CALL TO ORDER
Chair Kusmierski called the meeting to order December 1, 2014 at 6:00 p.m.

APPROVAL OF THE MINUTES OF THE OCTOBER 6, 2014 MEETING
APPROVED
MR. MITCHELL MOVED TO APPROVE THE MINUTES OF THE OCTOBER 6, 2014 PARK AND RECREATION
BOARD MEETING. MS. SPRADLING SECONDED THE MOTION.

COTTON BELT TRAILHEAD GATEWAY — CAMBRIDGE DEVELOPMENT
Mr. Bill Thornton provided information on the development of the Cambridge Subdivisions,
and the addition of a Trailhead Gateway in this area. According to the Neighborhood
Parkland Dedication Requirements, developers are obligated to provide park impact fees of
$600 per dwelling unit. There is a provision that allows the dedication of land in lieu of the
impact fees.
The developer for the Cambridge Subdivisions has proposed designing and building the
Trailhead Gateway in lieu of paying the park impact fees. The developer proposes dedicating
land that will be used for the gateway. He plans on designing and constructing amenities that
will include: 8 parking spaces, 1 handicap parking space, kiosk /shade structure, bench
seating, drinking fountain, bike rack, decorative paving, concrete trail connection, landscaping
and irrigation, masonry wall and living screening.

ASSISTANT DIRECTOR'S REPORT ON
PARKS CAPITAL PROJECTS
Mr. Thornton presented an update on the following capital improvement projects:
• John Barfield Trail — a change order was processed to allow for additional signage,
striping and reflectors at Kirk Lane to increase awareness of the trail and roadway.
• Richfield Park Improvements — The playground shade cover will be installed before the
end of the week.
Chair Kusmierski asked if a sign was needed for the John Barfield Trail at Rumfield and
Spring Oak. Mr. Thornton said he would look at that location.

ASSISTANT DIRECTOR'S REPORT ON
CURRENT PROGRAMS AND SERVICES
Ms. Sharon Davis presented an update on activities at the NRH Centre, Athletics, Senior
Center, Tennis Center and the Grand Hall.
• During FY14, the NRH Centre surpassed their revenue projections for memberships.
• Average daily attendance at the Centre was 1,131 for the year.
• Run, Run Rudolph Family Fund 5K Run & Walk will be held this Saturday, December
6 at 3:00 p.m.
• The NRH Senior Center will host a New Year's Eve Dance on December 31 from 5:00
to 10:00 p.m.
• Richland Tennis Center will host the 11 annual Toys for Tennis on Saturday,
December 13. The tournament usually brings in 150 - 200 toys benefiting the Santa
Cops program.
• The 2nd NRH Pop Up Art Gallery was held on November 21 & 22 with approximately
200 — 250 people in attendance on Friday evening for the artists reception.

• There will be two new additions to the Signal Box Art Program this coming spring.
Gary Cooper in "High Noon" on the signal box on Davis Blvd, next to HomeTown and
Robert Duval as Gus from "Lonesome Dove" will be placed next to Fire Station #1 on
Davis Blvd at Shadywood.
• North Richland Hills will celebrate its 15 annual Night of Holiday Magic on Saturday,
December 6 from 4:00 - 8:00 p.m.
• The 2015 Sounds of Spring Concerts Series line up has been set:
April 17 — Brave Combo
April 24 — Memphis Soul
May 1 — Me & My Monkey
May 8 — Dale Watson
May 15 — Petty Theft
May 22 — Buddy Whittington, James Hinkle and Jason Elmore

NRH FAMILY WATERPARK UPDATE
Mr. Frank Perez presented an update on off season maintenance activities at NRH2O.
• Off season maintenance projects include: changing to LED lights in the main
bathrooms, replacing /refurbishing the majority of the impellers for the Splashatory,
concrete improvements and continuing staff efforts to move to "green" technology.
• The Polar Plunge is scheduled for Saturday, January 24 at 10:00 a.m. Polar Plunge
benefits the Special Olympics.
• Season passes are currently on sale. The best prices are available over the winter
holiday.

INFORMATIONAL ITEMS
A Calendar of Events and the Park Board Updates, for October and November, were
provided in the Park Board packet.
