Ron Newman, Program Coordinator, presented the Youth Programs Standards of Care and highlighted changes from previous years. The approvai of the Youth Programs Standards of Care is an annual requirement. COfVSIDER A REQUEST FOR A PLAYGROUfdD IIV T'HE GRAFiAnA RARIGH IVEI(°sH�012HOOD DEVELOPAAEtVl° DEIdIED Developer Mark Wood requested consideration, on behalf of the residents in the Graham Ranch neighborhood, for Parks and Recreation to consider providing a playground and associated park amenities for the development. Mr. Wood is proposing that the City purchase a lot for the park. Mr. Thornton presented information from the Park System Master Plan and neighborhood service zones showing where neighborhood park amenities are located and areas identified for growth. There are two existing parks located in the service zone for Graham Ranch; Legacy Park and Richfield Park. Concerns were expressed about the accessibility to Legacy Park, since people in Graham Ranch would need to cross a collector street for access. The Board also doesn't see a lot of people accessing the park during school days, since the park is located on school property. Vice-Chair Filis commented that Richfield Park is so busy on the weekends, that it is not a fun park to go to. Mr. Thornton also reviewed the Capital Improvement Program Budget and existing projects already committed for FY14/15. The Board also discussed the impact of the gas well and how close a playground could be built to it. Ms. Spradling asked if the developer can be required to provide green space. Mr. Thornton commented that the developer has the option of donating land for green space or paying a$600 Park Impact Fee per house. Ms. Beverly Hunt departed the meeting at 6:50 p.m. Vice-Chair Filis commented that he would like to see a sidewalk installed to connect the neighborhood south of Graham Ranch. There needs to be safe pathways to schools. Staff said there may be grants available for safe pathways to schools and will look into that. Mr. Thornton also said there may be an opportunity to negotiate with the developer prior to final platting to provide access and possibly a bridge across the channel. Park and Recreation Board Minutes April 7, 2014 Page 2 of 6 � 9 Ms. Tipps asked about the cost of installing a playground and is concerned because there are other projects in the capital improvement program that have already been delayed. Ms. Compton would like to see a small playground, but it would need to come after other projects already planned. MOYION: MS. Loftice said she will follow up about sidewalk access to Hightower and Mr. Thornton will see about getting the sidewalk on the DRC agenda. 4-a. YOUTH SPOI�TS AS�OCIATIOId� ANNUAL REPORTS Mr. John Ramsey with the Richland Youth Association (RYA) presented their annual report to the Park and Recreation Board. 5-a. MANAGING DIRECTOR'S UPDATE Scholarship Fund — Ms. Loftice talked about creating an annual campaign to help fund the Scholarship Fund. Chair Kusmierski suggested holding a Junior/Senior Prom for adults — Prom Revisited, with a live band and sell tables to groups or offer individual tickets. Ms. Spradling suggested theme tables, prizes for best decorating or best theme. New Arbor Day Event — A new Arbor Day event is planned for Saturday, May 3 at 9:00 a.m. at the Community Garden. This will be a low key event and will include the planting of a few trees. Woodlands Excursion Volunteers — At our next meeting, staff will show some designs of the Woodlands Excursion. Staff has also been working with Mike Benton from BISD and will be developing a schedule of tasks that students can complete. NRH General Manager Job Search — Staff is in the process of requesting applications for the NRH2O General Manager position and plans to begin interviewing at the end of this month. `Round the Town With Oscar — There were about 50 people at the last "Round the Town with Oscar Bike Ride. Thornton presented updates on the following capital improvement projects: • John BarField Trail/Calloway Branch Trail — 2L Construction has poured 3 miles of the John Barfield Trail and has recently begun on the Calloway Branch Trail with '/2 a mile of trail poured. Substantial completion is scheduled for July 2014. o John Barfield/Cotton Belt Trail Connector — Staff is working with Rail Works, Inc. for the trail connection. • Adventure World Playground Renovation — TexPro is continuing with site and drainage work necessary for the new playground equipment. The playground equipment has been ordered from Landscape Structures. Upon arrival, Recreation Consultants of Texas will begin installation. o Richland Tennis Center — All light bulbs for the fifteen tennis courts has been replaced. American Tennis Courts will begin to resurface all of the courts in mid- May. The tennis and basketball courts at Richfield Park and Northfield Park will also be resurfaced during the project. 5-c. ASSISTANT DIRECTOR'S REPORT ON CURRENT PROGRAMS AND SERVICES Ms. Sharon Davis presented an update on activities and events offered through the NRH Centre, Tennis Center, Senior Center, Grand Hall and Cultural Arts. Highlights included: • The NRH Centre celebrated its 2" Anniversary on April 12, 2014. • Summer Camp NRH planning continues. Staff training will take place the last week of May with camp beginning on June 2. Enrollment is full, but parents have the option of putting their child on a waitlist. • The NRH Centre Aquatics Team received the "2013 Gold International Aquatic Safety Award" from Ellis and Associates Lifeguard Certification Program. Only 30% of Ellis & Associates clients score in this category and qualify for this award. • Aquatic birthday parties continue to be very popular. • Softball registration is off to a great start. There are 73 teams registered for the 2014 spring season. • Adult kickball began the week of Mareh 5 with seven teams registered. Park and Recreation Board Minutes April 7, 2014 Page 4 of 6 ^ •"Round the Town with Oscar Monthiy Bike Rides resumed on Tuesday, April 1. This free, informal, and fun 10 mile bike ride starts at the NRH Centre parking lot at 5:45 p.m. Dates for the event are: April 1, May 14, June 3, July 1, August 5, September 2, October 9 and November 4. • The 2014 IVlayor's 5K Walk was held on Saturday, April 5. o The Senior Center is hosting two Wellness Seminars in the month of April: "Miracles of Coconut Oil" on April 10 and "Aging and Wellness" on April 24. � Richland Tennis Center will host the NRH Adult Open iVlay 2-4. They will also host the Ladies USTA Playoffs May 16-18. • Resurfacing of all 16 tennis courts is scheduled to begin on (Vlonday, May 19. The project is scheduled to take approximately 3-4 weeks. • Easter in the Park is scheduled for Saturday, April 12 at 10:00 a.m. • The 2014 Sounds of Spring Concert Series will present "TRIBUTE to the TOWN". Performances include: April 25 — Fastlane, a tribute to the Eagles May 2— Hanna's Reef, a Texas Tropical Rock group May 9— Me & My Monkey, a Beatles tribute May 16 — Petty Theft, a tribute to Tom Petty • The NRH Youth Advisory Committee was scheduled to host the 3 annual NRH Dog Show on Sunday, April 6 but it was rained out. They have moved the event to Sunday, April 13 from 1:00 to 3:00 p.m. • The Grand Hall has hosted 84 events since October 1, 2013. 5-d. NRH FAMILY WATERPARK UPDATE Mr. Frank Perez, Interim NRH General Manager, presented updates on the operations and maintenance of NRH Family Water Park. • NRH has almost completed it hiring for the 2014 summer season. Training is going well. • NRH was recently awarded the "Platinum International Aquatic Safety Award" from Ellis and Associates. Only the top 10% of all Ellis and Associates clients achieve this award and it is the highest award level possible. This is the 13 time the park has achieved this award level over its 19 years of operation. Readers who reach 50 hours of reading over the summer will receive a complimentary ticket to visit the waterpark. o As of Niarch 27, 2014, season pass sales are up over $7,000 compared to 2013. • The Annual NRH2O fVlusic Festival is also up 4% in registration from this time last year. 6.
