Consideration of October 10, 2013 Gas Board of Appeals
Meeting Minutes
APPROVED
Randall Shiftet motioned to approve the minutes of the October 10, 2013 Gas Board of
Appeals minutes, the motion was seconded by Kathy Luppy and it
passed unanimously (5-0).

GB 2014-01
Public hearing and Consideration of a request from Chesapeake Energy
Corporation for a deviation from distance requirements from existing structures
to five (5) gas wellheads at the TCCD South gas wells as 828 W Harwood Road.
Distance requirements are established in Section 104-6 of the City of North
Richland Hills Code of Ordinances.
Tom Duer summarized that 4 wells approved few years ago by City Council and
Chesapeake Energy is requesting 5 new wells on this same pad.
Delores Garza, 100 Chesapeake Way, Fort Worth, TX came forward with a request for
the distance requirements from the existing structures to the proposed gas well heads.
Chairman Duer opened the public hearing. There were no persons for or against and
the public hearing was closed. The Gas Board opened for discussion.
APPROVED
Randall Shiflet motioned to approve GB 2014-01, the motion was seconded by
Kathy Luppy and it passed unanimously (5-0).

GB2014-02
Public Hearing and Consideration of a request from Chesapeake Energy
Corporation for a deviation from distance requirements from existing structures
to four (4) gas wellheads at the proposed Anejo gas well site being Anejo 1 H & 4H
and grove 1 H & 3H gas wells at 7100 Davis Boulevard. Distance requirements are
established in Section 104-6 of the City of North Richland Hills Code of
Ordinances.
Delores Garza, 100 Chesapeake Way Fort Worth came forward representing
Chesapeake Energy. Ms. Garza gave a power point presentation and stated that they
would will try to preserve the location but did discuss the removal of several trees and
that the top of the hill would be leveled.
Brian Crowson asked to see a picture of all the wells.
Tom Duer asked if Chesapeake Energy owns the property were the drainage will be.
Delores Garza answered yes.
Tom Duer asked where the retention tanks will be located
Delores Garza on the south side of southeast corner.
John Pitstick came forward to discuss 7 gas wells in a 5 years.
55 property owners were notified and emails response was 23 against
13 of them are within 600 feet, 118 cards were in support.
City was concerned about drainage and over all look of area.
Greg Van Nieuwenhuize came forward and discussed the drainage issue and
how it will he handled.

Public hearing opened.
Marcus Blagg 6700 Davis blvd. came forward to say he is for the request.
Mr. Blagg was at the 2012 meeting and has 4.5 acres with mineral rights.
Mr. Blagg feels it is important that we use the resource from our own Country.
Charles Keanry came forward to say he is for.
He only has mineral rights to 7100 Herman Jarred Drive.
Mike Lost 7724 Cedar Park Avenue was unable to stay for the meeting, was read by
Tom Duer. Mr. Lost is in approval of 4 wells for drilling.

Gail Geserick 8400 Brookhaven Dr. came forward to speak against the request.
Mrs Geserick stated that her home is 300 feet from well site and asked why is it ok to be
less than 600 feet as our ordinance states. Mrs Geserick also worries about added
traffic and added noise if compressors are added. Mrs Geserick says that she did sign a
mineral lease and was told it would not be less than 600 feet from home. Now her
concern is the valve of her home. If this passes she request that drainage project
should be completed before anything is done to the site.
Chuck Geserick 8400 Brookhaven came forward to say they have lived in their home for
36 years, Mr Geserick discussed history of area and pleads with the Board to say no but
asked if approved have drainage project completed.
Ken Yazhari 1230 Brown Trail in Bedford came forward to speak against.
Mr Yazhari is concerned with noise and air pollution and possible earth quakes.
Also the little money the royalties bring are not worth it.
Kassidy Blankship 7104 Stephanie Court came forward to speak against.
She has a small child and worries about her health, she believes this will affect the air
quality. Mrs. Blankship feels like they were not informed of location and wonders how
this will affect property valves.
Ken Dickens 8400 Brookhaven came forward to speak against
Mr. Dickens has lived there 29 years will miss the peace and quiet and feels
Chesapeake quit communicating with them.
Hai Pham 7120 Brookhaven Court came forward to speak against. Mrs. Pham never
signed a gas lease and feels like it will bring in more noise and lots of dust which will
affect her health, and who will take care of the roads after the large trucks come and
deteriorate them.
John Counts 8409 Brookview came forward to speak against. He has no idea that the
wells were going to be located next to his home. He would like to be located more than
600 feet like the ordinance states. Also states that Chesapeake stop communicating
with him.
Ryan Blankenship 7104 Stephanie Court came forward with concerns about health
issues and high risk of cancer and respiratory disease. He was told that they were not
drilling in his backyard.
Public Hearing closed at 9:15 p.m.
DENIED
Randall Shiflet motioned to deny GB 2014-02, the motion was seconded by Kathy
Luppy and the vote
passed unanimously (5-0).
