The City Council of the City of North Richland Hills, Texas met as the Sign Review
Board on the 22"d day of April 2013 immediately following the 7:00 p.m. Council

24, 2012 SIGN REVIEW BOARD MEETING. COUNCILMAN RODRIGUEZ SECONDED THE MOTION.

SRB 2013-01 PUBLIC HEARING TO CONSIDER RELOCATION OF
FORMER BILLBOARD WITH DIGITAL CONVERSION BY CLEAR CHANNEL
OUTDOOR AT 7000 NE LOOP 820 PER CODE OF ORDINANCES
SECTION 106-9, 106-12(B), AND 106-15
DENIED
Mayor Trevino opened the public hearing and called on the applicant to come forward.
Jake Smith, 1111 Calya, Southlake, with Clear Channel Outdoor, came forward. Mr.
Smith explained that due to the widening of 820 the sign's former location is no longer
viable based on highway reconstruction. Mr. Smith was available to answer any
question Council may have.
Dave Pendley, Building Official, summarized the item. The applicant, Clear Channel
Outdoor, has requested permission to relocate an existing non -conforming conventional
billboard and convert it to digital technology. The proposed project is located at 7000
NE Loop 820 on the south side of the freeway and will be equipped with digital faces on
both sides of the sign. The proposed billboard was removed from the vicinity of the
former Furr's Restaurant at 8612 Airport Freeway due to the North Tarrant Express
widening project. During preliminary review of the applicant's documentation, staff
encouraged the applicant to consider relocating the billboard on the property of the
former site. However, the applicant indicated that the sign's former location is no longer
viable based on highway reconstruction. Staff has three primary concerns regarding
this application. The first concern is that this does not meet the intent of a "relocation"
of an existing billboard. The proposed billboard is being requested to move from one
highway (Tx183/US120) to a different highway (US Interstate Loop 820) over a direct
distance of approximately 2.0 miles. Secondly, staff believes the billboard will be
located too close to occupied residential property. Staff's concerns are that the
neighboring residences will be subject to evening light intrusions and light fluctuations
every time the sign changes messages at eight second intervals. The third reason is
some reservations that the proposed relocation will be too close to the Rufe Snow
on/off ramps and could cause safety hazards to travelers negotiating the ramps. Staff
is not in support of this request and recommends disapproval of SRB 2013-01.
If the Sign Review Board wishes to consider the request, then staff recommends the
following conditions to be considered:
1. Existing office building, foundation, and parking lot are removed in their entirety.
2. The proposed lot (including the triangular parcel to the east of this location
owned by the same corporation - 7000 Investors, L.P.) is landscaped and
irrigated per the North Richland Hills Landscape Regulations.

3. An eight foot masonry screening wall is installed along the adjacent residential
properties; including the triangular parcel to the east of this location owned by
the same corporation (7000 Investors, L.P.).
4. Billboard is positioned in such a way that both faces will form an angle greater
than 90 degrees to the adjacent residential property line.
5. Billboard must be served with electricity by an underground service.
6. Billboard must have an approved masonry surround and meet the requirements
of section 106.12(b).
7. The proposed lot (including the triangular parcel to the east of this location
owned by the same corporation - 7000 Investors, L.P.) is equipped with
landscape monuments consistent with other recent developments along Loop
820 (i.e. Taco Cabana and Huggins Honda).
8. Sidewalks are installed along the Loop 820 right-of-way.
Mayor Trevino called for anyone wishing to speak for or against the request to come
forward.
Shawn Gibson, 7024 Corona Drive, came forward. Mr. Gibson was opposed to the sign
being moved to the new location. The new location would be directly behind his house
and the lights from the billboard would be shining directly into his house.
There being no one else wishing to speak, Mayor Trevino closed the public hearing and
called for the motion.
MAYOR PRO TEM LOMBARD MOVED TO DENY SRB 2013-01. COUNCILMAN TURNAGE
SECONDED THE MOTION.
MOTION TO DENY CARRIED 6-1, COUNCILMAN RODRIGUEZ VOTING AGAINST.
