CITIZEN COMMENTS There were no citizen comments. 3 -a. APPROVAL OF THE MINUTES OF THE APRIL 7, 2014 MEETING APPROVED MR. PENA MOVED TO APPROVE THE MINUTES OF THE APRIL 7, 2014 PARK AND RECREATION BOARD MEETING. MS. SPRADLING SECONDED THE MOTION. MOTION TO APPROVE CARRIED 5 -0. 4 -a. YOUTH SPORTS ASSOCIATIONS ANNUAL REPORTS There was not a representative in attendance from the Birdville Area Youth Futbol Association. Page 1 of 4 1 4 -b. RICHFIELD PARK IMPROVEMENTS Mr. Thornton presented an update on pending and completed projects at Richfield Park. These projects include: • Resurfacing of the tennis & basketball courts • Painting of the restroom /concession building • Replacement of the playground equipment • Replacement of the playground fall zone surface material • Installation of a shade structure over the playground • Replacement of the tennis court fencing Proposals were received in May for the replacement of the playground equipment. A recommendation, based on pre - established selection criteria, will be considered by City Council in June. Mr. Thornton showed a graphic of the playground structures selected from Miracle Recreation and was seeking concurrence from the Park and Recreation Board. They concurred with the selection. Mr. Thornton also noted that specific colors have not been chosen yet. The Board recommended as much color as possible. 5 -a. ASSISTANT DIRECTOR'S REPORT ON PARKS CAPITAL PROJECTS Mr. Thornton presented updates on various projects completed to -date that are not normally reported on: • Walker's Creek Vandalism Repair — Netting and Bleacher Shade Screens • Cross Timbers Concession Building Ceiling Repairs • HomeTown Lakes Dock Repairs • Relocation of North Tarrant Parkway Trees to Liberty Park • Installation of Irrigation to All Transplanted Trees at Liberty Park • Drained and Cleaned Walker's Creek Park Entry Pond • Completed Installation of new flooring material (Treks) at NRH Bayou Banquet Deck and at Beachside Bay • Installed Fibar Fall Zone Material at the Cross Timbers Park Playground • Completed Renovation of NRH Centre South Landscape Beds • Resurfaced Tennis Courts at Richfield and Northfield Parks • Received Bids for Park Pond Edge Treatment at Linda Spurlock and Green Valley Park Ponds • Constructed 2,400 Linear Feet of the Calloway Branch Trail • Set 100' and 40' Pedestrian Bridges on John Barfield Trail • Began Construction of the Adventure World Woodland Excursion • HomeTown Lakes Fountain Repair • Performed Inspections at all Park Playgrounds • Installed Railroad Crossing Panels on the Cotton Belt Railroad at the Barfield /Cotton Belt Connector • Painted Interior of Linda Spurlock Park Restroom Building Page 2 of 4 1 Also due to savings in the John Barfield Trail CIP Project, plans are underway for the realignment of the crossing for the Cotton Belt Trail at Precinct Line Road. Construction of the Adventure World Playground is progressing with drainage structures being finalized and playground equipment beginning to go up. Originally the play structure for 2 -5 year olds was not going to be replaced, but due to savings in the project, this structure will now be replaced. 5 -b. ASSISTANT DIRECTOR'S REPORT ON CURRENT PROGRAMS AND SERVICES Ms. Adrien Pekurney presented an update on activities and events offered through the Yp p g NRH Centre, Tennis Center, Senior Center, Grand Hall and Cultural Arts. Highlights included: • The NRH Centre is currently operating at 100% cost recovery midway through the FY. • Summer Camp began on June 2. • The NRH Centre Wellness Division is doing very well in hitting all the top trends identified by the American College of Sports Medicine. • The next `Round the Town with Oscar will be on Tuesday, June 3 and then again on July 1. • The first NRH Centre Kids Bike Rodeo will be held on Saturday, June 7 from 10:00 a.m. to Noon. Bicycles Inc. and Russell Mitchell Farmers Insurance Agency are sponsoring the event with the NRH Centre and NRH Police Department's bicycle officers. • The NRH Senior Center will be offering two new classes beginning in June. Zen Drawing and an iPad, iPhone, Android question and answer assistance class. • Summer programs and camps began at the Richland Tennis Center the week of June 2. • Fort Worth Mayor Betsy Price joined Mayor Oscar Trevino at the May `Round the Town with Oscar bike ride. There were over 70 other riders joining them for the 10 -mile bike ride. • The 2014 Family 4 Fireworks Show will be held on July 4 and will begin at 9:30 p.m. Parking is available at the ATI Career Training Center and Wiley G. Thomas Coliseum. • The 2014 Sounds of Spring Concert Series wrapped up on May 16. The series averaged more than 1,000 people at each concert, making the 2014 season one of the best attended concert series since its 2001 inception. Staff will send out a survey to see what types of bands people want to hear next year. NRH2O FAMILY WATERPARK UPDATE Mr. Frank Perez, Interim NRH General Manager, presented updates on the operations and maintenance of NRH2O Family Water Park. • NRH2O hosted a very successful Music Festival in May with over 14,000 guests. • NRH2O celebrated its 20 birthday on June 1, 2014. • Dive In Movies will kick -off on June 20 with "Monster's University ". Other movie highlights include "Frozen" on July 11 and "Jaws" on August 1. • Fireworks are a huge attraction for NRH2O. This year shows are scheduled for June 21, July 19 and August 16. Vice -Chair Filis asked about the drought and if it gets much worse, will NRH2O be in jeopardy of not being able to fill up their pools. The Board wondered if there were any state laws regarding drought restrictions and water parks. Ms. Loftice stated that NRH is conservative with water use and explained that the park's filtration system recirculates the majority of water used at the park. NRH2O's use of water is very low compared to water that is used in the Park System for irrigation. She also noted that Iron Horse Golf Course has water supplied from a well for their irrigation, so they should not be affected by the drought. She is not aware of any current state laws on drought conditions and waterparks. Currently, the City of NRH is at Level 1 Restriction which does restrict watering of the park system as well as businesses and homes. 6. INFORMATIONAL ITEMS Ms. Loftice asked if the Board would be interested in having the October board meeting at the Community Garden. Dianne Spradling would be able to give the board a tour of the award winning garden. Chair Kusmierski also encouraged the board to walk through the Cross Timbers Park because right now there are secret pockets of flowers all over the prairie and it is quite beautiful. 7.
