Packet Pg. 3 Sign Review Board Minutes March 3, 2014 Page 2 A.3 SRB 2014-01 PUBLIC HEARING TO CONSIDER RELOCATION OF FORMER BILLBOARD WITH DIGITAL CONVERSION OF ONE SIDE BY CLEAR CHANNEL OUTDOOR AT 8316 AIRPORT FREEWAY PER CODE OF ORDINANCES SECTION 106-9, 106-12(B), AND 106-15 APPROVED Mayor Trevino opened the public hearing and called on the applicant to come forward. Jake Smith, 1111 Calya, Southlake, with Clear Channel Outdoor, came forward. Mr. N Smith presented a PowerPoint presentation and explained that due to the widening of North Texas Express/TxDOT SH 183 the sign had been displaced since 2010. Clear Channel is requesting a relocation of the sign in close proximity to the original site, approximately 170 feet to the east. The overall height of the sign will be 42.5 feet, 8 c feet reduction from the 50 feet overall height of the original sign. The pole sign will be completely clad in masonry. The sign faces east at an angle towards SH 183/Airport Freeway and the placement will not interfere with any future property development or redevelopment. Clear Channel is applying to install an LED display on the west face of the relocated sign Dave Pendley, Building Official, summarized the item. The applicant, Clear Channel Outdoor, has requested permission to relocate a non-conforming two-sided billboard and convert the west face to digital technology. The proposed project is located at m 8612 Highway 121 on the south side of the freeway and will be equipped with a digital y face on the west side of the sign (facing east-bound traffic). The proposed billboard was removed from the vicinity of the former Furr's Restaurant at 8612 Airport Freeway M due to the North Tarrant Express widening project. The billboard will be of the M cantilevered design and will contain a masonry-clad base. The applicant has indicated that the west side of the billboard will contain a digital face; while the east side will be a o conventional face. The sign will be equipped with all mandatory fail-safes and dimmers `* as required by the sign regulations and no variances from the digital billboard regulations are being requested. According to the applicant, the sign will be moving approximately 170 feet to the east from the former location and will be a minimum of 5 feet behind the new right-of-way. The conventional side of the sign will face the a residential neighborhood to the east and will be located approximately 80 feet west of the closest home. The Development Review Committee has reviewed the proposed location and are in support of this request. Staff recommends approval of SRB 2014- 01. Mayor Trevino called for anyone wishing to speak for or against the request to come forward. Mr. Metener was opposed to the sign being moved to the new location. The new location would be directly behind his house and the lights from the billboard would be shining directly into his house. Mr. Steve Grantland, 3900 Magnolia Court, Colleyville, came forward. Mr. Grantland stated he was the property owner of the site where the proposed sign will be constructed. He was in favor of the signs relocation. He stated with the approval of the sign relocation he would begin demolish on the abandoned Furr's building. Presenter: Dave Pendley, Chief Building Offiical Summary: Pursuant to Section 106-12(b) of the North Richland Hills Code of Ordinances, the applicant, Clear Channel Outdoor, has requested permission to relocate a non- conforming billboard and convert both faces to digital technology. The proposed project is located at 5201 Holiday Lane, on the southeast corner of the Richland High School practice football field. The billboard proposed to be relocated is a 672 square foot dual- sided structure currently residing in the DART railroad right-of-way near 6301 NE Loop 820 (north side of Loop 820 adjacent to Iron Horse Golf Course). General Description: According to the sign regulations, the Sign Review Board may authorize the issuance of a sign permit to reconstruct or relocate a non-conforming billboard including its conversion to digital technology, provided the billboard is later approved by TxDOT. The billboard is proposed to be 672 square feet in area and be of the cantilevered design with a masonry clad base (see attached photos). The applicant has indicated that both sides of the billboard will contain digital faces which will be positioned to direct light towards the freeway and away from the residential homes along Holiday Lane and the NRH Tennis Center to the west. The sign will be equipped with all the mandatory fail- safes and automatic dimmers as required by the sign regulations. No variances have been requested. If approved, the applicant has indicated they will permanently remove the 65 foot tall electronic message board that currently exists on the site. According to the sign regulations, the applicant must also demonstrate that any net area increase in the advertising area caused by the conversion will be removed from other billboard locations within the city. In this case, the conversion is not causing an increase above the former sign area; therefore, no additional billboard area will be removed from other locations within the city. The Development Review Committee has reviewed the proposed location and the drawings provided below, and is in support of this request. Presenter: Dave Pendley, Chief Building Offiical Summary: Pursuant to Section 106-12(b) of the North Richland Hills Code of Ordinances, the applicant, Clear Channel Outdoor, has requested permission to remove two non- conforming billboards and convert them into one, two-sided, digital billboard. The proposed project is located at 9100 Mid-Cities Boulevard, near the east end of the Birdville ISD Fine Arts/Athletic Complex. The two billboards proposed to be removed are located on the east side of Davis Boulevard; with the first being a 378 square foot sign located approximately 50 feet south of College Circle, and the second being a 378 square foot sign located approximately 500' south of Mockingbird Lane. General Description: Pursuant to Section 106-12(b) of the North Richland Hills Code of Ordinances, the applicant, Clear Channel Outdoor, has requested permission to remove two non- conforming billboards and convert them into one, two-sided, digital billboard. If approved, the applicant has indicated they will permanently remove the 35 foot tall electronic message board that currently exists on the site. According to the sign regulations, the applicant must also demonstrate that any net area increase in the advertising area caused by the conversion will be removed from other billboard locations within the city. In this case, the two signs proposed to be removed along Davis Boulevard more than exceed the area of the relocated sign. As a result, the city will see a net decrease in the city's overall billboard area. The Development Review Committee has reviewed the proposed location and the drawings provided below, and are in support of this request. Recommendation: Approve SRB 2014-03 with the stipulation that the existing electronic message board located along Precinct Line Road will be removed prior to placing the relocated billboard into service.
