Meeting Minutes
Call to order
Chairperson Kathy Luppy called to order the meeting of the Keep NRH Beautiful Commission
at 6:00 p.m. on August 20, 2013 in the N. Richland Hills Library Board Room.

2. Approval of minutes from last meeting
Kathy Luppy moved to approve the minutes of the April 16, 2013 meeting. Minutes
approved as written.
3. Recognition of newly appointed and reappointment of Members in Places 1,3,5,7.
Debbie York introduced new member Sandra Totty to Commission and acknowledged the
reappointment of Justin Welborn, Holly Bullington and Dona Tyner for another 2 year term as
Commission Members.
4. Election of Officers
Kathy Luppy was re-elected President and Donah Tyner was elected Vice -President by a
unanimous vote.
5. Judging of "I Dig My Garden" Photo Contest
The Commission viewed all of the entries for the contest and voted for a winner in each category.
The winners are:

Commission discussed possible changes for next year's contest due to lower participation, such
as creating a new category to combine entries when there is only one received in any of the other
categories. Commission may also want to send information to apartment complexes to encourage
participation in the Balcony Bliss category. More discussion will take place before next year's
contest.
6. Review of Programs & Projects
Kathy Luppy and Debbie York gave a brief report on the Keep Texas Beautiful Conference they
attended in June, 2013. They reported that there seemed to be fewer workshops than last year.
Next year's conference will be held in Austin, TX.
Debbie York brought up the Governor's Achievement Award application and possible changes to
programs to increase chances of winning. One item was the Waste in Place program. Recently
there was a workshop sponsored by NEET for teachers on the program, which includes more
activities that might be beneficial in the Recycled Art Contest. It was suggested that the name for
that contest be changed to the Waste in Place Art Contest. Kathy Luppy mentioned that possibly
the Commission could sponsor a bus to take students to the Recycle Center. She will find out
details on costs, etc. The members were asked to think about ideas to revamp the contest to be
discussed at the Sept. meeting.
There was a brief update on the landscaping project on Blvd. 26 which is funded by the
Governor's Community Achievement Award previously won by Keep NRH Beautiful in 2005 and
again in 2010. Kathy Luppy suggested that some sort of sign be installed there to indicate where
the funding came from. Debbie York will check into that possibility.
Debbie York advised that the Trash Bash will be held on Saturday, September 21, 2013. She is
also looking into the possibility of purchasing a Karaoke Machine to use at these types of events
rather than hiring someone. Kathy Luppy will supply the music, hula hoops, and other items for
entertainment. The picnic following will be held at NRH2O again. Justin Welborn volunteered to
assist with the Teen Court volunteers again this year. Pizza will be served again along with
beverages.
There will be 2 Community Clean-up events, one on Oct. 5, 2013 and another in April, 2014, along
with the Northeast Recycles Flea Market, scheduled for Nov. 9, 2013. Paper shredding will be
available at both events along with an electronics recycler. Any money received from the
electronics recycling will be donated to the N. Richland Hills Animal Shelter.
The following programs will be continued this year:
Recycle More Art Contest, The Great American Cleanup (March 1 — May 31), 1 Dig My Garden
Photo Contest (April 1 — July 31), Green Campus School program, Trash Bash, (September),
Environmental Education School Grants, Project Warmth (coat & blanket drive November), Adopt -
A -Spot, support for seminars for the Common Ground Community Garden and the Christmas
Lighting Contest
Members will continue to volunteer at the Night of Holiday Magic to be held in December, 2013.

Debbie advised that Adopt -a -Spot program reports have dropped off. She will send out a letter to
current adopters asking them to re -register if interested in continuing and to remind them about
the reporting requirement.
A new program, REAL School Gardens, was discussed as a possibility for Commission
sponsorship. Kathy Luppy explained the program provides funding and set up support for school
gardens free to qualified schools. Possible schools mentioned were Foster Village, Snow Heights,
and Smithfield Elementary. Latoyia Dennis will get more information and present it at the
September meeting.
The possibility of having a mascot for the Keep NRH Beautiful Commission was briefly discussed.
However, due to expense involved, it will not be implemented at this time.
