City Manager Cunningham added that the Planning and Zoning commission will also be looking at the landscaping ordinance in respect to Mid-cities overlay and the Arcadia study. Pre-Council Minutes January 12, 1998 Page 4 ITEM DISCUSSION ASSIGNMENT APPROVAL OF City Manager Cunningham informed the Greg D. SEWER SYSTEM Council that Carter and Burgess was present Prepare EPA EV ALUA TION to brief the council on the findings and the Presentation. STUDY IN recommendations on the EPA Administrative RESPONSE TO Order. John Cooke, Carter and Burgess and EPA Jim Forbes, Byrd Forbes Associates, ADMINISTRATIVE presented the satisfactory final report on the ORDER DOCKETS evaluation of the sanitary sewer system. NO. VI-96-1207 AND City Manager Cunningham recommended CONTINUA TION financing options that could be considered for OF SANITARY the 3.2 million dollar improvements that are SEWER needed. First option the traditional long term SURCHARGE- financing -20 year bonds. Second option 5 ORDINANCE NO. year bond payout. Third option the pay as 2271 you go approach, in a five year time frame. Advantages would be a total payout in five years and no interest expense. Staff recommends the collection of the surcharge be continued until an official approval by the EPA of the study recommendations. It was the consensus of the council to accept the report and send to the EPA for consideration. Continue with the monthly sewer surcharge until the EPA meeting, then reevaluate the surcharge ordinance and outline which option will be taken. Pre-Council Minutes January 12, 1998 Page 5 ITEM DISCUSSION ASSIGNMENT DISCUSS OTHER Agenda Item No. 16 - PU 98-02 NAN REGULAR AGENDA ITEMS Staff answered the Council's questions and advised that an electronic weather stations would be located at each fire station and police dispatch. Weather data gathered by these stations will be used by the fire department, as well as public works and other city departments. OTHER Mayor Brown reminded the Council of NAN INFORMATION Granbury goal setting workshop. GN 98-01 - REALIGNMENT OF VOTING PRECINCTS - RESOLUTION NO. 98-01 APPROVED City Council Minutes January 12, 1998 Page 3 11. GN 98-02 - APPROVAL OF SEWER SYSTEM EVALUATION STUDY IN RESPONSE TO EPA ADMINISTRATIVE ORDER DOCKETS NO. VI-96-1207 AND CONTINUATION OF SANITARY SEWER SURCHARGE- ORDINANCE NO. 2271 APPROVED Mr. John Cooke, Engineer, Carter and Burgess presented a synopsis of the Sewer System Evaluation Report to the Council. City Manager Cunningham recommends that the council approve the continuation of Ordinance 2271. The ordinance will continue to charge the monthly sewer surcharge until the EPA makes a final determination. He also asked the Council to consider recommending to the EPA a 5 year schedule for the improvements and a pay as you go approach. Mayor Pro Tem Sibbet moved, seconded by Councilman Metts, to approve GN 98- 02. Motion carried 7-0. 12. GN 98-03 - CONSIDER AMENDMENT TO THE ELECTRICAL ORDINANCE REGARDING ALUMINUM WIRE AND RECOGNIZING ELECTRICAL LICENSES FROM OTHER CITIES - ORDINANCE NO. 2270 DENIED Councilman Metts moved, seconded by Councilwoman Lyman, to deny Ordinance No. 2270. Staff advised the council of the second portion of the ordinance which was not covered in the pre-council meeting concerning íeciprocal electrician licensing. Mayor Brown asked the council to deny the entire ordinance and reconsider the reciprocal electrician licensing portion at the next council meeting. GN 98-04 - ADDENDUM TO CONTRACT WITH ELECTRONIC TRANSMISSION CORPORATION TO SIGN DISBURSEMENTS ON NORTH RICHLAND HILLS INSURANCE IMPREST ACCOUNT AT NATIONS BANK - RESOLUTION NO. 98-02 APPROVED Councilwoman Lyman moved, seconded by Mayor Pro Tem Sibbet, to approve GN 98-04. Motion carried 7-0. 14. GN 98-05 - APPROVE "NO PARKING" ZONE ON COLORADO BOULEVARD FROM GRAPEVINE HIGHWAY NORTH 100 FEET- ORDINANCE NO. 2269 APPROVED Councilwoman Johnson moved, seconded by Councilman Phifer, to approve GN 98-05. Motion carried 7-0. 15. PU 98-01 - REFURBISHING OF TWO POLICE PATROL VEHICLES APPROVED City Manager Cunningham advised the council of the advantages of refurbishing these two police vehicles which have less than 73,000 miles and are covered by the extended warranty. PU 98-03 - AUTHORIZE PURCHASE OF RADIOS FROM MOTOROLA IN THE AMOUNT OF $11,527 APPROVED *18. PW 98-01 - AWARD OF BID ON HIGHTOWER DRIVE, SECTIONS A2 AND B PAVING AND DRAINAGE IMPROVEMENTS TO J. L. BERTRAM CONSTRUCTION, INC. IN THE AMOUNT OF $1,266,752.69 APPROVED *19. PW 98-02 - SET DATE FOR PUBLIC HEARING ON STREET AND DRAINAGE IMPROVEMENTS FOR RUMFIELD ROAD, PHASE II APPROVED 20.
