Approval of January 12, 2012 Gas Board of Appeals Meeting Minutes.
APPROVED
Garry Cope, seconded by Kathy Luppy, motioned to approve the minutes from
January 12, 2012. The motion carried unanimously (4 -0).

GB 2012 -02
Public hearing and consideration of a request from Chesapeake Energy
Corporation for a deviation from distance requirements to gas wellheads at the
proposed NRH 1H & Colt 2H, 6400 Browning Drive. Distance requirements are
established in the Section 104 -6 of the City of North Richland Hills Code of
Ordinances

John Pitstick came forward with a Staff report for the Public Hearing and consideration
for a request for deviation from distance requirements to gas wellheads at the proposed
NRH 1H and Colt 2H. The Rick Pad Site was recently approved by the Planning and
Zoning Commission with stipulations as well going to City Council and recently
approved for the pad site and SUP. The stipulations were maximum number of 10 wells
and restricted to a 5 year date from approval, minimum of 150 feet setback be
established for 7 of the 10 wells adjacent to the property lines and public streets. As
part of their SUP approval, we received 19 out of the 20 property owners signed
consent letters.
Vice Chairman Shiflet opened the Public Hearing and asked the applicant to come
forward.
Jenna Waters, Public Affairs Manager with Chesapeake Energy, 100 Energy Way, Fort
Worth, TX. Came forward requesting a variance for the Colt 2H and NRH1H which is
located at the Rick Pad Site at the corner of Wuliger Way and Browning Drive. They
are seeking two well variances for the Colt 2H and NRH1H for the set back of 600 feet
of residences for both wells and a variance from the 150 feet right of way for the
NRH1H. There was a Power Point presentation with the requested information.
Vice Chairman Shiflet asked for clarification if Chesapeake is not requesting a variance
of 150 foot from border?
There was a general discussion about the locations and set backs of the surrounding
properties.
Jenna Waters said when the City Council approved the SUP one of the stipulations of 7
of the 10 wells would meet within the setbacks. This is 1 and 2 of 3 that are not
required.
Vice Chairman Shiflet asked if anyone else wished to come forward to speak for or
against. Seeing none , he closed the Public Hearing and entertained a motion.
APPROVED
Garry Cope, seconded by Kathy Luppy, motioned to approve GB2012 -02. The
motion carried unanimously (4 -0).

There being no further business, the meeting was adjourned at 6:43 p.m.
