APPROVAL OF THE MINUTES FROM THE MARCH 7, 2013 CAPITAL
IMPROVEMENT ADVISORY COMMITTEE MEETING

CONSIDERATION AND/OR ACTION REGARDING THE PROGRESS OF THE
IMPACT FEE PROGRAM'S CAPITAL IMPROVEMENTS PLAN
Greg Van Niewenhuize, came forward to present the progress of Impact Fee Program's
Capital Improvements Plan as of March 31, 2014. Tracking began March 31, 2010.
The standard Meter Unit Equivalent (MUE) is a 3/" pipe, which is industry standard.
Single Family starts are about par with 12 months ago. Commercial real estate is
trailing from 12 months ago.

Keith Reed, with Reed Municipal Services, summarized that we are approximately
78.80% below MUE. However, if we remove the spike in permits pulled due to two (2)
development projects that occurred within the past twelve (12) months, we would be
down by approximately 60%. Keith suggests that the Committee review and
recommend the city to continue to monitor impact fees. He stated that there are no time
constraints for any new program. The city impact fees are currently below plan for new
developments.
Chairman, Randall Shiflet suggested that impact fees program's capital improvement
plans be reviewed in six (6) months to evaluate where we are tracking based upon the
forecasted eighteen (18) month plan of three (3) new housing developments.

Don Bowen motioned to approve the minutes from the March 7, 2013 Capital
Improvement Advisory Committee meeting. The motion was seconded by Steven
Cooper. The motion passed unanimously (6-0).
APPROVED
Steven Cooper motioned to accept Capital Improvements Advisory Committee
report Item No. 4 regarding progress of Impact Fee Program's Capital
Improvements Plan as of March 31,2014. Steven Cooper proposed to review
these plans within six (6) to eighteen (18) months for recommendations to City
Council. The motion was seconded by Mark Haynes. The motion passed
unanimously (6-0).
