Chair Kusmierski called the meeting to order February 3, 2014 at 6:00 p.m.

RECREATION BOARD MEETING. MR. MITCHELL SECONDED THE MOTION.

YOUTH SPORTS ASSOCIATION ANNUAL REPORT
Orlando Ochoa with the North Richland Girls Softball League (NRGSL) presented their
annual report to the Park and Recreation Board. '

MANAGING DIRECTOR'S UPDATE
Mr. Joe Pack introduced Michael Wilson, the new Park Planner.
Ms. Loftice welcomed Frank Perez, Interim NRH2O General Manager, to the Park and
Recreation Board meeting.
Dolce Living - An agreement with the new Dolce Living development in HomeTown
includes green space to be dedicated to the city. The site will be less than one acre and
surrounded by parking. Staff and Park Board will be able to provide input and approval
of the plans at a future meeting.
Texas Parks & Wildlife Grant Application - The Park Planning division has applied for a
TPWD Grant for the Bicycle Gateway at Glade Road and P�ecinct Line which will serve
the Cotton Belt and John Barfield Trails.
Sponsorship for the Woodlands Excursion at Adventure World Playground - Texas
Access Mid-Stream is sponsoring the Woodlands Excursion at Adventure World in the
amount of $35,000.
Recreation Programs Scholarship Development Fund - Discussion was held about
developing the Recreation Programs Scholarship Fund. Currently the Parks and
Recreation Department absorbs the costs of scholarships approved. Staff uses federally
approved guidelines in awarding scholarships. Last year there were 21 requests for
assistance. Typical requests include memberships to the NRH Centre, Camp NRH
registration, swim lessons and volleyball camp. Chair Kusmierski suggested getting
together to brainstorm ideas on raising money for the scholarship fund. Staff will also
brainstorm some ideas and bring back to the Board at a future meeting.

ASSISTANT DIRECTOR'S REPORT ON
PARKS CAPITAL PROJECTS
Mr. Thornton presented updates on the following capital improvement projects:
• John Barfield Trail — 2L Construction has poured over 2.4 miles of trail. Areas
remain where the contractor must install ramps and pavers. Mr. Mike Filis

requested copy of the trail alignment in Graham Ranch. Staff expects the ,
contractor to begin work on the Calloway Branch Trail in mid-March. The official I
ribbon cutting is being scheduled for mid-September 2014. �
• Adventure World Playground Renovation — TexPro was awarded the contract for
site and drainage work necessary for the new playground equipment. Recreation
Consultants of Texas was awarded the contract to supply and install the
playground equipment being provided by Landscape Structures.
• Mr. Filis requested staff to check on the operation of the security lights at
Richfield Park.

ASSISTANT DIRECTOR'S REPORT ON
CURRENT PROGRAMS AND SERVICES
Ms. Sharon Davis presented an update on activities and events offered through the
NRH Centre, Tennis Center, Senior Center, Grand Hall and Cultural Arts. Highlights
included:
• Spring Break Camp is scheduled for March 10-14. There are 25 kids enrolled in
the program.
• February is National Heart Health Month. The NRH Centre will be celebrating
with a"Love Your Heart" promotion.
• The 22" Annual Daddy Daughter Valentine Dance will be held on February 8,
2014. Two hundred and forty-three tickets have been sold for the dance which
will be held at the Grand Hall.
• On Saturday, March 1, the first indoor triathlon will be held at the NRH Centre.
The triathlon begins at 6:45 a.m. with racers competing in three different
disciplines: swimming, cycling and running.
• NRH Center memberships and swimming lesson revenue are currently up.
• Spring softball and kickball registration began on January 25 with the season
scheduled to begin the week of March 3.
• There are 21 adult co-ed volleyball teams competing on Tuesday and Thursday
nights.
• The NRH Senior Center hosted their monthly luncheon on Friday, February 14
with a Valentine's theme "Love is in the Air". The luncheon was sponsored by
Lakewood Village Christian Care Center.

• The NRH Senior Center will host a meeting on Thursday, March 20 highlighting I
the Honor Flight DFW Program.
• On Monday, March 24 the NRH Senior Center will host a HomeMeds medication
management assessment for participants. The HomeMeds assessment is
sponsored by Senior Citizen Services, Area Agency on Aging of Tarrant County
and the United Way.
• The Richland Tennis Center held a Youth Play Day on Saturday, February 1, for
children 4-10 years of age.
• The Mid Cities Circuit Tennis Tournament is scheduled for Saturday, March 29.
• Easter in the Park is scheduled for Saturday, April 12 from 10:00 a.m. to 12:00
p.m. at Green Valley Park.
• The lineup for the 2014 Sounds of Spring Concert Series has been set.

Friday, May 2— Hanna's Reef, a Texas "Trop Rock" group
Friday, May 9— Me & My Monkey, Beatles tribute
Friday, May 16 — Petty Theft, Tom Petty tribute
• Since October 1, 2013, 62 events have been hosted at The Grand Hall
generating $66,425 in revenue.

NRH FAMILY WATERPARK UPDATE
Mr. Frank Perez, Interim NRH General Manager, presented updates on the
operations and maintenance of NRH Family Water Park.
• NRH2O hosted the annual Polar Plunge on January 25. Over 100 plungers
braved the cold waters of the Viper. Approximately $12,000 was raised for the
Special Olympics program.
• NRH staff began the process of filing the 400 plus seasonal team member
positions for the 2014 summer. NRH2O receives more than 3,000 applications
each year. A rehire party is planned for February 6, 2014.
• Season Pass sales are up $13,000 as of January 27, 2014.
• NRH is working on the following projects in preparation of the 2014 season:
- Replacement of four Green Extreme pump impellers and recoating of four
more.
- Green Extreme sensor system upgrade.

- Trex decking on the Bayou Banquets.
- Addition of a recycling dumpster.
- Addition of a BBQ cart.
- Addition of online meal vouchers.
