HomeMy WebLinkAboutResolution 2014-020 RESOLUTION NO. 2014-020 WHEREAS, the North Central Texas Council of Governments has issued the 2014 Incident Management Equipment Purchase Proposed Call for Projects for the purchase of equipment and technology used in mitigating crashes, and WHEREAS, The North Richland Hills Police Department is seeking authorization to apply for and receive grant funding to purchase a Courtesy Patrol Vehicle to be used in mitigating freeway crashes and incidents; and WHEREAS, The City Council of North Richland Hills finds it in the best interest of the citizens of North Richland Hills to authorize the application for such grant and to agree to the condition that such funds will be returned to the NCTCOG in full if not used as provided by such grant, NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS: Section 1: That Public Safety Director Jimmy Perdue is authorized to submit an application for the NCTCOG 2014 Incident Management Equipment Purchase Proposed Call for Projects Grant and to accept, reject alter or terminate such grant on behalf of the City. The interchange of Northeast Loop 820, SH 121, and SH 183 has contributed substantially to traffic congestion problems in the past The City of North Richland Hills is strategically located immediately in and adjacent to this interchange and will have easy access to both the managed and non-managed lanes of the new North Tarrant Express freeway system. The Police Department has been made aware of the 2014 Incident Management Equipment Purchase Proposed Call for Projects Grant through NCTCOG A total of $1,250,000 has been made available for the purchase of equipment and technology to aid cities in mitigating non-recurring traffic incidents. The Police Department is seeking authorization to apply for and receive grant funding to purchase a Courtesy Patrol Vehicle to be used for this purpose. General Description Freeway congestion resultant from non-recurrent events (crash, stalled vehicle, flat tire) can be quickly mitigated, provided the right equipment is available. The Police Department is seeking grant funding to purchase a Courtesy Patrol Vehicle to be utilized on the multi-jurisdictional patrol route along Northeast Loop 820, SH 121, and SH 183 encompassing the cities of North Richland Hills, Haltom City, Hurst, and Richland Hills (see map Attachment A). The Courtesy Patrol Vehicle will be equipped as an authorized emergency response vehicle capable of responding with flashing lights and siren to facilitate rapid responses to critical incidents. Additional specialized equipment will include a wrecker-style push bumper to remove obstructing vehicles; an on-board air compressor and tire changing tools, a telescoping arrow board; and 36" reflective traffic cones The Police Department is seeking authorization to apply for and receive available funding through NCTCOG's 2014 Incident Management Equipment Purchase Proposed Call for Projects Grant. It is anticipated the project will cost $78,028 and that 100% of the program costs will be covered by the grant. Recommendation: Approve Resolution No. 2014-020
