The City Council of the City of North Richland Hills, Texas met as the Landscape Review Board on the 12th day of August 2013 immediately following the 7:00 p.m. Council meeting, Present: Tito Rodriguez Council, Place 1 / Mayor Pro Tem Tom Lombard Council, Place 3 Rita Wright Oujesky Council, Place 2 Tim Barth Council, Place 4 David Whitson Council, Place 5 Tim Welch Council, Place 7 Staff: Mark Hindman City Manager Karen Bostic Assistant City Manager Mike Curtis Managing Director Vickie Loftice Managing Director Patricia Hutson City Secretary George Staples Attorney Absent: Oscar Trevino Mayor Scott Turnage Council, Place 6 A.0 CALL TO ORDER Mayor Pro Tem Rodriguez called the meeting to order August 12, 2013 at 7:32 p.m. A.1 LRB 2013-01 PUBLIC HEARING AND CONSIDERATION OF A REQUEST FROM SARGENT DESIGN GROUP ON BEHALF OF ONEIDA REALTY COMPANY FOR A VARIANCE TO SECTION 114-71(G) OF THE CODE OF ORDINANCES TO ALLOW FOR A LANDSCAPE SETBACK OF LESS THAN THE REQUIRED FIFTEEN FEET AT 5205 RUFE SNOW DRIVE (GRANDY'S) APPROVED Mayor Pro Tem Rodriguezopened the public hearing and called on the applicant to come forward. Landscape Review Board Minutes August 12, 2013 Page 2 Mr. John Sargent, Sargent Design Group, representing the owner of the property, Oneida Realty Companypresented a request on behalf of the property owner to modify the landscape requirement to provide a 15-foot wide landscape buffer between Rufe Snow and the proposed new Grandy’s restaurant and a proposed second building. Mr. Sargent presented illustrations of the existing site and conditions of the site and proposed changes to the site along with the planned landscaping. The property owner needs to meet the parking requirements dictated by the type of businesses intended to occupy the property and meet the City’s landscape requirements. The property owner proposes to provide parking along Rufe Snow, which eliminates 456 square feet of landscaping from the 15-foot buffer. Additional landscaping with landscape fingers along Rufe Snow and landscaping at the north end and south end of the property will provide about 864 square feet of landscaping, a net gain of approximately 408 square feet over what would have been required by the 15 foot landscape buffer. Mr. Clayton Comstock summarized the request explaining the proposed preliminary site and landscape plans for the property and the landscape variance. Staff recommends approval because the reduction of the setback is a nominal three feet and the applicant has provided contiguous landscape area in the form of parking lot landscape islands that meets or exceeds the same area as what would otherwise be provide by a 15 foot setback, staff recommends approval of LRB 2013-01. Mayor Pro Tem Rodriguez called for comments in support or opposition to the request. There being no one wishing to speak, Mayor Pro Tem Rodriguez closed the public hearing and called for the motion.
