A.1 Report from Commissioner Fickes on Tarrant County Activities Tarrant County Commissioner Fickes briefed the City Council on various transportation projects the County partnered with North Richland Hills and other cities on, the JPS Health Network, the Tarrant County Public Health program, the Empowering Senior Program, the County's participation with cities in economic development programs, and the Northeast Tarrant Transportation Summit. Mayor Trevino thanked Commissioner Fickes and the County for their assistance and support of North Richland Hills. A.2 Quarterly Financial Status Report Mr. Mark Mills, Budget Director, presented a PowerPoint presentation that gave a brief overview of the City's quarterly financial status for the period ending March 31, 2013. Information was presented on the major operating funds and their revenues and expenditures to date in relation to expectations. Council was advised all funds are trending within expectations with the Park Fund trending better than expected. Mr. Mills advised Council they would receive a detailed electronic copy of the report. A.3 Amend the Sidewalk Policy to Include a Cost Share Program Mr. Mike Curtis, Managing Director, reviewed with Council revisions to a proposed sidewalk policy. The policy was previously presented to Council several months ago and staff was instructed to add a City Cost Sharing Program for the replacement of driveways. Mr. Curtis highlighted the proposed policy and the eligibility of existing sidewalks and drive approaches for the Cost Share Program. In response to questions from Council, Mr. Curtis advised $25,000 had been budgeted for the program and the feet of sidewalks the funding would cover. Council concurred with the proposed policy. B.0 EXECUTIVE SESSION - The City Council may enter into closed Executive Session to discuss the following as authorized by Chapter 551, Texas Government Code No items for this category. A.3 SPECIAL PRESENTATION AND RECOGNITION(S) - CERTIFICATE OF RECOGNITION OF THE BIRDVILLE CENTER OF TECHNOLOGY AND ADVANCED LEARNING PRESENTED BY COUNCILMAN TURNAGE Councilman Turnage invited Mike Benton, BISD Technology Construction Instructor, Diane Spradling, Volunteer Community Garden Coordinator and the BISD Technology Construction students in the audience to join him at the podium. Councilman Turnage presented Mr. Benton with a certificate of recognition for the design and construction of four water barrel stations at Iron Horse Golf Course and construction of the garden shed and other projects at the Common Ground Community Garden. A.4 CITIZENS PRESENTATION Kevin Metner, 4901 Wondol Court and 4913 Wayland Court expressed his concerns for the 820 Expansion project plans affecting his home and neighborhood. Mr. Menter asked for the city's help with negotiations with Texas Department of Transportation. Mayor Trevino asked that Mike Curtis, Management Director, continue to be involved with the matter. B.0 APPROVAL OF CONSENT AGENDA ITEMS APPROVED B.1 APPROVAL OF MINUTES OF APRIL 22, 2013 CITY COUNCIL MEETING B.2 PUBLIC LIBRARY - PLAZA DRAINAGE IMPROVEMENTS MAYOR PRO TEM LOMBARD MOVED TO APPROVE THE CONSENT AGENDA. D.0 PLANNING & DEVELOPMENT DA FP 2013 -01 CONSIDERATION OF A REQUEST FROM STONEYBROOKE, LLC FOR A FINAL PLAT OF STONYBROOKE ADDITION PHASE II ON 4.70 ACRES AT 7200 DAVIS BLVD. APPROVED Mayor Trevino called for the applicant to present the item. Chuck Stark, representing Barron -Stark and Swift Consulting Engineers, came forward representing the applicant for the Stonybrooke Addition Phase II project. This is a request for approval of a final plat. This project is a continuation of what was constructed in the Phase I addition. The subdivision will consists of 29 small lots, private water feature, sidewalks, a screening wall with garden type homes located on Hightower Drive. He was available for any questions council may have. John Pitstick, Planning and Development Director, summarized the item. On behalf of Nirvana Stone Villas Phase II LLC, Stoneybrooke LLC is requesting approval of a Final Plat for 29 single family residential lots and 6 open space lots on 4.70 acres located at the northeast corner of Davis Boulevard and Hightower Drive. The proposed Final Plat is consistent with the approved RI -PD zoning and the proposed Preliminary Plat. As part of the RI -PD zoning, the streets within this subdivision will be private. Ownership and maintenance will be the responsibility of the HOA. This is due to the subdivision not having a typical street and right -of -way width. The lot layout and common open spaces indicated on the Final Plat are consistent with the approved Concept Plan for the development. The Planning & Zoning Commission recommended approval by a 6- 0 vote subject to the applicant working with staff on appropriately addressing (postal addresses) the development. E.0 PUBLIC WORKS EA AN ORDINANCE AMENDING CHAPTER 54 OF THE NORTH RICHLAND HILLS CODE OF ORDINANCES PROHIBITING PARKING ON VANCE ROAD AND PARCHMAN STREET - ORDINANCE NO. 3246 APPROVED Mark Hindman, City Manager, presented the item. Due to traffic and safety concerns, staff is proposing to prohibit street parking on both sides of Vance Road south from Glenview Drive for 520 feet and on both sides of Parchman Street for 450 feet from Glenview Drive. Currently an existing ordinance prohibits parking on the east side of Vance Road for 560 feet during the hours of 8:00 AM to 8:00 PM. This ordinance will eliminate the time period and prohibit parking anytime on the east side of Vance Road. Staff recommends the approval of Ordinance No. 3246. COUNCILMAN TURNAGE MOVED TO APPROVE ORDINANCE NO. 3246. COUNCILMAN WHITSON SECONDED THE MOTION. MOTION TO APPROVE CARRIED 7 -0. F.0 GENERAL ITEMS F.1 APPROVE RESOLUTION ADOPTING THE UPDATED STRATEGIC PLAN 2020 - RESOLUTION NO. 2013 -015 APPROVED Mark Hindman, City Manager, presented the item. At the City Council Goals Work Session February 8 - 9, 2013, the City Council reviewed, modified, and reaffirmed the Strategic Plan 2020. The Strategic Plan 2020 includes City Council Goals and House Rules. The City Council affirmed all nine of the Council Goals as high priority and consistent with Council and community priorities. Staff recommends approval of Resolution 2013 -015 adopting Strategic Plan 2020 of North Richland Hills established February 2013. MAYOR PRO TEM LOMBARD MOVED TO APPROVE RESOLUTION NO. 2013 -015. H.0 INFORMATION AND REPORTS H.1 ANNOUNCEMENTS Councilman Welch made the following announcements. Without significant rainfall, Stage 1 watering restrictions are likely to be implemented again soon. Stage 1 limits outdoor watering with sprinklers and irrigation systems to no more than twice per week on designated days. Residents and business owners are encouraged to adjust their sprinkler systems now to prepare for Stage 1 conservation. The Building Inspection Department invites the community to stop by this week to learn about building safety, ask questions and get information. A display will provide information on backyard and pool safety with handouts and tips for those building decks, patios, pools, etc. Refreshments will be provided. Join us this Friday for another Sounds of Spring Concert at the NRH Centre. Texas guitar legend Buddy Whittington will perform starting at 7 p.m. Seating is on the lawn, so don't forget to bring a blanket or lawn chair. Admission is free. He brought it to the front desk and they were able to contact the person who wrote the check. She was very appreciative and extends her deepest appreciation and gratitude to Leon.
