING 370 SQUARE FOOT, ON- PREMISE,
POLE SIGN AS PER 106 -15 OF THE NORTH RICHLAND
HILLS CODE OF ORDINANCES

Mayor Trevino opened the public hearing and called on the applicant to come forward.
Mike Washburn, President of The Hills Surface Rights Foundation, came forward. Mr.
Washburn explained that due to the widening of 820 an on- premise pole sign had to be
removed. The Church is requesting a two -sided digital sign to replace the one that was
removed.
Dave Pendley, Building Official, summarized the item. The land where the sign
formerly existed was acquired by TxDOT during right -of -way acquisition and was
removed for the construction of North Tarrant Express. The sign is not eligible for
replacement because it will not comply with the current sign regulations. Prior to the
expansion of the roadway, The Hills Church had a legal non - conforming status of
having two on premise pole signs. The Development Review Committee reviewed the
request and found that the Church has two contiguous parcels along Loop 820
containing over 2,000 linear feet of freeway frontage. The location of the sign was
moved approximately 1,000 feet from the existing pole sign and masonry surround
added to the main support structure. Freeway frontage dealerships are allowed to put
separate pole signs in areas with less frontage than The Hills property. As such, staff
does not feel the continuation of this non - conformity will be detrimental to the
surrounding area and recommends approval of the request.
Mayor Trevino called for anyone wishing to speak for or against the request to come
forward.
There being no one wishing to speak, Mayor Trevino closed the public hearing and
called for the motion.
COUNCILMAN RODRIGUEZ MOVED TO APPROVE SRB 2012 -04. COUNCILWOMAN WRIGHT
OUJESKY SECONDED THE MOTION.
MOTION TO APPROVE CARRIED 7 -0.
