STATUS OF COMPREHENSIVE PLAN UPDATE
Mr. Dan Sefko, Dunkin, Sefko & Associates, summarized the history of the proposed
Comprehensive Plan to date.
Planning and Zoning Chairman Don Bowen briefed the Council on the work the Planning
and Zoning Commission had done to the Plan since the last joint work session with
Council. The Council was advised that the Planning & Zoning Commission was proposing
an updated Comprehensive Plan that could be used for the next eight to ten years. Mr.
Bowen advised that the Planning & Zoning Commission did not change the use of existing
properties if they could determine that those uses would not change in the next eight to ten
years. The most appropriate ultimate land use was placed on those properties that are
currently vacant.
Mr. Sefko advised that the intent of the map was to address the City's short -range vision.
Strategic areas were developed to address longer -range vision. It was recommended that
a policy be placed in the final Comprehensive Plan addressing how Council and the
Planning and Zoning Commission wanted to keep the plan updated.
Mr. Sefko briefed the Council on the proposed land use designations in the plan and how
they relate to the zoning districts. The Council discussed the land use designations.
Council asked questions about outside storage, home businesses, industrial zoning,
sexually oriented businesses, rail station location and manufactured housing. Council was
advised that an expanded legend with expanded definitions would be placed on the map to
clarify uses within the designations. A new designation for mobile homes will also be
added. Council was advised that the Planning and Zoning Commission was
recommending that the Local Retail zoning district be reworked. Most uses in the LR
district will be renamed to the new NS Neighborhood Services and some will be moved to
C1 Commercial. Council also brought to Staff's attention the need for a definition for
convenience stores. Staff advised that the Planning and Zoning Commission would be
addressing a definition for convenience stores and making a recommendation to Council in
the next several weeks.

DRAFT LAND USE PLAN
Mr. Sefko advised the map was a result of consultants, staff P & Z and Council input.
Council was asked if they had any suggested changes to the map. Mr. Sefko and Staff
answered questions from the Council regarding areas of the map. There was extensive
discussion by the Council on the proposed land use plan. As a result of the discussion,
several changes and corrections were noted that would be made to the proposed plan.
Mayor Scoma called a recess at 7:00 p.m. The work session was called back to order at
7:09 p.m. with the same members present.

Staff requested Council consensus based on the comments made on the proposed Land
Use Plan. Staff advised that with the consensus of Council, the proposed map would be
placed in nine city locations for public input. Notices would be mailed to neighborhood and
business groups and input would also be requested through newsletters, cable, and utility
bills. Staff advised of the proposed schedule for the comprehensive plan. A joint work
session is planned for January to bring the public comments back to the Council. A Town
Hall public hearing is planned for February. The Council agreed on the proposed Land
Use Plan, the timing and process recommended by Staff.
4.
DRAFT THOROUGHFARE PLAN
Mr. Dickens reviewed the recommended changes to the Thoroughfare Plan. There was
discussion on medians on Davis Boulevard and the beautification of the medians. Staff will
check with the State to see what their design is for medians on Davis Boulevard and report
back to Council. Council consensus was to also change the Davis Boulevard designation
back to P6D instead of the recommended P7U. Corrections to the plan were also noted -
Strummer should be designated as C5U; staff to check on the opening of Newman Street
into Town Center and verify that Town Center is consistent with the Town Center concept
plan.
5.
SUMMARY OF PROPOSED STRATEGIC PLANNING AREAS
There was discussion on the four proposed strategic planning areas — Area 1 Freeway
Business District, Area 2 South Grapevine Highway Redevelopment Area, Area 3
Smithfield Conservation District and Area 4 North Precinct Line Transition Area. Council
was advised that over the next several months strategies for these areas would be more
clearly defined. Council input on the proposed areas included:
• Area 1 — consider including additional area surrounding Loop 820 and 183
Interchange; study area further identifying impacts; identify the area by a dotted
line instead of a solid line.
• Area 2 — extend the area to the west; develop a plan for redevelopment in the
southern portion of the City; work with Richland Hills and Haltom City; further
study of the area needed to determine what should be included.
■ Area 3 — include historical area; need to set design standards for historical
district; possibly will need a detailed study with a theme for the entire area;
consider a study for a possible DART location and commuter rail service.
• Area 4 — no recommendations were made.

6.
SUMMARY OF PROPOSED MAJOR LAND USE ISSUES
Council reviewed and briefly discussed the Planning & Zoning Commission's summary of
major land use issues. The Council concurred with the major issues. Thornbridge and
Brandonwood Parks will be added to the Plan.
7.
TIME SCHEDULE FOR COMPLETION OF
COMPREHENSIVE LAND USE PLAN
The Council reviewed the proposed schedule for the Comprehensive Plan. The Joint
Planning and Zoning Commission and City Council Work Session tentatively set for
January 15 was changed to January 29. The Town Hall Public Hearing was changed from
February 5 to February 19.
