Advantages would be a total payout in five
years and no interest expense. Staff
recommends the collection of the surcharge be
continued until an official approval by the EPA
of the study recommendations.
It was the consensus of the council to accept
the report and send to the EPA for
consideration. Continue with the monthly
sewer surcharge until the EPA meeting, then
reevaluate the surcharge ordinance and
outline which option will be taken.

AGENDA ITEMS Staff answered the Council's questions and
advised that an electronic weather stations
would be located at each fire station and police
dispatch. Weather data gathered by these
stations will be used by the fire department, as
well as public works and other city
departments.
OTHER Mayor Brown reminded the Council of NAN
INFORMATION Granbury goal setting workshop.

GN 98-02 - APPROVAL OF SEWER SYSTEM EVALUATION
STUDY IN RESPONSE TO EPA ADMINISTRATIVE ORDER
DOCKETS NO. VI-96-1207 AND CONTINUATION OF SANITARY SEWER
SURCHARGE-
ORDINANCE NO. 2271

Mr. John Cooke, Engineer, Carter and Burgess presented a synopsis of the Sewer
System Evaluation Report to the Council.
City Manager Cunningham recommends that the council approve the continuation of
Ordinance 2271. The ordinance will continue to charge the monthly sewer surcharge
until the EPA makes a final determination. He also asked the Council to consider
recommending to the EPA a 5 year schedule for the improvements and a pay as you
go approach.
Mayor Pro Tem Sibbet moved, seconded by Councilman Metts, to approve GN 98-
02.
Motion carried 7-0.

GN 98-03 - CONSIDER AMENDMENT TO THE ELECTRICAL
ORDINANCE REGARDING ALUMINUM WIRE AND RECOGNIZING
ELECTRICAL LICENSES FROM OTHER CITIES -
ORDINANCE NO. 2270
DENIED
Councilman Metts moved, seconded by Councilwoman Lyman, to deny Ordinance No.
2270.
Staff advised the council of the second portion of the ordinance which was not covered
in the pre-council meeting concerning íeciprocal electrician licensing.
Mayor Brown asked the council to deny the entire ordinance and reconsider the
reciprocal electrician licensing portion at the next council meeting.

Motion carried 6-1; Mayor Pro Tem Sibbet, Councilwomen Johnson and Lyman,
Councilman Metts, Phifer and Welch voting for denial and Councilman Garvin voting
against.

PU 98-01 - REFURBISHING OF TWO POLICE PATROL VEHICLES
APPROVED
City Manager Cunningham advised the council of the advantages of refurbishing these
two police vehicles which have less than 73,000 miles and are covered by the extended
warranty.
