The City Council of the City of North Richland Hills, Texas met as the Sign Review Board on the 3rd day of March 2014 immediately following the 7:00 p.m. Council meeting. CALL TO ORDER Mayor Trevino called the meeting to order on March 3, 2014 at 7 22 p m A.2 APPROVAL OF MINUTES OF APRIL 22, 2013 SIGN REVIEW BOARD MEETING APPROVED Mayor Trevino called for a motion. COUNCIL MEMBER LOMBARD MOVED TO APPROVE THE MINUTES OF THE APRIL 22, 2013 SIGN REVIEW BOARD MEETING. COUNCIL MEMBER WELCH SECONDED THE MOTION. MOTION TO APPROVE CARRIED 5-0. Sign Review Board Minutes March 3, 2014 Page 2 A.3 SRB 2014-01 PUBLIC HEARING TO CONSIDER RELOCATION OF FORMER BILLBOARD WITH DIGITAL CONVERSION OF ONE SIDE BY CLEAR CHANNEL OUTDOOR AT 8316 AIRPORT FREEWAY PER CODE OF ORDINANCES SECTION 106-9, 106-12(B), AND 106-15 APPROVED Mayor Trevino opened the public hearing and called on the applicant to come forward. Jake Smith, 1111 Calya, Southlake, with Clear Channel Outdoor, came forward. Mr. Smith presented a PowerPoint presentation and explained that due to the widening of North Texas Express/TxDOT SH 183 the sign had been displaced since 2010. Clear Channel is requesting a relocation of the sign in close proximity to the original site, approximately 170 feet to the east The overall height of the sign will be 42.5 feet, 8 feet reduction from the 50 feet overall height of the original sign. The pole sign will be completely clad in masonry. The sign faces east at an angle towards SH 183/Airport Freeway and the placement will not interfere with any future property development or redevelopment. Clear Channel is applying to install an LED display on the west face of the relocated sign Dave Pendley, Building Official, summarized the item. The applicant, Clear Channel Outdoor, has requested permission to relocate a non-conforming two-sided billboard and convert the west face to digital technology The proposed project is located at 8612 Highway 121 on the south side of the freeway and will be equipped with a digital face on the west side of the sign (facing east-bound traffic). The proposed billboard was removed from the vicinity of the former Furr's Restaurant at 8612 Airport Freeway due to the North Tarrant Express widening project The billboard will be of the cantilevered design and will contain a masonry-clad base. The applicant has indicated that the west side of the billboard will contain a digital face; while the east side will be a conventional face. The sign will be equipped with all mandatory fail-safes and dimmers as required by the sign regulations and no variances from the digital billboard regulations are being requested. According to the applicant, the sign will be moving approximately 170 feet to the east from the former location and will be a minimum of 5 feet behind the new right-of-way. The conventional side of the sign will face the residential neighborhood to the east and will be located approximately 80 feet west of the closest home The Development Review Committee has reviewed the proposed location and are in support of this request Staff recommends approval of SRB 2014- 01. Mayor Trevino called for anyone wishing to speak for or against the request to come forward Sign Review Board Minutes March 3, 2014 Page 3 Mr. Kevin Metener, 4901 Wondol Court and 4913 Wayland, NRH, came forward. Mr. Metener was opposed to the sign being moved to the new location. The new location would be directly behind his house and the lights from the billboard would be shining directly into his house. Mr. Steve Grantland, 3900 Magnolia Court, Colleyville, came forward. Mr. Grantland stated he was the property owner of the site where the proposed sign will be constructed He was in favor of the signs relocation He stated with the approval of the sign relocation he would begin demolish on the abandoned Furr's building. There being no one else wishing to speak, Mayor Trevino closed the public hearing and called for a motion on SRB 2014-01. COUNCIL MEMBER LOMBARD MOVED TO APPROVE SRB 2014-01. COUNCIL MEMBER WHITSON SECONDED THE MOTION. MOTION TO APPROVE CARRIED 5-0. A.4 ADJOURNMENT Mayor Trevino adjourned the meeting at 7.42 p.
