ORDINANCE NO. 1236
BE IT ORDAINED by the City Council of the City of North
Richland Hills, Texas, that Ordinance No. 784, adopted September 24,
1979, Building Code for the City of North Richland Hills, be amended
so that the following amendments to the said Building Code be and they
are hereby made as follows:
Section 5.1.
Adoption of Building Code and Standards.
The Uniform Building Code, 1985, the ICBO Installation Standards
and amendments and revisions thereto as adopted by the International
Conference of Building Officials, a copy of which is attached hereto
is hereby adopted and designated as the building code of the City, the
same as though such code were copied at length herein except as
amended, added to or deleted in this chapter. Three (3) copies of the
code and amendments are on file in the office of the City Secretary.
Section 5-2.
Penalty; enforcement
(a) Any person, firm, or corporation violating any portion of
this chapter shall be deemed guilty of a misdemeanor and fined not
less than fifty dollars (50) nor more than one thousand dollars
($1,000.00). Each day's violation shall be considered a separate
offense.

Section 5-3.
Amendments to specific building code sections.
Section 201 of the Uniform Building Code is hereby amended to
read:
Section 201(a) There is hereby established in this jurisdiction a code
enforcement agency which shall be under the administrative of the
Department of Planning and Operational Control of the building
official.
(b) The building official shall be appointed and dismissed by
the City Manager.
Section 205 of the Uniform Building Code is amended by adding the last
sentence thereof to read:
Each such person shall be deemed guilty of a separate offense for
each and every day or portion thereof during which any violation of
any of the provisions of this code is committed or continued and upon
conviction of any such violation such person shall be fined not to
exceed one thousand dollars ($1,000.00).

Section 2516(f)5 of the Uniform Building Code is amended by changing
the first paragraph to read:
5. Draft stop construction. Draft stopping materials shall be
not less than one-hour fire-resistive construction.
Section 2517(g)2 of the Uniform Building Code is hereby amended
to read:
2. Framing details. Studs shall be placed with their wide
dimension perpendicular to the wall. Not less than three studs shall
be installed at each corner of an exterior wall.
EXCEPTION: At corners a third stud may be omitted through the
use of wood spacers or backup cleats of 3/8-inch-thick plywood,
l-inch-thick lumber or other approved devices which will serve as an
adequate backing for the attachment of facing materials.
All wall studs shall be capped with double top plates installed
to provide overlapping at corners and at intersections with other
partitions. End joints in double top plates shall be offset at least
48 inches.
When bearing studs are spaced at 24-inch intervals and top plates
are less than 2 by 6 or two 3 by 4 members and when the floor joists,
floor trusses or roof trusses which they support are spaced at more
than l6-inch intervals, such joists or trusses shall bear within 5
inches of the studs beneath or a third plate shall be installed.
Studs shall have full bearing on a plate or sill not less than 2
inches in thickness having a width not less than that of the wall
studs.

Relationship to zoning.
In the event that Ordinance No. 1080, zoning ordinance, in any
way conflicts with this chapter, building code, then in such event,
Ordinance No. 1080, zoning ordinance, shall govern.

Section 5-9. Certain residential buildings required to have
percentage masonry, brick, etc.
All multifamily, two-family, one family dwellings and permanent
structures on a residential lot shall have exterior walls constructed
of seventy-five (75) per cent brick, stone, or if apprived by the City

Fire protection and separation between zero lot
line, two family, and multi-family dwellings.
(a) Zero lot line and two-family dwellings shall have a one-
hour separation from each other continuous from the floor to the
bottom of the roof deck. Where the roof-ceiling framing elements
are parallel to the walls, such framing and elements supporting
such framing shall be of not less than one-hour fire-resistive
construction for a width of not less than four (4) feet on each
side of the wall. Where roof-ceiling framing elements are
perpendicular to the wall, the one-hour fire resistive construction
shall extend not less than four (4) feet on each side of the wall
with fire blocking between the rafters.
(b) Multi-family dwellings shall have a one-hour fire
separation between each unit. If trusses are used in the
floor-ceiling assembly, then they shall be protected by one-hour
fire-resistive materials enclosing the entire truss assembly on all
sides for its entire length and height. Draft stops shall be
installed in the attics above and in line with the walls separating
each unit from another unit.
All ordinances or parts of ordinances in conflict herewith are
hereby repealed.
This ordinance shall be in full force and effect from and
after its date of passage and approval.
