TRANSIT ORIENTED DEVELOPMENT CODE John Pitstick gave a Power Point presentation of the revisions to the T.O.D. Transit Oriented Development Code. February 7, 2012 Work Session P &Z Minutes Page 1 SUMMARY • 2009 - Smithfield area rezoned /Iron Horse put on hold • 2013 - Only text revisions underway that would affect Smithfield, Iron Horse rezoning contingent on TEXRaiI and Cotton Belt plans • Text revisions based on lessons learned from Town Center rezoning and Needham McCaffrey input TOD Proposed 2013 Text Revisions 1) Permitted uses — Restricting unwanted uses -heavy construction or manufacturing, alternative financial and second hand dealers. 2) Mixed Use Criteria administered by the DRC for entire character zone. 3) Parking ratios are adopted from Home Town with shared and on- streetparking 4) Public Open Space adopted from Home Town standards - 5% of gross area . Private personal open space requirements for porches, stoops, patios, decks 5) Build to zones defined by either buildings, 4 foot street screen or public plaza 6) Block Standards revised to accommodate character zones 7) Apartment buildings only allowed in TOD Core with density and quality Smithfield TOD Core — 25 du /acre minimum Iron Horse TOD — 30 du /acre with required structured parking 8)New Single family detached and Townhome restrictions Alleys required on all single family Tots less than 60 feet in width 9 )Architectural requirements promote new urbanist buildings but allow for contemporary design 10) Building materials & construction B.0 Adjournment There being no other business, the meeting adjourned at 8:00 pm.
