The City Council of the City of North Richland Hills, Texas met as the Landscape Review Board on the 22nd day of September 2014 immediately following the 7:00 p.m. City Council meeting. APPROVED Mayor Trevino called for a motion. COUNCIL MEMBER WRIGHT OUJESKY MOVED TO APPROVE THE MINUTES OF THE APRIL 28, 2014 LANDSCAPE REVIEW BOARD MEETING. COUNCIL MEMBER WELCH SECONDED THE MOTION. MOTION TO APPROVE CARRIED 6-0. Landscape Review Board Minutes September 22, 2014 Page 2 A.2 LRB 2014-03 PUBLIC HEARING AND CONSIDERATION OF A REQUEST FROM LAY CONSTRUCTION, LLC FOR A VARIANCE TO SECTION 114-71(G) "LANDSCAPE SETBACK" OF THE CODE OF ORDINANCES AT 5441 RUFE SNOW DRIVE. APPROVED Mayor Trevino opened the public hearing and called on Clayton Comstock, Senior Planner to present the item. Senior Planner Clayton Comstock summarized the item. The applicant is requesting a variance to the 15-foot landscape setback required by Section 114-71(g) of the Landscape Ordinance. In order to meet this requirement the applicant would have to eliminate all parking spaces along Rufe Snow and Browning. The existing parking lot pavement has approximately a two-foot setback from the Rufe Snow right-of-way and is essentially on the right-of-way line for Browning Drive. As a result of the discussion at the Development Review Committee, the applicant has proposed the following revisions to bring the site closer to conformance with current standards: 1. Landscape material meeting the requirements of the Landscape Ordinance is proposed to be installed on site; some of which may encroach into the Rufe Snow right-of-way. This includes parking lot screening shrubs and ornamental trees along the property's street frontage. 2. The existing driveway entry landscape island on Browning Drive is proposed to be enlarged and planted with the required parking lot tree. 3. Six feet of the parking right-of-way along Browning Drive is proposed to be saw-cut and removed, whereby creating a six-foot landscape setback and reducing the internal drive lane from 30 feet to 24 feet. This will also require the removal of one parking space along Rufe Snow. In an effort to increase overall landscape area percentage, the installation of landscape beds is proposed on the north and west sides of the building adjacent to the drive- through lane. Mayor Trevino called on the applicant to come forward and present the item. Applicant Scott Lay, 10521 U.S. 271, Tyler, Texas presented request and was available to answer questions from Council. Mayor Trevino called for comments in support or opposition to the request. There being no one wishing to speak, Mayor Trevino closed the public hearing and called for the motion.
