CALL TO ORDER
Chairwoman Kusmierski called the meeting to order February 4, 2013 at 6:01 p.m.

CITIZEN COMMENTS
Comments were received from Mr. Charles Edwards, 6925 Victoria Ave. Mr. Edwards
requested that 10 mph signs be placed at each entrance of the NRH Centre parking lot.
Mr. Edwards also requested badges for the Senior Citizen participants.

BOARD MEETING. MR. PENA SECONDED THE MOTION.

RECOMMENDATION TO READOPT THE NRH YOUTH
PROGRAMS STANDARDS OF CARE ORDINANCE
Mr. Ron Newman, Program Coordinator, presented the Youth Programs Standards of Care
Ordinance and highlighted changes from previous years.
MS. TIPPS MOVED TO FORWARD THE YOUTH PROGRAMS STANDARDS OF CARE ORDINANCE TO CITY
COUNCIL FOR FORMAL ADOPTION. MR. FILIS SECONDED THE MOTION.
MOTION TO APPROVE CARRIED. 4 -0.

RECOMMENDATION TO APPLY FOR THE NATIONAL RECREATION
AND PARK ASSOCIATION'S NATIONAL GOLD MEDAL AWARD
With the recent announcement that the Parks and Recreation Department was named the
2013 Texas Gold Medal Award Winner by the Texas Recreation and Park Society (TRAPS),
staff would like to apply for the National Recreation and Park Association's National Gold
Medal Award. This prestigious award recognizes the best park and recreation systems in the
country by population category and is the highest honor that an agency can receive. The
department won the National Gold Medal in 2000 and is one of the few Texas cities that have
received the honor.
MR. CRANE MOVED TO SUPPORT THE PARKS AND RECREATION DEPARTMENT'S APPLICATION
PROCESS FOR THE NATIONAL RECREATION AND PARK ASSOCIATION'S NATIONAL GOLD MEDAL
AWARD. MS. TIPPS SECONDED THE MOTION. MOTION TO APPROVE CARRIED. 4 -0.

TEXAS RECREATION AND PARK SOCIETY GOLD MEDAL AWARD
The North Richland Hills Parks and Recreation Department was notified that the department
has been named the 2013 Texas Gold Medal Award Winner by the Texas Recreation and
Park Society (TRAPS) in the 50,000 — 100,000 population category.
The award will be officially presented at the TRAPS Annual Institute in Lubbock on March 7,
2013.

YOUTH SPORTS ASSOCIATIONS ANNUAL REPORTS
Orlando Ochoa with the North Richland Girls Softball League (NRGSL) presented their
annual report to the Park and Recreation Board.

ADVENTURE WORLD PLAYGROUND UPDATE
Mr. Bill Thornton, Assistant Director of Parks and Recreation, presented an update on the
Adventure World Playground. Staff has been working with Dunaway Associates and Shane's
Inspiration in incorporating the best parts of the two concept plans presented to Park Board in
January. The project is scheduled to begin construction in August 2013, with completion in
February 2014.

ASSISTANT DIRECTOR'S REPORT ON
CURRENT PROGRAMS AND SERVICES
Ms. Sharon Davis, Assistant Director of Parks and Recreation, presented an update on
activities and events offered through the NRH Centre, Tennis Center, Senior Center and
Cultural Arts. Highlights include:
• February - National Heart Health Month
• Group Fitness and SilverSneakers participation
• Underwater Easter Egg Hunt
• Two new basketball leagues, Spring Pre - Season Adult Softball Tournament and
"Lucky Spike" Adult Co -Ed Volleyball Tournament
• 5 Annual Andy Mattison Benefit Softball Tournament
• NRH Senior Center "Tea for You"
• Free balance screenings and health screenings at the Senior Center
• Bridal Open House hosted by the Grand Hall
• Post Bridal Show at the Grand Hall
• RTC February Fun Day, Friday, February 22
• "Last Lobs on the Loop with Charlotte" March 16
• Easter In The Park, March 23, 2013
• 2013 Sounds of Spring Concert Series

PARKS CAPITAL PROJECTS
Mr. Bill Thornton, Assistant Director of Parks and Recreation, presented updates on the
following capital improvement projects:
• Calloway Branch Trail & John Barfield Trail

NRH2O FAMILY WATERPARK UPDATE
Mr. Chris Swartz, Aquatic Park Manager, presented updates on the operations and
maintenance of NRH Family Water Park. Highlights include:
• Polar Plunge raised over $20,000 for Special Olympic program
• Seasonal team member hiring

INFORMATIONAL ITEMS
Marty Kusmierski invited the Board and staff to lunch on February 12 to discuss a fundraising
project she would like the Board to be involved in.
