CITIZEN COMMENTS There were no citizen comments. 3-a. APPROVAL OF THE MINUTES OF THE OCTOBER 7, 2013 MEETING APPROVED MR. FILIS MOVED TO APPROVE THE MINUTES OF THE OCTOBER 7, 2013 PARK AND RECREATION BOARD MEETING. MR. PENA SECONDED THE MOTION. MOTION TO APPROVE CARRIED 6-0. Page 1 of 4 4-a. REVIEW OF THE PARKS, RECREATION AND OPEN SPACE MASTER PLAN AND THE PRIORITIES Mr. Bill Thornton, Assistant Director of Parks and Recreation, presented a brief overview of the 2007 Parks, Recreation and Open Space Master Plan. The PowerPoint presentation identified how the plan was developed, what was included and progress made to date. During FY14/15 staff will begin preparing an update to the Master Plan; establishing new priorities for the park system. 4-b. DISCUSSION OF FY 2015 CAPITAL IMPROVEMENT PROGRAM PRIORITIES Mr. Thornton presented information on developing the FY 2015 Capital Improvement Program Budget and requested Park Board's input identifying projects and setting priorities. Possible projects for FY 2015 include: Trail Head Gateway at Precinct Line and Glade Road, City -Wide Trail System and Bike Route Signage, Park Maintenance Infrastructure, Playground Replacement, Scoreboard Replacement Project, Security Light/Electrical System Renovation at Northfield Park and Infrastructure Improvements at Richland Tennis Center. These projects are dependent on available funding and City Council approval. Discussion by the Park Board included suggested improvements for possible funding in the future: • Additional benches along the trails and in parks • Additional benches at Linda Spurlock Park • Additional parking at Linda Spurlock Park • Additional gazebo or larger pavilion at Linda Spurlock Park • Sidewalks to the bleachers and buildings at Richfield Park (Mr. Thornton said the construction of the Calloway Branch Trail will help with some of this and he will also look at other opportunities for sidewalks at Richfield Park.) • Dog fountains — dual fountain for dogs and people to fill up their water bottles • Solar lights along the trails • Additional lights at Richfield Park 4-c. WORK FLOW MANAGEMENT COLLABORATION Mr. Thornton presented information on Trello, a new collaboration tool that was recently implemented in the Park Maintenance and Park Planning Divisions. Trello is an application that uses a system for managing projects and communication between individuals and divisions. Park and Recreation Board Minutes December 2, 2013 Page 2 of 4 4-d. PARK INFRASTRUCTURE MAINTENANCE PROJECTS Mr. Gary Bechthold, Parks Superintendent, presented information on the Park Asset Management Plan, how it was developed and implemented. He also presented Park Infrastructure Maintenance projects identified for FY 2014 in the Asset Management Plan. 5-a. ASSISTANT DIRECTOR'S REPORT ON PARKS CAPITAL PROJECTS Mr. Thornton presented updates on the following capital improvement projects. • John Barfield Trail — Construction is scheduled to be completed in July. • Adventure World Playground — Competitive sealed proposals are due on January 8, 2014 for the renovation of the Adventure World Playground. 5-b. ASSISTANT DIRECTOR'S REPORT ON CURRENT PROGRAMS AND SERVICES Ms. Sharon Davis, Assistant Director of Parks and Recreation, presented an update on activities and events offered through the NRH Centre, Tennis Center, Senior Center, Grand Hall and Cultural Arts. Highlights included: • Valpak Ad — A complimentary day pass to the NRH Centre was included in the Valpak Ad in November. The Valpak goes to 10,000 homes. • The NRH Centre is offering a 20% discount off NEW memberships during the month of January. • The NRH Centre is also offering a discounted rate to inaugural members when they renew their memberships. • Camp NRH registration began December 1. • The 2"d Annual Run Run Rudolph Family Fun 5K Run & Walk will be held on Saturday, December 7 at 3:00 p.m. In the case of inclement weather, staff may decide to hold an abbreviated event. • The NRH Senior Center is hosting a free "Ring in the Holiday" luncheon on December 19 at 11:00 p.m. They will also be holding a New Year's Eve Dance on December 31 from 6:00 to 9:00 p.m. • The Richland Tennis Center is holding their Annual Toys for Tennis Tournament on Saturday, December 14. • The Cultural Arts Division is working on the development of several new logos including a re -envisioned NRH Parks and Recreation logo and a brand new NRH Park and Recreation Board Minutes December 2, 2013 Page 3 of 4 Trails logo. They will also be focusing on marketing, design, branding and event programming for 2014. • Night of Holiday Magic is scheduled for Saturday, December 7 from 4:00 to 8:00 p.m. Staff is hoping the weather will cooperate but are preparing a contingency plan just in case it doesn't. 5-c. NRH2O FAMILY WATERPARK UPDATE Mr. Chris Swartz, NRH2O General Manager, presented updates on the operations and maintenance of NRH2O Family Water Park. • Staff is working on off season activities which include the replacement and or refurbishment of the impellers for the Green Extreme, installation of two new chemical controllers and restriping of the parking lot. • The Polar Plunge will be held on Saturday, January 25 with registration beginning at 8:30 a.m. and plunging starting at 10:00 a.m. Polar Plunge benefits the Special Olympics of Texas. • Season passes are on sale for the 2014 season. 6. INFORMATIONAL ITEMS Ms. Loftice handed out Christmas cards to the Park and Recreation Board and wished everyone a Merry Christmas. 7.
