CONSIDERATION OF MINUTES 1 Brian Crowson: The first order of business is the consideration of the minutes from our last meeting. Are there any questions or comments about the minutes? If not, do I hear a motion? Tom Moreau: I make a motion that we accept the minutes. Bob McCary: I second the motion. Brian Crowson: I have a motion and a second to accept the minutes of our last meeting. All those in favor say aye. Let the record show that it was a unanimous aye. 4. SSB2014-45 PUBLIC HEARING FOR BLOCK 25 LOT 2 NORTH RICHLAND HILLS ADDITION KNOWN AS 4705 CUMMINGS DRIVE EAST F Brian Crowson: Our first hearing today is SSB2014-45 Block 25 Lot 2, North Richland Hills Addition known as 4705 Cummings Drive East. qk? Dena Milner: Presented a power point presentation for SSB2014-45. Brian Crowson: Is there anyone who wishes to speak on behalf of this Property'? Brian Crowson: I now close this public hearing and open it to the board. Do I hear a motion'? Thomas Moreau: I make a motion that the Board determines that the structures on this property are substandard and hereby order that: (1) Betty Jean L. Rails Est., owner of the property located at 4705 Cummings Drive East, Lot 2, Block 25, North Richland Hills Addition, North Richland Hills, Tarrant County Texas, shall within thirty (30) days repair the structure or obtain a demolition permit and demolish the structure to grade, clearing all debris. (2) If the property owner fails to repair or demolish the structure, the lien holder shall within thirty (30) days repair the structure or obtain a demolition permit and demolish the structure to grade, clearing all debris. (3) If the property owner and lien holder(s) fail to repair or demolish the structure, the City of North Richland Hills is authorized to demolish the building(s) and charge all expenses incurred by the city to the owner and place a lien upon the property for the amount owed. The costs, together with interest accruing at 10% per annum will be assessed as a charge against the land and will be a personal obligation of the owner. Bob McCary: I'll second the motion. SSB2014-46 PUBLIC HEARING FOR BLOCK 6 LOT 14R HILLVIEW ADDITION KNOWN AS 4108 RUFE SNOW DRIVE Brian Crowson: Our second hearing today is SSB2014-46 Block 6 Lot 14R, Hillview Addition known as 4108 Rufe Snow. { Dena Milner: Presented a power point presentation for SSB2014-46. Brian Crowson: Is there anyone who wishes to speak on behalf of this Property? Brian Crowson: I now close this public hearing and open it to the board. Do I hear a motion? Etux Carle McCartney, owner of the property located at 4108 Rufe Snow Drive, Lot 14R, Block 6, Hillview Addition, North Richland Hills, Tarrant County Texas, shall within thirty (30) days . repair the structure or obtain a demolition permit and demolish the structure to grade, clearing all debris. SSB2014-47 PUBLIC HEARING FOR BLOCK 3 LOT 4 RICHLAND HEIGHTS ADDITION KNOWN AS 4212 LYNN TERRACE Brian Crowson: Our third hearing today is SSB2014-47 Block 3 Lot 4, Richland Heights Addition known as 4212 Lynn Terrace. Dena Milner: Presented a power point presentation for SSB2014-47. Brian Crowson: Is there anyone who wishes to speak on behalf of this Property? Angela Sharp: 4212 Lynn Terrace, N. Richland Hills 817-849-0786. Spoke briefly about how she plans to bring the house up to code. She has been in contact with a contractor to make the necessary repairs. Brian Crowson: I now close this public hearing and open it to the board. Do I hear a motion? Deryl Brown: I make a motion that the Board determines that the structures on this property are substandard and hereby order that (1) Randy W. Clegg Est., owner of the property located at 4212 Lynn Terrace, Lot 4, Block 3, Richland Heights Addition, North Richland Hills, Tarrant County Texas, shall within thirty (30) days obtain all necessary permits and within an additional thirty (30) days complete the repairs to the structure or obtain a demolition permit and demolish the structure to grade, clearing all debris. (2) If the property owner fails to carry out either of the actions set forth above within the time provided, the lien holder(s) shall be allowed the same additional time as provided to the property owner to complete such required actions. (3) If the property owner and lien holder(s) fail to repair or demolish the structure, the City of North Richland Hills will demolish the building(s) and charge all expenses incurred by the city to the owner and place a lien upon the property for the amount owed. The costs, together with interest accruing at 10% per annum will be assessed as a charge against the land and will be a personal obligation of the owner. Bob McCary: I'll second the motion. SSB2014-48 PUBLIC HEARING FOR BLOCK 15 LOT 10 SNOW HEIGHTS ADDITION KNOWN AS 7021 OAKLAND LANE Brian Crowson: Our fourth hearing today is SSB2014-48 Block 15 Lot 10, Snow Heights Addition known as 4212 Lynn Terrace. Debbie Heizer: Presented a power point presentation for SSB2014-48. Brian Crowson: Is there anyone who wishes to speak on behalf of this Property? John Ross: 7021 Oakland Lane, N. Richland Hills. He spoke briefly about repairing the foundation and front porch. He is in the process of bringing this property back up to code. Brian Crowson: I now close this public hearing and open it to the board. Do I hear a motion? Tom Moreau: I make a motion that the Board determines that the structures on this property are substandard and hereby order that: (1) John Ross, owner of the property located at 7021 Oakland Lane, Lot 10, Block 15, Snow Heights Addition, North Richland Hills, Tarrant County Texas, shall within thirty (30) days repair the structure or obtain a demolition permit and demolish the structure to grade, clearing all debris. (2) If the property owner fails to repair or demolish the structure, the lien holder shall within thirty (30) days repair the structure or obtain a demolition permit and demolish the structure to grade, clearing all debris. I (3) If the required work is not completed, the City of North Richland Hills will be authorized to demolish the structure and charge all expenses incurred by the city to the owner and place a lien upon the property for the amount owed. The costs, together with interest accruing at 10% per annum will be assessed as a charge against the land and will be a personal obligation of the owner. Bob McCary: I'll second the motion. Brian Crowson: All those in favor'? Let the record show it was a unanimous aye. 8. SSB2014-43 PUBLIC HEARING FOR BLOCK 33 LOT 1 NOR'EAST ADDITION KNOWN AS 5425 DAVIS BLVD. Brian Crowson: Our fifth hearing today is SSB2014-43 Block 33 Lot 1, Nor'East Addition known as 5425 Davis Blvd. Debbie Heizer: Presented a power point presentation for SSB2014-43. Brian Crowson: Is there anyone who wishes to speak on behalf of this Property? Jerry Moody: 7500 Kingswood Ct., N. Richland Hills. Mr. Moody spoke briefly about doing repairs on the property and why he was unable to meet the board's deadline. He stated that he had a fire and it set him back. He requested additional time to be able to make the repairs and bring the property up to code. Brian Crowson: I now close this public hearing and open it to the board. Do I hear a motion? Tom Moreau: I make a motion that the Board determines that the structures on this property are substandard and hereby order that: (1) The Order of the Substandard Building board is hereby amended to grant the owner a period of 30 days from August 28, 2014 to obtain all required permits and an additional 30 days after such permits are obtained to bring the structure and the sign to code or to remove them. (2) Asbestos testing must be completed prior to any repairs or demolition. (3) Should the permits not be obtained or the structure and sign not be brought up to code or removed within the time allowed, the lienholder shall be notified and given an equal time to obtain permits and bring the structure and sign to code. (4) Should the owner and lienholder fail to act as ordered, the city is authorized to demolish and place a lien on the property. Bob McCary: I'll second the motion. Brian Crowson: All those in favor?
